J. Holmgreen, County Judge - Absent Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, presiding: Billy E. Beard, Commissioner of Precinct 3 - Absent ` Milton Turner, Commissioner of Precinct 4; Frank Boriskie,. Assistant The court first considered approval of the minutes of the Commissioners Court meetings held March 24, 1986, April 9, 1986, April 14, 1986, April 22, 1986, April 28, 1986, and May 9, 1986. On"motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to approve the minutes as Y presented. The next matter to come before the court was consideration I of the following requests to install pipelines within county rights-of-way: 1. Ferguson Crossing Pipeline Company proposed to install a natural gas pipeline within the right-of-way of Steep Hollow Road in Precinct 3. The pipeline will parallel the road a distance of 1,621 feet. 2. Bryan Woodbine Gathering, Inc. proposed to install a pipeline across the right-of-way of Old Reliance Road in Precinct 3. VOL --PAGE , 1 a, i ' k. • -i On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to approve both applica- tions and to authorize the installation of the pipelines. A full copy of both applications are attached hereto. i' \ 1, The meeting continued with the Court considering amend- ments to the 1986 budget. The amendments were reallocation of funds for Landfill, Extension Service, Justice of Peace; Precinct 1, Maintenance Department, Road and Bridge Department and an in- crease of $10,400 to the Revenue Sharing Budget. The County Audi- tor advised that the Revenue Sharing Budget could not be increas- ed without having a public hearing, whereupon Commissioner Cooley moved to approve all of the amendments, excluding the amendment to the Revenue Sharing Budget. The motion was seconded by Com- missioner Turner and carried unanimously. A Copy of the amend- ments are attached to and made a part of these minutes.' The Court proceeded to consider a request from Merl Smith, Constable, Precinct 3 to upgrade the status of Reserve Deputies C. R. Horn, C. G. Lohse and E. D. Lohse to Deputy Constables. All individuals had completed the appropriate advanced Reserve Officers Course. Commissioner Cooley inquired if Constable Smith had the available slots. Upon being assured that there were a- vailable slots, Commissioner Cooley moved to grant the request and to upgrade the Reserve Deputies. The motion was seconded by Commissioner Turner and carried unanimously. Under other business the Court considered a Preliminary Plat of Fawn Lake Estates in Precinct 2, and the Bryan ETJ. Commissio- ner Cooley stated that he felt consideration of the plat should be delayed until the full court could be present due to the vari- ances from the Subdivision Regulations being requested. Commissio- ner Wilcox moved to approve the Preliminary'Plat and to grant the following variances: j 1. Approval of lot sizes less than one acre was conditional i on the installation of a treatment plat to service those lots and no lots less than 1/2 acre in size. 2. That the preliminary plat be approved by the City of Bryan Planning Commission and the Bryan City Council. The motion was seconded by Commissioner Turner with Commissioners Wilcox and Turner voting "Aye".
