A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos Countyf Texas, beginning at 10:00
A.M. on Monday, May 18, 1987, with the following members of the
Court present:

The first matter to come before the Court was a request by
Mr. Bill McFall to address the Court on the findings of the
Election Committee regarding election procedures in Brazos
I
County. The County Judge asked 'all the members of the committee
that were present to stand. The Judge then thanked them for

their time on behalf of the entire Court. Mr. McFall presented
t
the written report from the committee to the Court stating they
had come to the conclusion that additional coordination was
needed between governmental bodies. The County Judge said the
I
members of the Court would review and study the report. The
I
County Judge asked if any other member of the committee wished f
f
to address the Court. There were none.
The next matter to come before the Court was a request by
Mr. Lee Fazzino to address the Court on the matter of closing
Sims-Road. Mr. Fazzino, representing a group of farmers in
Precinct 4, presented a letter to the Court requesting the I
County permanently close and abandon the portion of Sims Lane
from its intersection with Sims Lane Cutoff to the river. The I

County Judge stated the Court would take the matter under
advisement.
The next matter to be discussed was the widening of FM 60
West from FM 2818 to the Brazos River and the installation of a
fiber optic cable by GTE along the right-of-way. Due to plans
to install the telephone cable along the right-of-way, the
Court felt it was important to determine the location of the

additional right-of-way. Commissioner Cooley inquired about the
possibility of a curb and gutter section within the existing
I
right-of-way in lieu of purchasing additional right-of-way. Mr.
Carol Ziegler, representing the State Department of Highways and
Public Transportation, stated that the right-of-way would be I
curb and gutter from FM 2818 West past the Easterwood Airport.
He further stated that the Highway Commission rarely approved
curb and gutter construction for rural sections of road. Mr.

Zeigler indicated that plans could probably be altered to avoid
the necessity of using property of businesses or residences.

The Engineer for GTE stated that receipt of the plans for the
proposed right-of-way within the next two weeks was agreeable.
It was the consensus of the Court to refer further questions
regarding installation of any lines within the right-of-way to
the State Department of Highways and Public Transportation.
The Court next considered approval of the minutes of the
Commissioners' Court meeting held on April 13, 1987. On motion
by Commissioner Turner seconded by Commissioner Wilcox,,the
Court voted unanimously to approve the minutes of April 13, 1987
as submitted.
The next matter to be considered by the Court was the
correction of the minutes of March 24, 1987. Budget Amendment
No. 5 showed Commissioner Beard as being present for the meeting
when in fact he was absent. On motion by Commissioner Beard,
seconded by Commissioner Wilcox, the Court voted unanimously to
correct the minutes to show Commissioner Beard as being absent.
Next to be discussed were the following bids for the Road
and Bridge Department and authorization of payment thereof.

Commissioner Wilcox stated that after evaluation of all
bids, Brazos Oil was the low bidder on a number of items
therefore he moved to award the contract to Brazos Oil and
name H&M Wholesale as the alternate supplier. The motion
was seconded by Commissioner Beard and carried unani-
mously.

maintain an inventory. On motion by Commissioner Wilcox, i
seconded by Commissioner Beard the Court voted unanimously;
to award the contract to Farm and Ranch Lumber and
Hardwarg with Producers Co-op as the alternate.

The County Engineer recommended awarding the
contract on items 1 thru 4 to Young Equipment
Company with Farm and Ranch Lumber & Hardware
being the alternate. Items 5 thru 11 to Farm
and Ranch Lumber & Hardware with Young Equip-
ment Company being the alternate. Farm and
Ranch Lumber & Hardware would be the primary
on all bids. The Engineer also suggested that
the Contract for truck load lots be awarded
to Caldwell Culvert Company. On motion by

On motion by Commissioner Wilcox, seconded by Commissioner
Beard, the Court voted unanimously to approve the Claims as
submitted.
Under other business, the County Judge laid before the
Court a petition signed by residents of Precinct 3 requesting
the Commissioners' Court to budget a portion of the Certificates

about construction on Elmo Weedon Road. Mr. Eubanks asked for
direction from the Court regarding the widening of the road; to
use,existing right-of-way or the acquisition of additional
right-of-way for the widening of the road. The County Judge
stated the landowners should donate additional right-of-way if
need be. The relocation of utility lines in the right-of-way
was also mentioned. Commissioner Beard moved that since Elmo
Weedon would be an arterial road, the County should proceed with
the acquisition of additional right-of-way by any means
available including condemnation. Commissioner Turner seconded
the motion which carried unanimously.
Commissioner Beard asked the Court to set the rate of
compensation to be paid for translators and/or interpreters for
Brazos County. Commissioner Beard cited Article 2372
'Interpreters, which states that the Commissioners' Court may fix
the amount of compensation for interpreters employed by the
various courts within the county. The County Judge stated that
since Article 2372 'is a permissive law, he did not see the
necessity of setting a fixed amount for the service, "We'll pay
.what's necessary to get the job done."
