J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4 Frank Boriskie, County Clerk. Mrs. Van Bavel gave a brief history of the area and presented a proposal for a fence along the original property line. Plans prepared by Contempory Landscaping were presented for the project at an approximate cost of $25,000.00, along with a plan by Mrs. Van Bavel for raising the required funding. The Court appointed Commissioner Billy Beard as head of the committee to follow through with the project. Dr. Van Riper, Mrs. Peadie, Dr. Hansen, Mrs. Van Bavel and Dr. Hubert were appointed to assist with the project. E • It was the consensus of the Court to authorize Mrs. Van Bavel to proceed with the project and raising funds which would be deposited is a special account for donations. The next item to be considered was approval of the minutes of the Commissioners" Court meetings held on July 14, 1986 and July 28, 1986. On motion by Commissioner Turner and seconded by Commissioner Beard the Court voted unanimously to approve the minutes as submitted. The Court next considered amendments to various department budgets for the current year. On motion by Commissioner Wilcox and' seconded by Commissioner Beard the Court voted unanimously to approve the amendments, a copy of which is attached to and made a part of these minutes. The Court next considered the following bid and payment thereof: Bid No. 296 for Wide Flange Steel Beams for the Road and Bridge Department and authorize the payment thereof. The bids are as follows: 1. W18 x 55 Wide Flange Steel Beams Unit Total New Material Cost Cost Alamo Steel & Mach. Co. $0.2097 $11,994.84 Delivery 10 Days . Triple-S Steel Supply Co. $448.00 $11,668.80 Delivery 2 Days Marke Steel Company $19.40 $11,096.80 Delivery 2 Days Davis Iron Works $554.40 $14,414.40 Delivery 14 Day CWT Billy Eubanks, the County Engineer recommended accepting the low bid submitted by Marke Steel. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to accept the low bid. -9 The next item to be considered by the Court was a letter acknowledging receipt and support of the floor plans for the proposed expansion of the Brazos Valley Museum to be constructed adjoining the east side of the Brazos Center. On motion by Commissioner Beard and seconded by Commissioner Turner, the Court VOL S PAGE 7y9 a Commissioners' Court Meeting, August 25, 1986, continued... voted unanimously to authorize the County Judge to execute the letter of approval, a copy of which is attached hereto. The Court next considered entering into Contract in conjunction with the cities of Bryan and College Statioh for consulting sevices to determine the feasibility of a county wide 911 emergency number. Telecom Resources Corporation, the consulting firm would also design an optimal 9-1-1 system and develop an implementation plan. The contract offered two options for payment, the first a flat rate of $15,000 plus out of pocket expenses for copying, etc., with the first installment due upon signing of the consulting agreement= the second an hourly ceiling of $100 per hour for a maximum of 180 man hours, with time billed the first of each month for work performed the previous month. The consensus of the two cities was option two with each entity dedicating $6,000 for the project. On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to authorize the County Judge to execute the contract on behalf of Brazos County and in conjunction with the cities of Bryan and College Station. The next item on the agenda was setting the insurance premium for those individuals desiring to be covered under the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA). This act allows divorced spouses and dependents, widows or widowers, of employees covered by the County's Health Insurance Plan, and terminated employees the option of remaining on the County's Health Insurance program for a maximum of 36 months so long as they continued to pay the premium. On motion by Commissioner Beard and seconded by Commmissioner Turner, the Court voted unanimously to set the COBRA rate at 1028 of the rate paid by active employees. ' i I i V®L S PAS sa- ( L C ~t - 1 Commissioners' Court Meeting, August 25, 1986, continued... ~J f Under other business with the County Judge advised the Court ji that the Brazos Transit had requested the use of a portion of the' Brazos Center parking lot by their park and ride patrons for two weeks until the lot regularly used could be repaired. It was the i' consensus of the Court that the Brazos Center parking lot could be used for a short period. f The County Judge laid before the Court the summary of the C proposals received for the county's employee group insurance program. Five proposals were considered. Those being from ' Northwestern National Life Insurance Co., Hartford Life and Accident Insurance Co., Boston Mutual Life Insurance Co., Philadelphia American Life Insurance Co., and Blue Cross and Blue Sheild of Texas, Inc. It was the recommendation of J. 0. Alexander of Anco Insurance that the county continue coverage with Northwestern at no increase in premimun. The recommendation was based on a combination of cost and past service. The County Judge moved to accept the recommendation of Mr. Alexander and to continue coverage with Northwestern National Insurance Co. The motion was seconded by Commissioner Turner, with the County Judge, Commissioner Turner and Commissioner Wilcox voting "Aye". Commissioners Cooley and Beard abstained. On motion by Commissioner Beard seconded by Commissioner Turner the Court voted to accept the bid of Mallard Insurance Agency for Liability and Law Enforcement Insurance for the County at a cost of $142,272 per year. There being no further business, the meeting was adjourned. Holmgreen, County Judge DATE: August 25, 1986 SUBJECT: Brazos Valley Museum Proposed Expansion As of this date, August 25, 1986, Brazos County Commissioners' Court acknowledges and supports floor plans as presented for the proposed expansion of the Brazos Valley Museum adjoining the eastern side of the Brazos Center. Brazos County Commissioners' Court expects the expansion to be initiated prior to January 1988. After completion of the proposed Museum expansion, Brazos County will accept the responsibility of ownership of the Museum facilities with Museum administration and management being the responsibility of the Brazos Valley Museum Board of Trustees.
