J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Commissioner Cooley questioned if the Engineer was too severe in writing the ` specifications. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to accept the bid of Plains Machinery, noting it to be the low bid meeting specifications. 2. I i' / l On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court voted unanimously to accept the low bid of Holliday Gard- ner. 4. The motion was seconded by the County Judge and carried unanimously. The Court next recognized Jim Mazurkiewicz, the County Ex- tension Agent who announced a new program, sponsored by the Texas Department of Agriculture, aimed at controlling fire ants. He stated that AMDAO could be purchased from the manufacturer in one (1) pound bags for $3.01 per pound at 480 pound increments. The material is for government entities to resale to individuals and there is no limit on the amount that can be purchased by counties. Mr. Mazurkiewicz volunteered to coordinate the program in coopera- tion with the county serving as the treasurer of the account. The amount of fire ant bait alloted to Brazos County in 1982 was 50,000 pounds, and the program had been successful. Commissioner Turner moved to approve the implementation of the fire ant program and authorized the County Agent to estimate the amount to be purchased by Brazos County and report back to the Court. The motion was se- conded by Commissioner Wilcox and carried unanimously. ti; The Court proceeded to consider a request from the County Agent ll YiI for a plain paper copier for the Extension Office. The motion was seconded by Commissioner Wilcox. The next matter to be discussed was to amend the job des- cription for the full time and part time baliff positions and the salary classification of the fulltime baliff positions. It was noted that the change would require that all full time baliff's be certified as jailers within a year of employment with the county and that the salary be classified the same as that of a jailer position. Commissioner Wilcox voiced his concern about considering this request on such short notice. After discussion Commissioner Cooley moved to amend the job description and to reclassify the position of the full time baliffs. The motion was seconded by Commissioner Turner and carried unanimously. Com- missioner Wilcox then moved that all future requests to amend job descriptions and reclassifications be submitted in detail to the Personnel Department sixty days prior to action by the Commissio- ners Court. The motion was seconded by Commissioner Cooley and carried unanimously. The Court next considered a contract between Brazos County and Don Austin, Landscape Architect for services at the Brazos Center. Such contract not to exceed $10,000.00. On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to authorize the County Judge to execute the contract and that the services be paid out of Revenue Sharing funds. On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to adopt a resolution au- thorizing the submission of an application to the Criminal Jus- tice Division for grant funds for purchase of Juvenile Services. I ~ 1 ~d V 5 i The County Judge laid before the Court an extension to the i Animal Shelter contract and a statement in the amount of $1,600.00 for services. On motion by Commissioner Cooley, seconded by Com- missioner Turner, the Court voted unanimously to authorize the County Judge to execute an extension to the contract and to pay the $1,600.00 invoice. The Court next considered a request from Louis Garcia, Con- stable, Precinct 4 for authorization to appoint Mike Armstrong and Jahn Miller as Deputy Constables for Precinct 4. On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to approve the request and authorized the appointment of Mike Armstrong and John Miller as Deputy Constables to serve without pay. Commissioner Cooley requested that Const- able Garcia make a quarterly report to the Court on the activities of the Deputies. Under other business the Court discussed the location of the polling place of voting Precinct 26 being at the Bryan High School. Voters and election workers have expressed discontent at the poll- ing place at the High School. The Court discussed the possibility of relocating the polling place of voting Precincts 26 and 23 at the Brazos Center, and authorized Commissioner Cooley to contact the Secretary of State regarding locating two polling places in one building. There being no further business to come before the Court at this time, the County Judge announced the meeting to be closed to the public for the discussion.of personnel. The meeting was opened to the public at 1:15 P.M. and con- sidered the request of the County Attorney to reclassify two Assistant County Attorney positions; the Assistant County Attorney position currently classified at a 14 pay group to a 15 pay group, and the Assistant County Attorney position currently classified at a 16-3 pay grade to a 17-1 pay grade. On motion by Commissio- ner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to grant the request and approve the reclassifica- tions. i The Court next discussed the placque to be placed in the Courthouse after completion of the additions. On motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to authorize the names of the county wide elected officials be placed on the placque. The County Judge advised the Court that the Brazos Valley f f s i y l Development Council had proposed to administer the Indigent Health Care Program for Brazos County. It was the consensus of the Court that the County Judge proceed with negotiations with the Brazos Valley Development Council to administer the program. FI • I A RESOLUTION AUTHORIZING APPLICATION FOR GRANT TO PURCHASE OF JUVENILE SERVICES WHEREAS, the Governor of Texas, through the Criminal Justice Division, under the provisions of the Juvenile Justice and Delinquency Prevention Act and within the authority of the Texas Family Code, has set forth a program to provide special services for juvenile offenders; and WHEREAS, in implementing the aforementioned program, the Governor is making grant funds available for the purchase of needed service for juve- nile offenders; and WHEREAS, the Juvenile Court serving Brazos County has continuing need for a wide range of services to be provided to selected problem juveniles. NOW, THEREFORE, BE IT RESOLVED BY THE COMISSIONER'S COURT OF BRAZOS COUNTY' at its meeting on the 9th day of April, 1986, that: 1. The County Judge of Brazos County be authorized to make appli- cation to the Criminal Justice Division, Office of the Governor, for grant funds to be used for the purchase of services for selected juvenile offenders;' • - 2. The County Judge be authorized to accept such grant funds should they be tendered. 3. This Resolution become effective upon its adoption. It. J. FAIRCHILD, Brazos County Auditor has submitted a request to appoint Rebecca Ann Shults to the position of Assistant County Auditor with an annual salary of $17,866 and the primary job responsibility of Purchasing Agent, and WHEREAS, the undersigned District Judges have carefully considered -said request and have made all necessary inquiries concerning the reasonableness thereof, and WHEREAS, the undersigned District Judges have approved said request, NOW, THEREFORE, pursuant to Article 1650, Vernon Texas Statutes, and all other applicable statutes, it is ordered that said request shall be effective for the pay period beginning March 31, 1986.
