Consideration of Change In Status of Employees. a Dn Vmcn* of Ol _PAG / I COMMISSIONERS' COURT SPECIAL MEETING JUNE 1, 1987 I i i I tl a' VO A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 1, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; I Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Newcomb Visitor The first matter to come before the Court was a request by County Attorney, Jim Kuboviak for reimbursement for out of state travel expenses in the amount of $425.00. Mr. Kuboviak stated he was unaware of the Commissioners' Court Order requiring authorization from the Court prior to traveling out of state at County expense. He continued with a suggestion that all Depart- ment Heads be notified of the Court's ruling to appear before the Court and justify their request for funds for out of state travel. On-motion by. the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to approve the reimbursement AGE sly I. i i 1 f • • II Commissioners' Court meeting June 1, 1987 P' L+ of the expenses. ~ i The County Judge next brought up the request from Judge I Claude Davis, Judge of County Court at Law I for authorization to attend a meeting in San Franciso. Judge Davis has been i appointed by Texas Supreme Court Chief Justice Hill to be the + delegate from the State of Texas to the National Conference of - I Special Court Judges. On motion by Commissioner Beard, seconded by the County Judge, the Court voted unanimously to approve the request from Judge Davis to travel out of State for the meeting in San Franciso. The Court next considered approval of the minutes of the f I Commissioners' Court meetings held on April 21, 1987, April 27, 1987 and May 4, 1987. On motion by Commissioner Turner, seconded by Commissioner Beard the Court voted unanimously to approve the minutes as submitted. The next matter to come before the Court was adoption of a Resolution authorizing the Personnel Department to obtain from i each and every newly hired employee documents to show proof of I'I I authorization to work and identification prior to the day the 1 new employee is to begin work. This Resolution will put Brazos I I I County in compliance with the Federal Immigration Reform and I Control Act of 1986 which mandates such documentation. On ,motion by the County Judge, seconded by Commissioner Cooley, the i 'Court voted unanimously to adopt the Resolution. A signed copy is attached hereto and made a part of these minutes. The next matter to come before the Court was an Order I appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law II from June 10, 1987 through June 12, 1987 to allow Judge Langley to attend a convention and July 20, through July 24, 1987 to allow Judge Langley to take scheduled vacation. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to approve the Order naming James A. Amis, Jr. as Special Judge for County Court at Law II i VOL PANE -577 9 j) r E F i VO f r 1 I 1 a 1 •1 I Commissioners' Court meeting June 1, 1987 for the dates of June 10, 11, and 12, 1987 and July 20, 21, 22, i k 23, and 24, 1987. A full copy of the Order is attached to and made a part of these minutes. Next to be discussed was Budget Amendment #07 for the Road and Bridge Department. This was solely for the reallocation of funds and would not increase the Road & Bridge Budget. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to approve the Budget Amendment. A' full copy of the amendment is attached hereto. The next matter to be considered by the Court was a re- quest by the City of College Station to install a four inch (41) sewer line within the right-of-way of Foxfire Drive in the Foxfire Subdivision. County Engineer Billy Eubanks stated this is a standard sewerline hookup. On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to authorize the installation of the sewerline. A I copy of the request is attached hereto. Court New Employee On motion by Commissioner Cooley seconded by Commissioner Beard the Court voted unanimously to approve the changes as submitted. I Commissioners' Court meeting June 1, 1987 I for the purchase of bottled water asking if it was the respon- sibility of the County to purchase this water. Sharon Fairchild, County Auditor explained since neither the Auditor's office nor that of the Treasurer had a water fountain, they were jointly using the bottled water since it was inconvenient to walk down the hall to the water fountain. Commissioner Beard moved to discontinue further payment for this bottled water unless a person had been required by a physician to drink only • i bottled water.
