Consideration of Budget Amendments. 8. Consideration of Change In Status of Employees. 9. Consideration of Certificates of Correction and/or Concella- tion. 10. Payment of Claims 11. Other Business Lilt a COMMISSIONERS' COURT SPECIAL MEETING JANUARY 26, 1987 • A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, January 26, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Edwards & Sons Kerly Sekera League of Women Voters Phil Tinker Mustang Tractor & Equipment Travis Nelson District Clerk Larry Parker Photographer Stan Graham KKYS/KAGC The first matter to come before the Court was a presenation by Davis McGill representing A. G. Edwards & Sons. Mr. McGill, a financial consultant, presented several alternatives for financing major road projects throughout the County. Mr. McGill explained the pros and cons of borrowing money from a bank, Certificates of Obligation which are debt instruments that can be issued by the County without an election and the issuance of actual bonds by election. Mr. McGill presented a breakdown showing the cost and Cf 1L. L S .f Commissioners' Court meeting January 26, 1987 returns of financing with each of the debt options. It was the consensus of the Court that an overall plan of construction or reco- struction was necessary before determining the amount to indebt the county. After much discussion the County Judge asked each Commissioner to submit, in writing, the information 'they needed from the County Engineer to enable them to prepare a list of major projects for their precincts. He next asked the Engineer to prepare cost estimates for the projects so that the Court could arrive at the estimated total amount needed for all of the projects to enable the Court to arrive at an appropriate indebtedness. The County Judge thanked Mr. McGill for all his work and stated the Court would take his report under consideration. The County Judge laid before the Court a letter from the Texas Justice Court Training Center stating that Judge Wesley Hall Justice of the Peace Precinct 7 Place 2 had successfully completed a forty hour course in the duties of the office of Justice of the Peace. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court unanimously acknowledged the letter and ordered it entered into the official records . The Court next considered for approveal the official bond of Mark Paulson, County Surveyor. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve the bond of Mark Paulson. On motion by Commissioner Turner, seconded by Commissioner Cooley the Court voted unanimously to rebid the election supplies based on a one year bid instead of a 2 year bid basis. On motion by Commi seconded by Commissioner Cooley, the Court to award the contract to Readfield Meats & notify the low bidder, Sysco Food Service, opportunity to address the Court. bid submitted the line bid ssioner Beard, voted unanimously Freezer and to allowing them the Bid No. 328 - Grocery and Staples for February 1987 for County Jail. • John Godfrey recommended acceptance of the low bid submitted by Sysco Food Service. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to award the contract to Sysco Food Service. A copy of the bid tabulation is attached for reference. Next to be considered was Budget Amendment #03 to the 1987 budget. Such amendments would transfer funds from the Court Administration budget to the County Attorney budget to allow for the employment of an additional secretary in the County Attorney's office. Commissioner Beard moved to approve the amendments as submitted. Commissioner Cooley seconded the motion with Commissioners Cooley, Wilcox, Beard and Turner voting "Aye". The County Judge voted "No". A full copy of the amendments is attached to and made a part of these minutes. The meeting continued with the Court considering the change in status of the following employees: French, Dorothy 361st Dist. Under other business, the Court considered a right-of-way easement to the City of Bryan for access across the County shop property to allow for the installation of electrical service to two 8,000 gallon storage tanks for County use. On motion by Commis- sioner Cooley, seconded by Commissioner Beard the Court voted unanimously to authorize the County Judge to execute the easement on behalf of Brazos County. The County Judge advised the Court that the procedure for applying for bond funds for financing individual housing projects by the Brazos County Housing Finance Corporation had been amended. Under the new regulations if application is made, and funds appropriated not used, the Corporation would then be placed on the bottom of the list for funding; if no application is made, the County would remain in line for funding. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously not to make application for funds for 1987. @ff ~ 3 pAc S Commissioners' Court meeting January 26, 1987 • • • Commissioner Wilcox requested authorization for Don Garrett to complete the plat for the expansion of Jones Road and for the payment of surveying costs and plat development. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to authorize the completion of the necessary plans.
