Payment of Claims. 12T Other business I I I• H • „j E .91 , Vn PAG E S"lP i K I ' F t I i COMMISSIONERS' COURT REGULAR MEETING JUNE 9, 1986 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 9, 1986, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3 - Absent Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Donald Garrett Garrett Engineering Vivian H. Burley District Clerk Joyce Hawk KAGC/KKYS Carol Snedeker County Judge's Secretary Ruth McLeod Administrative Assistant The Court received, approved and ordered filed as submitted the following reports for May, 1986: j Jim Mazurkiewicz, County Extension Agent; Mike McKinney, County Extension Agent; Mable Walker, County Extension Agent; Kathleen M. Barnett, County Extension Agent. The Court received, considered and approved reports from County and Precinct Officers showing revenue collected and re- mitted to the County Treasurer, A copy of the reports are attached hereto. -J VO L PAGE f-4 - Gene Soper, representing Seabreeze Culverts, Inc. addressed the Court regarding the award of the annual contract to furnish culverts to the Road and Bridge Department, and asked that the Court re-evaluate the bids and allow Seabreeze to join in the contract stating that overall Seabreeze was the low bidder. The County Judge inquired into the difference of the awarded bid and the Seabreeze bid. The Engineer stated that Young Equipment was low on some sizes and Seabreeze was low on some. At that time Mr. Soper addressed the question of delivery within 24 hours in- dicating that his answer was "No" in that no one stocked over sized culverts and challenged any supplier's ability to deliver within 24 hours. The Auditor stated that the Seabreeze contract did not meet specifications when he indicated that delivery could not be made in 24 hours. After considerable more discussion it -was the consensus of the Court to allow Seabreeze to be placed on the telephone list of suppliers to be contacted in the event the approved supplier could not furnish the required equipment. The meeting continued with Commissioner Wilcox making a mo- tion to proclaim June 11, 1986 as "Brazos County Blood Day", in coordination with County employees donating blood during the Red Cross blood drive. The motion was seconded by Commissioner Turner and carried unanimously. Next to be considered were amendments to the 1986 budget for various departments. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to approve the amendments as submitted. A full copy of the amendments are attached to and made a part of these minutes. The County Judge then stated that the County Treasurer had advised him that the funds for Welfare were depleted and asked to increase those funds by $2,000. Western Gulf Savings and Loan requested a tax refund of $509.49 on the property owned by Doubletree Joint Venture described as Lot 1.1, Woodway Village #1; stating that the taxes had been paid in error.. On motion by Commissioner Cooley, seconded by Commissio- Turner, the Court voted unanimously to authorize the refuni. 2. United Four Joint Venture requested a tax refund of $6,03.01 on $33.34 acres located at Highway 6 acid Greens Prairie Road. The request stated that the open tax status was erroneously removed because city and county officials had taken a fence down. Com- missioner Cooley stated that he had in fact removed the fence while widening Greens Prairie Road. The Court discussed the use of the property for the past two years. The County Judge stated that he would like to explore the use of the land just before and after fencing before making a decision. On motion by. Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to delay action on the re- quest until the next meeting. . ~J n" Next to be discussed and considered were the following bids: 1. Bid No. 291 - Annual Road Gravel addition for the Road and Bridge Department. (a) C. J. Martin 311 acres located 2 miles from y~ Hearne; County Road off Hwy. 391 loaded and hauled by County $1.50 cu.yd. i (b) Roy Seal 2,600 + acres, located approxi- mately 5 miles south of College Station, east and west of Hwy.6 Rights reserved to sell to others; leaded and hauled by County $3.00 cu.yd. (c) Clyde Williams 50 acres - located at the end of Wilson Pasture'Road; Reserves right to sell to another County; Must be contacted prior to dig- ging; loaded and hauled by County $2.75 cu.yd. The County Engineer recommended that contracts be awarded to all bidders. On motion by Commissioner Wilcox, seconded by Commissio- ner Turner, the Court voted unanimously to award contracts to all three bidders. 3. Bid No. 292 - Annual decking timber contract for Road and Bridge Department. r The County Engineer requested that consideration of these bids be tabled until the next meeting, to be held on the 23rd. On motion by Commissioner Cooley, seconded by the County Judge, the Court unanimously approved the appointment of A. L. "Buck" Buchanan, II as Auctioneer for the county auction} to be held on Sat- urday, June 28th. The Court proceeded to consider a list of f~rniture, equipment and other items to be disposed of through public auction on June 28, 1986. On motion by Commissioner Turner, seconded by the County Judge, the Court unanimously approved a list of items which is attached to and made a part of these minutes. After discussion the County Judge moved to approve the changes in status as submitted and to create a half-time'deputy position with the funds budgeted for a full - time clerk position for Constabl e Precinct 4. Buck Buchanan It as Auctioneer As you know Bill Eubanks and I have been gathering data for a County Auction to be held on Saturday, June,28, 1986 at the Brazos County Pavilion. I have contacted local auctioneers and asked that they submit proposals concerning the sale of the surplus property for the County. I received the following quotes: A.L. Buck Buchanan II to $30,000 8.75% of gross sales to $35,000 8.00% of gross sales + $40,000 7.75% of gross sales handles all advertising, security, and personnel for sale Art King - Auctioneer to $30,000 9.5% of gross sales to $40,000 8.5% of gross sales + $40,000 7.5% of gross sales handles all advertising, security, but requires the assistance of County Personnel at the auction Lloyd Jo ce 8.00% of gross sales County to pay half of advertising costs and to provide security Earl Pike 12.0% of gross sales handles all advertising and security Skipper Green 12.5% of gross sales handles a advertising and security After careful evaluation of all the proposals, Bill Eubanks and I feel that A.L. Buck Buchanan.II would be the best choice as auctioneer. I have enclosed a copy of his proposal for your review.
