Other Business i i VOL ~S' PAGE f :s If COMMISSIONERS- COURT REGULAR MEETING JULY 14, 1986 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas beginning at 10:00 A.M. on Monday, July 14, 1986, with the following members of the Court presents R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. An excerpt from those reports is attached hereto. Lonnie Williiams with the State Department of Highways and Public Transportation was present to inform the Court of the progress of the State Highway 6 South project. He stated that the acquisition.of the right-of-way in Phase I had been completed and that the Highway Department was ready to proceed with the acquisition of the right-of-way in Phase 2 which contains forty e,i(hit-parcels,and extends from the north end of Nantuckett through the Peach Creek bottom and FM 159 interchange. He added that the 1 estimated cost of this section was $2,769,000 with the cost to the county being $276,900.00 (108 of the estimated cost of the right-of-way purchase) and the county has a $237,000.00 unencumbered balance in escrow from Phase I. Mr. Williams requested the Court to consider an amendment to the contract executed in 1979 which would authorize the State Department of Highways and Public Transportation to proceed with the acquisition of the right-of-way. Commissioner Cooley made the motion to authorize the County Judge to execute the amendment on behalf of Brazos County. The motion was seconded by Commissioner Beard and carried unanimously. A full copy of the amended contract is attached to and made a part of these minutes. Mr. Williams was asked to report on the progress of State Highway 6 North. He reported that plans were being prepared at this time, that there would be two (2) counties involved and the estimated cost would be $1,207,000.00. This project extends from Business 6 and the East Bypass to OSR in Brazos County. Mr. Williams also stated that the appraisal of properties was underway for the acquisition of the right-of-way for the State Highway 30 Project. VO L SPAG 67 s' . .V I~ f J Commissioners' Court Meeting, July 14, 1986, continued... The Court proceeded to consider the adoption of the Depart- mental Safety Rules for Brazos County. Mr. Wilcox advised the court that a set of safety rules had been prepared in co-operation with the Texas Association of Counties. Brazos County is a member of the Texas Association of Counties Workman's Compensation In- surance Program. On a motion by Commissioner Wilcox seconded by Commissioner Beard, the Court voted unanimously -to adopt the safety rules as presented and authorized distribution to all county departments. Delivery e) Conley, Lott, Nichols bid received too late Commissioner Cooley stated that the Court had purchased a piece of surplus equipment that would require conversion to be used at the landfill, thus the request for the above bids, whereupon he moved to accept the only bid received in the amount of $371460.00 from Mustang Tractor and Equipment Company. Commissioner Cooley further moved that payment be made out of Revenue Sharing Funds and the Revenue Sharing Budget be amended accordingly. Salami $1.19 " Rebecca Schults confirmed that only one bid had been received whereupon Commissioner Beard moved to award the contract to Readfield Meat and Freezer Service, noting it to be the only bid received. The motion was seconded by Commissioner Cooley and carried unanimously. Bid #301 - Maintenance Contract for Courthouse Elevator. Commissioner Wilcox moved to take the recommendation of Mr. Dobbins and to accept the low bid of Montgomery Elevator Co. The motion was seconded by Commissioner Cooley and carried unanimously. The next item on the agenda was consideration of a contract with the Brazos Valley Development Council to administer the Indigent Health Care Program for Brazos County. The County Judge advised the Court that the Brazos Valley Development Council would be contracting with all counties in the COG to provide this service. The estimated budget for the period July 1, 1986 through August 31, 1987 is $108,900.00 with Brazos County's share being $43,560.00 The Brazos Valley Development Council is requesting $13,068.00 at this time to cover start up costs. On motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the County Judge to enter into contract on behlf of Brazos County and to authorize the payment of $13,068.00. I . I The meeting continued with the Court considering a request for the County to accept the maintenance of the roads in the Forest Lakes Estates Subdivision in Precinct 3. On°a motion by Commissioner Beard, seconded by Commissioner Cooley, the Court• voted unanimously to accept the maintenance of the roads in, the subdivision effective immediately. Next to be considered was a phone system in the jail to be used by inmates. Sheriff Miller advised the court that GTE could furnish a telephone that could be mounted outside the cells. These phones would be controlled at the control center, turned off for disciplinary reasons, regulate the hours of use, and used for long distance and local "collect" calls only. The monthly charge, would be $13.40 per line and would require 18 lines. There would be a one time charge of $1,521.00 for installation of the 18 tele- phones. The cost to replace the telephone if damaged, would be $43.95 plus the cost of a service call. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to authorize the installation of the phones with the cost to be paid from Capital Project funds. The Court next considered the trade of property with Brazos Stepping Stone, Inc. Brazos County proposes to trade 3 parcels of land in the Andrew McMahon Survey totaling 1.7 acres which was previously dedicated right of way in the original townsite of Wellborn. Brazos Stepping Stone proposes to trade a parcel of land in the Andrew McMahon Survey totaling .3887 acres and fronting Koppe Bridge Road. The exchange of this property will allow Brazos County to widen a portion of Koppe Bridge Road and clear title to the property owned by Brazos Stepping Stone, Inc4: Commissioner Cooley made the motion to authorize the County Judge to execute the deed transfering the property to Brazos Stepping P M H VOL. -5 -PAGE r a, E • • O Commissioners' Court minutes, July 14, 1986, continued... Stone, Inc. and to accept the property offered by Brazos Stepping