The County Judge announced that the 1987 proposed budget had been filed in the office of the County Clerk and invited tax payers and others interested to aquaint themselves with the budget prior to Public Hearing to be held Monday, October 27, 1986 at 1:00 p.m. He also announced that the public hearing on the Revenue Sharing Budget was set the same date and time to be held immediately after the public hearing on the County Budget. The Court proceeded to consider the Notice of Intent to Dispose of Public Records listed below as submitted by the County Clerk: VOL S PAGE S~-7- - r0 Commissioners' Court Meeting, October 13, 1986, continued... The first matter to be considered by the Court was the ap- proval of the minutes of the Commissioner's Court meeting held on August 11, 1986. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as presented. The next item on the agenda was consideration of amendments to various department budgets for the current year. On motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to approve the amendments as presented and to increase the General Fund budget by $2,600.00. A copy of the amendments is attached to and made a part of these minutes. All members being present the Court proceeded to levy taxes for the year 1986. Commissioner Wilcox moved that ad valorem taxes be levied against all property in Brazos County, Texas according to the following schedules General Fund $,2787 Road & Bridge $.0500 Total Maintenance & Operations Funds .328 Permanent Improvement Debt Service $.0382 1968-69 Road Bonds $.0020 TOTAL INTEREST & SINKING FUNDS 70402 TOTAL TAX RATE FOR 1986 $.3689 Per $100 Valuation C. 4 t Commissioners' Court Meeting, October 13, 1986, continued... Annual correspondence and administrative files dated 1939 through 1972 including files on: a. textbooks b. bills c. lunch room commodities d. equipment and supplies e. personnel on motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to dispose of the records by burning, all in accordance with articles 1899a, or 1941a or 5442c or 6574b or 6574c Texas Revised Civil Statutes Annotated. The next item on the agenda was a request from Winfred Pittman, Constable, for authorization to appoint James Pittaway, Deputy Constable for Justice Precinct 7. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to approve the appointment of James Pittaway as Deputy Constable. The meeting continued with the Court considering the following bids: 1. Bid No. 297 - Dairy Contract for the 4th quarter of 1986 for the jail. Consideration of the bids was delayed until a later meeting due to the illness of the representative from Oak Farms Dairies. 2. Bid No. 298 - Groceries and related food items for the 4th quarter of 1986 for the jail. On the recommendation of the Sheriff, it was the consensus of the Court to reject all bids and re-advertise for bids. 3. Bid No. 305 - Five (5) automobiles for the Sheriff's department. a. Commissioner Beard moved for the accep- tance of the bid of Tom Light Chevrolet Company. After some discussion regarding the specifications, Commissioner Cooley seconded the motion which carried unanimously. 4. Bid No. 306 - Annual Contract for the Road & Bridge Department a. The next item on the agenda was the appointment of Election Judges and Election Judge Alternates to fill vacancies created by resignations of priviously appointed persons. Under other business, the Court considered a request for payment from Wade Contractors in the amount of $31,948.00 for work completed on the Brazos Center Project. On motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to pay the statement as presented. Jack Cumpton, Architect, recommended payment to Rockford Business Equipment in the amount of $16,099.42 for furniture delivered and installed in the Courthouse. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to pay the statement as presented. The County Judge advised the Court of the overcrowded • condition of the Health Department in the Annex. Department and the area previously used by the County Court at Law and earlier by the 272nd District Court. After discussion of the utilization of all of the vacant space in the annex, Commissioner Beard moved to authorize the removal of the walls to enlarge the Health Department space. The motion was seconded by Commissioner Turner and carried unanimously. Commissioner Wilcox presented the matter of the acceptance of the 100 foot right-of-way adjacent to tract 17 in the Rainbow Acres subdivision, Phase II. The right-of-way is also an extension of Pate Road. A petroleum pipeline has been installed in the same location that will be required for construction of the 100 foot right-of-way. The question laid before the Court was to decide if the County maintains the position that the right-of-way should be 100 feet wide or can the right-of-way be narrowed. If the 100 foot right-of-way is required, does the County want to expend the necessary funds required to construct the 4 foot cover over the pipeline, or require the pipeline company or developer to raise the elevation. After considerable discussion, it was the consensus of the Court that the County Engineer be authorized to negotiate with the oil company for the lowering of the pipeline and to make a report to the Court of the outcome of the negotiations.
