A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
A.M. on Monday, July 20, 1987, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Presidings
Bill J. Cooley, Commissioner of Precinct 1, Absents
Walter Wilcox, Commissioner of Precinct 2s
Billy E. Beard, Commissioner of Precinct 3s
Milton Turner, Commissioner of Precinct 4s
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

The first matter to come before the Court was a request
from E. A. Wentrcek, Director of Juvenile Services for
authorization to send Janet McNutt, Associate Director to the
National APPA Conference in Salt Lake City, Utah. Mr. Wentrcek
stated that the employee will pay approximately 608 of the cost
and asked the Court to pay 40%. On motion by the County Judge,
seconded by Commissioner Turner, the Court voted uanimously to
authorize the employee to attend the conference and to pay the
requested expenses.
The County Judge read aloud a Proclamation proclaiming
Wednesday July 22, 1987 as "BIkAZOS COUNTY BLOOD DAY". On motion
by Commissioner Beard, seconded by Commissioner Wilcox, the
Court voted unanimously to sign the proclamation proclaiming

Commissioners' Court meeting July 20, 1987

July 22, 1987 as "BRAZOS COUNTY BLOOD DAY". The proclamation
was presented to Rhonda Seaton, President of the Board of
Directors of the local chapter of the American Red Cross.
The Court next considered approval of the minutes of the
Commissioners' Court meeting held June 8, 1987. On motion by
Commissioner Turner, seconded by Commissioner Beard, the Court
voted unanimously to approve the minutes as presented.
Next to be considered was budget amendment #13 which would
reallocate funds originally budgeted for the office of the
District Attorney, County Court at Law I and Justice of the
Peace, Precinct I. On motion by Commissioner Beard, seconded by
the County Judge, the Court voted unanimously to approve the
budget amendment as presented. A copy of the budget amendment
is attached hereto.
The Court proceeded to consider the change of status of

On motion by Commissioner Beard, seconded by the County Judge
the Court voted unanimously to approve the changes as submitted.
The Court next considered the following Claims as submit-

On motion by Commissioner Turner, seconded by Commissioner
Beard, the Court voted unanimously to approve the Claims as
submitted.
Under other business, the Court considered the re-
appointment of the County Judge to the Board of Directors of the
Brazos Valley Development Council. On motion by Commissioner
Wilcox, seconded by Commissioner Turner, the court voted
unanimously reappoint Judge Holmgreen to the Board of Directors
of the Brazos Valley Development Council.
The Court next recognized Gaines West and Steve Steele who
requested the support of the Commissioners Court to get a
Federal District Court to function in Brazos County. The
Federal District Court would convene once each three weeks and
would handle cases such as bankruptcy. The County would be
responsible for furnishing a Court reporter to the Court. On
motion by Commissioner Turner, seconded by the County Judge, the
Court voted unanimously to support the project.
The County Attorney next requested authority to trade the
older cars used by the County Attorney's office for the cars
recently released by the Sheriff's Department. Commissioner
Beard stated that the County Attorney had too many cars and
moved to reduce the number of cars for his use to just one. The
motion was withdrawn delaying action on the County Attorney's
request until the next Commissioners' Court meeting.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 20th day of July 1987 at a special meeting of the
Commissioners' Court the following members were present:

THAT WHEREAS, on July 20, 1987, the Court heard and approved a
budget amendment for the 1987 budget year for Brazos County, Texas.
WHEREAS, an emergency expenditure is necessary due to grave public
necessity to meet unusual and unforeseen conditions which could not
be reasonably included in the original budget adopted October
27, 1986, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 20th day of July, 1987