Stone, Inc. The motion was seconded by Commissioner Beard and carried unanimously. The Court. next discussed a Park-and-Ride lot to be located at Boonville Cemetery which would allow individuals to park their vehicles and ride a common carrier to T.M.P.A. The proposal was made by the State Department of Highways and Public Transportation who would assist in the funding of a parking lot that would ac- comodate 60 to 65 parking places. It would be constructed on the reserved area at the cemetery. On a motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court voted unani- mously to authorize the use of the reserved tract for the park- and-ride lot conditioned on the Courts' approval of the. site plans. A list of names of persons recommended to serve as election judges and election judge alternates for the 1986-87 voting year was presented to the Court for their consideration. Commissioner Cooley indicated that some changes would be required in Commis- sioner Precinct 1 and proceeded to make a motion to approve the list as submitted and that he be allowed to make changes before the first of August. The motion was seconded by Commissioner Beard and carried unanimously. A complete list of the election judges and election judge alternates, as appointed, is attached to and made a part of these minutes. E • • Under other business, the Court considered for payment invoice number 2 from Jim Wade for work completed on the Courthouse Park- ing Lot Project at 25th and Washington streets in the amount of $55,655.50. On motion by Commissioner Cooley, seconded by Com- missioner Wilcox, the Court voted unanimously to approve the payment of invoice number 2 out of the Capital Projects Fund, Proposition II. Commissioner Beard next advised the Court that the County Engineer had requested authorization to advertise for the purchase of a distributor truck on April 7, 1986, and as of this date had not been authorized to do so. The County Judge recommended that the Cities of Bryan, College Station and Brazos County enter into contract to purchase equipment that is only used periodically by all entities. Commissioner Cooley feels that this concept will not work on this type of equipment. Commissioner Beard stated that this equipment was needed two months ago and the equipment was needed now so that various promised projects can be completed. Commissioner Beard stated he wanted the Court to know that the Engineer had been trying to purchase the distributor truck since April and would like for him to bring all future requests to the full Court. Commissioner Cooley thought the co-op concept would not work on a distributor truck and moved to advertise for seal coating equipment and for the Engineer to meet with the two cities to see how much equipment can be used as co-op equipment. The motion was seconded by Commissioner Beard and unanimously carried. The County Judge advised the Engineer if he needed to bring things before the Court to deliver them to him. Commissioner Cooley advised the Court that Consolidated School requested the assistance of a county motor grader for four (4) hours to reconstruct their drainage ditches. The County Judge moved to allow the Engineer and county equipment to assist any ` J f! 7 VOL -5 -PAGE 6-7Z f ~ I Commissioners- Court Meeting, July 14, 1986, continued... school district whenever time and equipment are available. The motion was seconded by Commissioner Beard and carried unanimously. Commissioner Wilcox requested that the bridge on Macy Road across Little Cedar Creek and McDonald Creek be added to the State Highway's Off System Bridge Replacement program. On a motion by Commissioner Wilcox, seconded by Commissioner Beard the court voted unanimously to authorize the addition of the Macy Road Bridge to the' State Highway's Off System Bridge Replacement program. Commissioner Cooley next presented a system to finance the construction or reconstruction of heavily traveled roads in Brazos County. With this system the County would dedicate the additional $4.85 collected on the sale of each license plate to a debt service fund to establish a five million dollar ($5,000,000.00) line of credit. Each percinct would be slotted one million dollars ($1,000,000.00) for construction or reconstruction of roads and one million dollars ($1,000,000.00) for the completion of a plan for the required work. He requested authorization to visit with all banks in the community to determine a line of credit. The County Judge stated he felt a plan should be devised for the expenditure of the funds before indebting the County for five million dollars ($5,000,000.00). He continued to say that•if the County is going to be indebted in this amount that it should be done with a bond issue to allow the citizens a voice in the matter. No action was taken on the matter. Commissioner Beard advised the court that the Central Appraisal District had surveyed the First Bank and Trust Building and it was an agreeable building and location for the relocation of the Appraisal District if the County was interested in a joint purchase for the relocation of the County Tax Office. Regardless of the weight, always size up the load. Make sure you can handle it by yourself. If not, get help! SAFETY RULES FOR COPY MACHINES 1. There are two basic types of office copy machines. 1) dry photo copiers that use a powder type toner materi- al, and 2) wet photo copiers that sometimes use a combustible hydro- carbon-based toner. 2. All photocopiers, regardless of manufacturer, emit fumes at varying levels. In addition, some individual units and/or brands are more odorous than others. However, It Is recommended that all copiers be located only In work areas which have adequate ventilation. Duplicating machines that use spirit fluids are potentially hazardous because these fluids usually contain methanol, and/or other toxic and explosive chemicals. Therefore, these types of duplicating units require considerable ventilation. Outlined below are several ways to keep exposure to duplicating fluid hazards to a minimum. a. Adjust machines so that a minimum of fluid is used. b. Locate machine in adequately ventilated room larger than 100 square feet. C. Keep exposures to a minimum by limiting the operating time. ` d. Methanol is extremely flam- a mable, and a type ABC fire extinguisher should be located near the room. e.
