Consideration of the following bid and authorize the payment thereof: a. Personal Computers for County Offices 6. Consideration of Budget Amendments. 7. T PAGE - .U l - - - I Y COMMISSIONERS' COURT SPECIAL MEETING JUNE 29, 1987 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 29, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4 Absent; Frank Boriskie, County Clerk. The following citizens and officials were in attendances . Anderson Merril Lynch Ron Gay Scott & White Health Plan The first matter to come before the Court was an acknowledgment of the special recognition given to Irma Cauley by the Texas Corrections Association naming her the "LINE OFFICER OF THE YEAR" for her outstanding achievement in Juvenile Corrections during 1986. The County Judge, on behalf of the entire Court, wished Ms. Cauley well and presented her with a certificate of appreciation for her work. The Court next considered appointments to the Investment Committee for the County Treasurer. On motion by Commissioner i VO I PAGE SG A r' f v • • T S iT Commissioners' Court meeting June 29,1987 Cooley, seconded by the County Judge, the Court voted unanimously to appoint the following people to the committee: Billy E. Beard Sandie Walker Terry White Ruth McLeod Todd Jermstad i The Court next considered granting authority to the County j I Treasurer to make wire transfers and telephone releases of collateral on behalf of the County. On motion by Commissioner j I Beard, seconded by Commissioner Cooley, the Court voted uanimously to give the County Treasurer that authority. The next matter to be addressed by the Court was a report by the Health Insurance Committee. Commissioner Cooley, a I~ member of the committee, reported that an HMO plan should be I made available to Brazos County Employee's as an option. The (I committee felt that a Life Insurance Policy should be added to 1 the plan and that Dental Coverage could be substituted for the PCS (Purchase of Prescription Drugs) card. It was the consensus ;i of the Court that the committee should reconvene to discuss the 1 extras. It was the consensus of the court to temporarily delay action on the Order calling a special election for an optional county sales and use tax. The Court next considered the following bid: Bid No. 87-371 - Personal Computers for County Offices The County Judge recommended approval from the Board of of Directors of the Health Department before the contract be awarded. It was the consensus of the Court to delay action until they have the approval from the Board. The Court proceeded to consider the change of status of the following employees: Eubanks, Billy W. Road & Bridge. Terminate Howard, Fannie J.P. Pct. 5 New Emp. P/T Roy Kelley Co. He stated that the department heads had submitted them to be considered as part of their budget requests for 1988. On,motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the changes as submitted. Next to be discussed was Budget Amendment #09 for the 9i Enviromental Protection Department. This was necessary due to cost overruns in the amount of $53,200 encountered in the completion of the new landfill and the increase in cost of temporary dumpsters in Precinct 4. Commissioner Beard made a motion to approve the budget amendment as submitted. The motion was seconded by Commissioner Cooley with Commissioners Beard, Cooley and the County Judge voting "Aye". Commissioner Wilcox voted "No", whereupon the County Judge declared the motion had carried. A full copy of the amendment is attached hereto. Commissioner Wilcox questioned when Commissioner Cooley VO would start charging a fee at the landfill. Commissioner Cooley responded that it was not his decision, but that of the Court. Commissioner Cooley estimated the landfill would open within three weeks. The County Judge asked Commissioner Cooley if, when the landfill is opened, would he start charging a fee? Commissioner Cooley stated that if we start charging a fee we would see more roadside dumping and this was one of the biggest AGE 'to i~ f• i, r~ • • si 4 Commissioners' Court meeting June 29,1987 reasons for not charging a fee. Commissioner Wilcox asked for a proposal for the independent operation of the landfill in January. Receiving no response to his request, he stated he would present it again to the Court next month. Commissioner Wilcox also questioned where the reimbursement to the Road and Bridge Department would be coming from for the work performed at the landfill by the Road and Bridge Department. Commissioner Cooley replied that it would be from the General Fund. , Commissioner Wilcox requested an estimate of time spent by Road and Bridge personnel at the landfill. J. Holmgreen, County Judge, Presiding Bill J. Cooley, Commissioner, Precinct is Walter Wilcox, Commissioner, Precinct 2s Billy E. The following proceedings were held: THAT WHEREAS, on June 29, 1987, the Court heard and approved a budget amendment for the 1987 budget year for Brazos County, Texas. WHEREAS, an emergency expenditure is necessary due to grave public necessity to meet unusual and unforeseen conditions which-could not be reasonably included in the original budget adopted October 27, 1986, the following amendment(s) to the original are hereby authorized, as described on the attached 1 page(s).
