COMMISSIONERS' COURT
SPECIAL MEETING
JUNE 23, 1986
A special meeting of the Commissioners Court of Brazos County, Texas,
was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos
County, Texas, beginning at 10:00 a.m. on Monday, June ;3, 1986, with the
following members of the Court present:
R. J. Holmgreen, County Judge, presiding;
Walter Wilcox, Commissioner of Precinct 2;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk
The following citizens and officials were in attendance:

The first matter to come before the Court was approval of the minutes
of the Commissioners' Court meetings held May 12, 1986, May 27, 1986, June
9, 1986. On motion by Commissioner Turner, seconded by Commissioner Wilcox,
the Court voted unanimoulsy to approve the minutes as submitted.
The Court proceeded to discuss a new method for identifying roads in
the unincorporated area of Brazos County using a numbering system similar to
that used by the State Highway Department. Commissioner Wilcox stated that
using a numbering system should reduce the vandalism of road name signs
and would be compatible with the State Highway Department. After discus-
sion it was the consensus of the Court that a public hearing be held
to receive public input. The public hearing was set for 10:00 a.m. on Wed-
nesday, July 2, 1986, in the Commissioners' Courtroom of the Brazos County
Courthouse and ordered that proper notice be published in the newspaper.

The County Engineer stated that Olsen and Gurerra would keep items
in stock for the county and therefore he recommended acceptance of
the low bid. Commissioner Wilcox recommended' that an alternate bid
be awarded to the next low bidder. Commissioner Turner moved that
the bid of Olsen and Guerra be accepted and the contract awarded to
that company with no alternate. The motion was seconded by the
County Judge, with Commissioner Turner, and the County Judge voting
"Aye". Commissioner Wilcox abstained.
The next item to be considered by the court was a request from United
Four Joint Venture for an ad-valorem tax refund on 533.34 acres in the
Robertson Stevenson Surevey at State Highway 6 and Greens Prairie Road. The
request was based on the loss of Agricultural Exemption during the time that
the fences had been removed by City and County officials. An investigation
revealed that the fences had been removed during the widening of Graham Road
On motion by Commissioner Turner, seconded by the County Judge the Court
voted unanimously to authorize the refund of $6,072.1.
The Court next considered the reappointment of Commissioner Milton
Turner to the Board of Directors of the Brazos Valley Development'Council
for a three year term ending September 30, 1989. On (motion by the County
Judge, seconded by Commissioner Wilcox, the Court voted unanimously to re-
appoint Commissioner Turner to the Board effective October 1, 1986.
The next item on the agenda was consideration of the Replat of
Grapevine Subdivision in Precinct 4. Steve Andrews with the Municipal
Development Group stated that the replat was necessary to settle a legal
dispute with the property owner on the east side of the subdivision. Com-
missioner Wilcox asked if the County could approve a plat that does not
offer a public easement to the subdivision. Mr. Andrews added that all lots
were still owned by Mr. Porterfiled, who wee the developer. 'He continued
by stating that Mr. Porterfield proposed to deed the Reserved tract "R" to
G. E. Ryan and will not change the already approved plat, but would allow
Mr. Ryan to access his existing driveway. Commissioher Turner moved to
approve the plat a submitted. Commissioner Wilcok seconded the motion
which carried unanimously.
