J. Holmgreen, County Judge, presiding; Walter Wilcox, Commissioner of Precinct 2; Billy E Beard, Commissioner of Precinct 3 Milton Turner, Commissisoner of Precinct 4 Frank Boriskie, County Clerk The following citizens and officials were in attegdance: Frank Thurmond Citizen Bob Reese Classic, Inc. The County Judge read the Order in its entirety aloud and called for a motion to adopt the Order. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to adopt the Order to hold an election on Saturday, August 9, 1986 in voting precincts S and 6 to determine whether these precincts should be organized into a Rural Fire Pre~eation District to be designated the Rural Fire Prevention District No. 2 and for author- ization of a levy of a tax on the taxpayers of such precincts not to exceed three cents ($.03) on the hundred dollar ($100.00) valuation of real prop- arty lying within such proposed Rural Fire Prevention District. I ~ The County'Judge next recognized Frank Thurmond who acted as spokesman for a group of concerned citizens and businessmen. Mr. Thurmond stated that the group was concerned over the condition of the economy and what is hap- pening in the School and City budgets and tax increases. He requested the Court; to prepare a budget and set a tax rate accordingly. He continued by e saying that it was time the Cities, Schools, and County react as businesses and tighten their belts 'and expenditures. He stated that the market value of property would undoubtedly decline during the next five years resulting in the tax base being lower, therefore there would be less money to fund large budgets. He asked the Court to adopt a policy to cut expenses and minimize expenditures. Raymond Fickey stated that he had experienced a decrease in this busi- ness for the last thirty-nine months and enforced Mr. Thurmonds statements. The County Judge explained the budget process, outlining that meetings were held with each De0artment Head requiring them to justify their requests He added that these Oetintge were open to the public and invited the group to attend this years meletings. He continued by stating that the Legislat- ure was placing more 'rograms on the counties to finance, such as the Indigent Health Care. That this program alone required the County to•set aside ten percent (10X) of its annual income for this program before any other expenditues were budgeted. He further stated that taxes would have to be raised to fund the Indigent Health Care Program. He challenged the cit- izens to attend the Legislative sessions to familarize themselves with what the Legislature was pAsaing and mandating counties to furnish. Mr. Thurmond stated that the citizens had elected the members of the • Court to manage the County affairs and that they had been pleased with the way it was being handled, they were merely looking to the Court to be good stewards in administering the County. Clai i 5076 through 58078 and 58310 22 - Road & Bridge 0 2 ..................eClaims 58011 On Line Checks numberede....fs9..s...22306 through 22313, and 22326 On motion by Commissioner Beard, seconded by Commissioner Wilcox, the•Court voted unanimously to approve the Claims as submitt~~" There being no further business to come 6ef6ta ~hi Court, the meeting. was adjourned ~0 PAGE ssP h..0.1 • • 0 I •j i } .j t JY a J~ 7 +1 f S G r, ~ r I' f + I I E I r I V~ ON THIS THE 9th day of July, 1986, came on to be heard by the Commissioner's Court of Brazos County, Texas, after the filing of a Petition for the creation of a Rural Fire Prevention District, filed herein on the 23rd day of May, 1986, praying that this court order an election to be held within certain voting precincts of the county for the purpose of enabling the voters thereof, to determine whether they desire to have a Rural Fire Prevention District established therein, and such petition being heard, an~ it appearing to the court that such petition is in due form and all the necessary prerequisites for the establishment of such district have been satisfied, and that such petition should be granted, IT IS ACCORDINGLY ORMM that on August 9, 1986, such date being not less than thirty (30) nor more than sixty (60) days from the date hereof, a special electrion be held throughout voting precincts Five (5) and Six (6) of Brazos County for the purpose of enabling the voters of such precincts to determine whether they desire to have these precincts organized into a Rural Fire Prevention District to be designated the Rural Fire Prevention District No. 2 and for the authorization of a levy of a tax on the taxpayers of such precinct not 1 to exceed three cents (5403) on the hundred dollar ($100.00) valuation of real property lying within such proposed Rural Fire Prevention District.
