F f ~r y COMMISSIONERS- COURT SPECIAL MEETING SEPTEMBER 29, 1986 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners- Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, September 29, 1986 with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commiss ioner of Precinct 11 Walter Wilcox, Commissi oner of Precinct 21 Billy E. Yeager Duane Garner Lewis Kindt Tom Heitzman The Court next considered requests from Wixon Water Supply Corporation to install pipelines in two county rights-of-way: 1. An 8 inch PVC water pipeline within the right-of-way of old Reliance Road in Precinct 3. 2. An 8 inch PVC water pipeline within the right-of-way of Carraba Road in Precinct 3. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to approve the requests as submitted and authorized the installation of the pipelines. Next to be discussed was acceptance of the roads for county maintenance in the following subdivisions: 1. Brookwood Subdivision. On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to accept the roads for maintenance effective immediately. 2. Greenhill Subdivision. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to accept the roads for maintenance subject to the mowing and removal of the grass from the roads in the subdivision. The Court proceeded to discuss the tax rate for 1986. The County Judge proposed to set the rate at .36905 which represents 14% over the effective tax rate as published by the Tax Assesor Collector. He added that 108 of the increase would be used to pay for services required by the Texas Legislature in the Indigent Health Care & Treatment Act. Commissioner Beard moved to increase the effective tax rate by 148 and to hold the required public hearing. The motion was seconded by Commissioner Turner with the County Judge and Commissioners Wilcox, Beard and Turner voting "Aye" Commissioner Cooley voted "No" whereupon the County Judge announced the motion carried. VO PAG Road and Bridge Department. On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the budget amendments as submitted. A copy of the amendment is attached to and made a part of these minutes. In compliance with the new Texas Farm and Ranch Finance Program, the County Judge announced the appointment of the following persons as the local county committee: Walter Wilcox, Chairman Milton Turner, Member Jim Mazurkiewicz, Member Commissioners' Court Meeting, September 29, 1986, continued... { 1 The next item on the agenda was Budget Amendment #16 which amended the department Budget for the 361st District Court and the i ~ i. 1 ~ i The Court next discussed the relocation of the polling places of the three voting precincts in Brazos County. The proposal was to move the polling places for voting Precinct 2 to the Wellborn Community Center, polling place for voting Precinct 23 to the east end of the Brazos Center= the polling place for voting precinct 26 to the west end of the Brazos Center. On motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to adopt an "Order Relocating Certain Polling Places", a copy of which is attached to and made a part of these minutes. Mrs. Florence Kling and Vivian Burton addressed the Court • concerning the voting precinct maps used by Brazos County. They stated that the lines between the precincts were too wide making it difficult to identify the roads as dividing lines of the precincts; the blue lines were too dark making it difficult to read the names of the road; requested that the precincts indicate the beginning and ending street addresses for each precinct and which side of the street was odd numbered and even numbered; that the maps be updated more frequently; that the map be much larger to make it easier to read or that there be a series of maps for the precincts. I understand and agree that: 1. The Commissioner of the Precinct in which the right-of-way lies must be notified prior to the beginning of construction in order that the Commissioner might be on hand to designate the actual location of the installation. 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the Commissioner in which the roadway or right-of-way lies. 3. That BRAZOS COUNTY reserves the right to require Applicant to re- locate or lower any such line at no cost to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alter- ation of the roadway or right-of-way. 4. That BRAZOS COUNTY is in no way responsible for any damage that might occur to any existing utility lines in the right-of-way. S.
