Other Business i 1 I I 1 ' I vo~~PAGE 6 9 4 COMMISSIONERS' COURT REGULAR MEETING DECEMBER 8, 1986 A regular meeting of the Commissioners' Court'of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, December 8, 1986, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Kling Kling Engineering The Court received, approved and ordered filed as submitted the following reports for November, 1986: Jim Mazurkiewicz, County Extension Agent Mike McKinney, County Extension Agent Mable Walker, County Extension Agent The Court received, considered and approved reports from County and Precinct Officers showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The first item on the agenda was to canvass the results of the Special Run-off Election held on Saturday, December 6, 1986 for the office of Justice of the Peace, Precinct 2. The results were as follows: { Mary Horn Greta Norton {{I 240 232 i On motion by Commissioner Beard, seconded by Commissioner Wilcox, ' the Court voted unanimously to accept as true the cumulative E~ precinct totals tabulated therewith and ordered the results certified to the Secretary of State of the State of Texas and ` recorded in the Official Election Records of Brazos County. Next to be considered was a proposed Flexible Benefit Plan for employees of Brazos County. This plan would not replace or change the current benefits and would have to be accepted by a minimum of 100 or 258 of the County employees before it could be instituted. On motion by Commissioner Beard, seconded by Commissioner Turner, I~ the Court voted unanimously to authorized Richard S. Smith j Associates to present the plan to the employees offering them the opportunity to sign up for these benefits. L Next to be considered was Budget Amendment #21 to the 1986 budget for various departments. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendments as submitted. A full copy of the amendments is attached to and made a part of these minutes. The Court proceeded to consider the following bid: 1. The Court next considered major funding alternatives for the Road and Bridge Department. Davis McGill representing A. G. Edwards presented various methods that could be used to finance some Road and Bridge projects such as Road Bonds and Certificates of Obligation. After some discussion and on motion made by Commis- sioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to authorize Mr. McGill to investigate the matter further using 4 or 5 million dollars as a guideline and report back to the Court at a future date. The County Judge laid before the Court the suggestion of • holding Commissioners' Court meetings every Monday morning at 10:00 a.m. to authorize the payment of claims on a more timely basis and to handle any matters that might arise. After a short discussion, and on motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to hold meetings every Monday beginning January 5, 1987. WHEREAS, an emergency expenditure is necessary due to grave public necessity to meet unusual and unforeseen conditions which could not be reasonably included in the original budget adopted November 19, 1985, the following amendment(s) to the original are hereby authorized, as described on the attached 2 page(s).
