I- I ' I COMMISSIONERS' COURT SPECIAL MEETING JULY 6, 1987 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, July 6, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Barron Visitor The first matter to come before the Court was to open bids for the Design and Construction of the Hopes Creek Bridge in Precinct 1. The County Judge opened and read aloud all bids that were received. Those bids were as follows: Appelt Bridge Corp. $120,600.00 Young Brothers $164,662.30 Universal Bridge Const. $128,670.00 ! VO AG E.516_ f 4 ti I 1 I t- 1{f . t , Commissioners' Court meeting July 6, 1987 • • 41 Butler-Howard, Inc. $ 83,000.00 S.G.&R Const., Inc. $140,000.00 Bayou Contraction, Inc. $128,607.50 The County Judge announced that all bids were accompanied by the appropriate bid bond and that the contract would be awarded at the next Commissioners' Court meeting, allowing time for thorough review of the bids. The Court next considered approval of the minutes of Commissioners' Court meetings of May 18, 1987, May 26, 1987 and June 1, 1987. On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the minutes as submitted. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to call a Special Election on Saturday, August 8, 1987 for the purpose of voting on an optional county sales and use tax of one half percent (1/28) which would reduce the Ad Valorem Tax by a like amount. A signed copy of the Order attached hereto. The County Judge read aloud a Proclamation proclaiming Saturday, July 11, 1987 as "Just Say No Day" throughout Brazos County. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to sign the proclamation proclaiming Saturday July 11, 1987 as "Just Say No Dayl" to alcohol and drugs. The Proclamation will be delivered to members of the Brazos Valley Council on Alcohol and Substance Abuse, The Brazos Valley Youth Council and their committees. A copy of the signed proclamation is attached hereto. The Court next considered bid No. 87-371 for personal computers for the Health Department. Dr. Dan Colunga, Computer Systems Consultant for Brazos County, recommended the acceptance of the bid submitted by UNISYS Corporation. On motion by Commissioner Beard, seconded by the County Judge, the Court voted unanimously to accept the recommendation of Dr. Colunga and award the contract to UNISYS Corporation. VOL PAG Commissioners' Court meeting July 6, 1987 VO The next matter to come before the Court was a request by Producer's Gas Company to place a 4" Natural Gas Pipeline within the right-of-way of Steep Hollow Circle (East and West) in Precinct 3. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to grant the request by Producer's Gas Company subject to the payment of fees. A copy of the authorization is attached hereto. Next to be discussed was Budget Amendment #10 for Justice of the Peace Precinct 7 Place 1, Justice of the Peace Precinct 7 and Court Administration. The two Justice of the Peace changes were for reallocation of funds only. The Court Administration budget amendment would increase the General Fund expenditures by $118,150.00. The amendment is needed due to the increase in i capital murder cases. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the Budget Amendment. A full copy of the amendment is attached hereto. The Commissioner of the Precinct in which the right-of-way lies must be notified prior to the beginning of construction in order that the Commissioner might be on hand to designate the actual location of the installation. ' 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the Commissioner in which the roadway or right-of-way lies. I 3.
