Adjourn VO L T PAGE-fKC f 1 I, \ 1 COMMISSIONERS' COURT SPECIAL MEETING JUNE 15, 1987 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 15, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Mr. Hawtry repesenting Ken Hays a landlocked property owner, sited Section 2.006 Article 6702-1 The Road b Bridge b Ferries Act of the State of Texas as the basis of his request. Commissioner Cooley VOL TI~PAGESY6- is • K • • • Commissioners' Court meeting June 15, 1987 asked that the minutes reflect that since he owned property in the area, he felt there was a conflict of interest and would not participate in a decision rendered by the Court. After hearing the testimony of Mr. Ken Hays, the Court concurred in its opinion that this was a matter for the District Court rather than the Commissioners' Court. The County Judge stated he would i ask legal counsel to evaluate and advise the Court on the matter after which he would contact Mr. Hawtrey. ' I The Court next heard a request from Mr. Ron Gay, representing Scott and White Clinic. Mr. Gay asked the Court to offer the Health Maintenance plan to the County employees as an I option to the current plan and allow them to make a choice of i type plan they wanted. Mr. Gay listed some other options to the current plan submitted to the committee for approval at which I Point Commissioner Cooley stated the committee would have to i listen to the presentation to evaulate the plan. Rebecca Shulta, Purchasing Agent, mentioned that the plan would have to i go through the bid process even if it is offered as an option to j i the current plan. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contracts to Trucks Unlimited for the truck and to Bryan Mack Sales b Service for the trailer. On motion by Commissioner Beard, seconded by Commis- sioner Turner, the Court voted unanimously to accept the recomendation of the Purchasing Agent and award the contract to Butter Krust Bakeries. I The County Judge next read a letter to the Court f rom Mable Walker, County Extension Agent in Home Economics, in which she announced her plans to retire from the County. The Court acknowledged receipt of her letter of resignation and wished her well in her future endeavors. The Court next considered a request by Winfred Pittman, Constable for Precinct 7, for the appointment of Homer Dean Strait, Jr. as a Reserve Deputy Constable for Precinct 7. On i motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to grant the request and appoint Homer Dean Strait, Jr. as a Reserve Deputy Constable. The next matter to be considered by the Court was the County's participation in "A Walk in History" project of the Capitol Committee, in conjunction with the restoration of the state capitol building. A contribution of $300.00 is being solicited and as a contributing county, the county name would be engraved in the Great Walk of the Capitol. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to contribute to this worthwhile project. The Court next discussed a replacement for the County Engineer. It was the consensus of the Court to publish the availablity of the position and to have all applications forwarded to the Personnel Department. A copy is attached hereto. Commissioner Cooley informed the Court that the County Surveyor, Mark Paulson had been engaged by Precinct 1 to locate property purchased by the County on the old IbGN railroad property. The auditor was asked to verify the legality of payment to Paulson, since he is now a County employee. Commissioner Cooley informed the Court that he would need V® to amend the landfill budget to cover expenses for the new AG E.6S-~3~ • .3 - - 11 • , • • Commissioners' Court meeting June 15, 1987 landfill site preparation. He indicated there would be an increase of approximatly $45,285.00 to cover equipment rental, dirt moving and hauling for Precinct 4. Sandie Walker, County Treasurer, presented a petition to the Court requesting that vendors, insurance agents and others whose presence is disruptive to the functioning of the various offices, be denied permission to solicit county employees during working hours. The petition was signed by several elected and I appointed officials and department heads. The County Judge stated it was a valid request and that action would be taken on the petition at the next meeting.
