'1 , COMMISSIONERS' COURT REGULAR MEETING JULY 13, 1987 A regular meeting of the Commissioners';Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A%M. on Monday, July 13, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boviskie, County Clerk. Day Millican Resident Mike McCleary Wellborn Water Howard Long Visitor 1 The Court received, approved and ordered filed as submitted the following reports for June 1987: Jim Mazurkiewicz, County Extension Agents Mable Walker, County, Extension Agent; Betsy Harkey, County, Extension Agent; Monty Dozier, Extension Agent; The Court received, considered and approved reports from County and Precinct Officers showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The first matter to come before the Court was an Order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law I from August 10, 1987 through August 14, 1987 to it VOL i PAG 5 1 a 1 y f 1 x s' 1 c , e , a .a r E Commissioners' Court meeting July 13, 1987 i ,I `r vo allow Judge Davis to attend the 1987 American Bar Association Conference of Special Court Judges held in San, Francisco, California. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law I for the dates of August 10, 11, 12, 13, and 14, 1987 . A full copy of the Order is attached to and made a part of these minutes. Having previously opened bids for the construction of the Hopes Creek Bridge Project in Precinct It the Court awarded the contract to Butler-Howard who submitted the low bid of $83,000.00. On motion by Commissioner Cooley, seconded by Commissioner Wilcox the Court voted unanimously to award the contract to Butler-Howard and for the money to be paid from the Road & Bridge #2 Fund. Mr. Howard Long will inspect the bridge and make sure it meets State Highway Department specifications. Next to be discussed was Budget Amendment #11 for the District Attorney's Office. This amendment was to correct a clerical error on budget amendment # 8 that allocated $2,300 to special microfilming. The funds should have been allocated to personnel. On motion by Commissioner Beard, seconded by the County Judge, the Court voted unanimously to approve the Budget Amendment. A full copy of the amendment is attached hereto. The Court next considered Budget Amendment #12 for the Treasurer's office. This amendment would add $2,000 for county matching funds for the Emergency Nutrition/Temporary Emergency Relief Program Grant for Welfare Services and would increase the General Fund Budget by $2,000. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the Budget Amendment. A full copy of the amendment is attached hereto. The Court acknowleged receipt of the Brazos County Financial Report from the Treasurers' Office for the month of AGE 5qG u i~ a s i • Commissioners' Court minutes July 13, 1987 June and the Quarterly Report for the 2nd quarter of 1987, a + copy of which is attached. . . The next matter to be considered by the Court was the appointment of a temporary administrator for the Road and Bridge Department until a County Engineer is hired. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted uanimously to appoint Commissioner Walter Wilcox as the .temporary administrator. Commissioner Cooley brought to the attention of the Court the fact that the County had been maintaining the gravel portion of Rock Prairie Road which lies within the city limits of College Station and that he would like to continue doing so for the gravel portion of Greens Prairie Road. The County Judge voiced concern over the use of County funds inside the city limits. He indicated that an agreement should exsist between the County and the two cities agreeing to the overlapping maintenance and also set limits as to where it will end. The County Judge went on to ask for a listing of all roads that lie inside the city limits of either Bryan or College Station that are currently being maintained by Brazos County. Commissioner Wilcox, speaking as temporary administrator of the Road and Bridge Department, asked that the Court require a mutual agreement contract between the County and the two cities for the maintenance of roads within the city limits of each city. Commissioner Cooley requested that the court delay action on this for at least two weeks. The County Judge agreed this would be a good idea and that in the interim the Court could study the listing he had requested. The Court proceeded to consider the change of status of the following employees: Walker, Mable Extension Serv Termination Holste, Cathleen County Att. Termination Rinchloe, Lenora Dist. Clerk New Employee Saxon, Vickie Treasurer's Off. Step Increase VO PAG Commissioners' Court minutes July 13, 1987 On motion by Commissioner Turner, seconded by Commissioner Beard the Court voted unanimously to approve the changes as submitted. Under other business, the County Judge advised the Court that he had been informed by the Data Processing Manager that the County may be pirating Data Processing Software and he asked any County Officer participating to cease and desist until further information is gathered. I . There being no further business to come before the Court, the meeting was recessed until 1:30 p.m. to interview candidates for the position of County Engineer. 1:30 p.m. The Court reconvened at 1:30 p.m. with all members of the Court present. The County Judge announced the meeting closed to the public at 1:35 p.m. for the purpose of interviewing applicants for the position of County Engineer. The meeting was opened to the public at 2:45 p.m. and there being no further business to come before the Court, the Y 1 I 1 meeting was adjourned.
