The following members of the Court were presents Walter Wilcox, Commissioner of Precinct 2; presiding Bill J. Cooley, Commissioner of Precinct 1; Billy E. Commissioner Wilcgit opened the meeting and announced that the County Judge had received a pptftion requesting the Commissioners' Court to order kq an election to be held fpr the creation of a rural fire prevention district in Commissioner Precinct 2. He further stated that the petition contained a sufficient number of signatures and that public notice had been given for t y.. Ds. Tom Payne presented an overview of the propo'edd rural fire prevent- ion district; the need for funding that the fire prevention distict would generate in addition to the funding provided by the County, to pay for I equipment; under whose direction the district would function; the tax rate to be assessed on the property owners in the district and the proposed date of the election. Commissioner Cooley asked what the tax base wee in the proposed dis- trict. Dr. Payne replied that it was not known at this time. Tax Assessor Buddy Winn stated that he would have to look at the abstracts to determine the tax base. Commissioner Beard asked what the Volunteer Fire Department's income was from the County. Dr. Payne replied that the County provided $2,000 per vehicle or a total of $14,000. He further stated that the largest expense of the Dep- artment was insurance, which was $5,000 this year with an anticipated in- crease for next year. Commissioner Wilcox asked for further comments from the audience and receiving none, announced the public hearing on the creation of a rural fire prevention district closed. The meeting continued with Commissioner Wilcox announcing that the Public Hearing for the alternate method of identifying county roads was not on the agenda, however since a number of citizens. were present to speak on the issue he announced the public hearing open. Commissioner Wilcox made a broad general statement on a numbering eye- tem compatible to the one used by the State Highway Department and the used for a unified system for directing emergency vehicled in the county and 2- I • i Commissioners' Court; 041 lie HearIAg; July 2, 1986, continued... a method that would r4cucI vandalism and missing signs. He further stated that a complete study was being done in Washington County to assist them in selecting a system for identification of roads and that Brazos County might utilize information compiled in the study. Stanley Clark stated that the concept of a dual system, using names and i numbers was good but great number of citizens in his area were opposed to a numbering only systi~n. Commissioner Codlecy stated that he was opposed to a dual system and definitely opposed to 8 numbering system. He questioned if the Court was trying to solve a non existing problem. Commissioner Be4id indicated Chat a definite problem existed at this time and felt that the issue should be addressed. Doug Slack, president of the Fox Fire Home Owners Association voiced concern about changing all of the idling addresses in that area pointing out that the Post Offic? changed rural addresses frequently to keep up with rural growth and that this would require another change. He stated that a number of citizens in the Fox Fire Subdivision were concerned over the change and felt that people relate 1dtter to names than numbers. Gene Povlinski of Woodlake Subdivision voiced his dissatisfaction in changing from road names to numbers, Albert Newcomb stated that many of the roads in the county such as Democrat Road, Dilly Shaw Tap Road and others have a great deal of history behind the naming of them and it would be a shame to change them to numbers. He stated that he ynde,'rstood the cost of replacment of signs is an ongoing problem, but to change to numbers would probably not solve that problem and would destory the 41sibility of some of the history of the County. Dottie Clark, a resident in Precinct 1, west of Welborn said'that her place had to be and of the most difficult to locate in the area. She feels people will relate better to road names given as directions to her property. She suggested the county maps be updated and a grid marked map be used for • I i. Mrs. Clark also favored continues duse of the road name signs and the possibility of placing small numbers under the names as assis- tance to emergency vehicles. 0. L. Pate stated that he would like a system that does not cause con- fusion. He stated that he does not know what the solution is, but the simpler the better. He indicated that he doesn't feel like numbering the roads is the answer. Commissioner Cooley asked Mr. Pate if there was a problem with the road identification in the County, indicating that Hr. Pate probably answers more emergency calls than anyone. Mr. Pate replied that the newer subdivisions were the only problem areas. Commissioner Cooley agreed that the growth in the county was a problem. He stated he would have strong reservations using the results of a study that was made for another county. Dottie Clark replied that the money to be spent oq a study could be put to better use on a method to inform the public of the new growth and up- dating the maps more frequently. F. D. Bennett, resident of Precinct 2 6upporte the naming of roads versus numbering, however there was a need for standardization of the naming so as to prevent duplications. Dr. Tom Payne stated that he had heard three directives from the citizens at this hearings 1) that it was very clear that the County should stay with names for roads; 2) update the maps as quickly as possible and more frequently; 3) better maintenance and visibility of the present signs was needed. Commissioner Wilcox thanked all visitors for their input on the matter. He continued by stating that heritage is important to the citizens of this area and he was investigating the most economical system'for the tax payers as well as a good method for directing emergency vehicles.
