COMMISSIONERS' COURT REGULAR MEETING JUNE 8, 1987 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 8, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. An excerpt from those reports is attached hereto. The Court first considered a request from Ernie Wentrcek, Chief Juvenile Probation Officer, for authorization for one of his officers, Susan Dow, to travel to Salt Lake City, Utah to attend a conference August 23 through 26, 1987. Mr. Wentrcek stated attendance at this conference is a requirement for certification for Ms. Dow. On motion by the County Judge, seconded by Commissioner Turner, the Court voted unanimously to approve the request for Susan Dow to travel out of State for the meeting in Salt Lake City, Utah. Mr. Wentrcek informed the Court that one of his officers, Ms. Cindy Hennen would be going to England for three months to study English Juvenile Services and that Ms. Julie Allen from England would be here studying our system for the same period of time. This exchange program is funded by the State. The Court Court next heard from Charlotte Bobar, a repre- sentative of First Million Cash, an insurance company, who informed the Court that she had enrolled 116 Brazos County employees in the plan offered by her company. Mrs. Bobar presented a list of employees to the Court as required and asked if it could be submitted to payroll so that automatic deductions could be made from the employees' payroll checks. The County Judge moved for approval subject to submission of the list to payroll for varification that all names listed were indeed Brazos County Employees. The motion was seconded by Commis- sioner Turner and passed unanimously. The Court acknowledged a letter from the Texas Justice Court Training-Center stating that Judge Carolyn M. Hensarling had successfully completed a twenty hour course in the duties of the office of Justice of the Peace. On motion by Commissioner ~i . t. VOL PAGE 1.11 I Commissioners' Court meeting June 8, 1987 I I Beard, seconded by Commissioner Wilcox, the Court unanimously ordered the letter be entered into the minutes. The Court next considered approval of the minutes of the Commissioners' Court meeting of May 11, 1987.' On motion by Com- missioner Beard, seconded by the County Judge the Court voted unanimously to approve the minutes as submitted. The next matter to come before the Court was a request by the City of College Station to place a thirty inch (300) Raw Water Transmission Line within the right-of-way of Rye School Road. In a letter submitted to the Court by Mr. Edward R. McDow of Riewe & Wischmeyer, Inc., the contractor for the installa- tion, it mentions the proposed line will be located ten feet (10') inside the eastern right-of-way line of the Rye School Road and that the construction will disrupt traffic and tear up the edge of the road. It also states in the letter that the contractor will install gravel flexbase comparable to what is presently there. The Court as a whole voiced concern over the location of the utility lines within the right-of-way and that the road would be brought back to County standards. It was recommended that the County Engineer write up the necessary specification needed by the County to repair the road and bring it back to standards. Mr. David Pullen, representing the City of College Station, asked the Court if it would consider a crushed limestone base for the road. This was agreeable with the members of the Court. On motion by Commissioner Turner, seconded by Commissioner Beard the Court voted unanimously to approve the request by the City of College Station subject to the conditions outlined above and that the Court be allowed to see the bid specifications. The Court next considered the following bids: Bid No. 87-362 - Truck & Tandem Trailer for County Road & Bridge Department Bid tabled and to be considered at a later date at the request of the County Engineer. Bid No. 87-326 - Long Distance Telephone Service for Courthouse Offices Rebecca Shults, Purchasing Agent and member of of the selection committee, stated that it was the consensus of the selection committee to award the ` contract for Long Distance Telephone Service to Claydesta Communications. On motion by Commis- sioner Beard, seconded by Commissioner Wilcox, the 1 Court voted unanimously to follow the recommen- dation of the selection committee and award the contract to Claydesta Communications. The Court proceeded to consider the change of status of t the following employee: Benson, Milton 272nd Dist. Court New Emp. P/T On motion by Commissioner Beard seconded by Commissioner Turner the Court'voted unanimously to approve the change as submitted. The County Judge recognized the County Engineer from the u audience. The Engineer submitted to the Court his letter of re- signation. The County Judge said in his personal opinion, this was a loss to Brazos County. Commissioner Beard moved to accept the resignation and it was seconded by Commissioner Turner. Commissioners Beard, Cooley and Turner voted "Aye". Commis- sioner Wilcox and the County Judge voted "No", whereupon the County Judge declared the motion carried.
