A.M. on Monday, March 24, 1986, with the following members of

The first matter to come before the Court was approval of ;
the minutes of the Commissioners Court meetings held February 24,
1986 and March 10, 1986. On motion by Commissioner Wilcox, se-
conded by Commissioner Beard, the Court voted unanimously to
approve the minutes as submitted.
Next to be considered was a request from the Juvenile Proba-

tion Department for the creation of a part-time intern position
to work as a back-up person in the detention center. This posi-
tion would serve to support the weekend shifts when full time
personnel are absent due to vacation, holidays or illness. This
employee would be paid at the rate of $4.00 per hour and would
require a budget amendment of approximately $3,000 for the bal-
ance of 1986. Motion was made by Commissioner Cooley,seconded by
Commissioner Turner. The Court voted unanimously to approve the position.
On motion by Commissioner Turner, seconded by Commissioner
Wilcox, the Court voted unanimously to approve invoice number 15
from Jack Cumpton and Associates in the amount of $1,720.21 for
architectural services for modification and addition to the
courthouse.
The County Judge next laid before the Court a letter from
the Texas Justice Court Training Center stating that Judge Ray M.
Truelove, Justice of the Peace, Precinct 3 had successfully com-
pleted a twenty hour course in the duties of the office of Jus-
tice of the Peace as required by law.
The Court proceeded to consider Change Order Number 21 to
the Utley James of Texas contract for modification and addition
to the Courthouse. The change order is a $62.00 credit to the
contract. On motion by Commissioner Beard, seconded by Commissio-
ner Wilcox, the Court voted unanimously to approve the change
order.
The Court next considered the following bids:

Auditor and Treasurer Offices.

Commissioner Cooley reported that the committee who had had all of
the copiers demonstrated to them had selected the Toshiba 5511 and
the Cannon NP270. Commissioner Cooley continued by advising the

Court that there had been four additional requests for copiers,
whereupon he moved to accept the recommendation of the committee
i
and to take the low bid of A.B.Dick Company and purchase four (4)
Toshiba 5511 and the bid of Texas Copy and purchase one (1) Cannon
NP270. He further moved that the Toshiba copiers be located so
that one would be shared by the Auditor and Treasurer, one to be

shared by the County Court At Law No. 2 and the 272nd. District

Court, one in Juvenile Probation Department and one in the 85th.
District Courts that the Cannon be placed in the County Attorney's
Department. The motion was seconded by Commissioner Beard and
carried unanimously.

partment.

missioner Beard stated that the Hendrix bid was the lowest in-
cluding the tilt hood. Commissioner Cooley added that the need
is urgent and that Trucks Unlimited was the next lowest bid with

the earliest delivery date. After discussion it was the con-
sensus of the Court to delay the award of the bid until Wednes-
day at 9:00 A.M. and to notify Hendrix GMC Trucks, Inc., and '
request that they be present on Wednesday.

The Engineer recommended the low bid of Mustang Tractor & Equip-
ment. Commissioner Beard moved to accept the low bid of Mustang
Tractor & Equipment. Commissioner Wilcox moved to amend the
motion to include the second low bid of Young Equipment Company.
Commissioner Cooley seconded the bid and amendment, whereupon
all members of the Court voted "Aye."
The Court proceeded to consider amendments to the 1986 bud-
get for various departments. On motion by the County Judge, se-
i conded by Commissioner Wilcox, the Court voted unanimously to
• approve the amendments as submitted. A copy of the amendments

i The matter of the opening of Leonard Road in Precinct 4
I' was not discussed at this meeting.
The Court next discussed the joint purchase of two non-
emergency ambulances to be operated by the Brazos Transit Au-
thority. These vehicles would be used for the transfer of pati-
ents only. The county will furnish the 208 matching funds of a
grant obtained by the Community Action Agency. The total cost
of the two vehicles is $57,750.00 with the county's portion be-,
in $11 550 00 On motion by the County Judge seconded by
g .
Commissioner Beard the Court voted unanimously to authorize the
County Judge to enter into contract with the Brazos Transit
Authority to operate the vehicles and to pay the $11,550.00 out
of the Revenue Sharing fund.
The Court proceeded to discuss the job description for Su-
pervising Dispatch/Jailer for the Sheriff's Department; a new
position for that department. The County judge moved for the
approval of the job description and creation of the new position
to be paid at pay grade 10. The motion was seconded by Commissio-
ner Cooley and carried unanimously. A copy of the job descrip-
tion is added to the personnel procedures for the county.
The Court next considered for approval the final plat of
Walton Pond Subdivision, a private subdivision in Precinct 1.

After a thorough review of the Plat, Commissioner Cooley noted
the statement on the plat that the road is a private road and
there will be no county maintenance whereupon Commissioner Cooley
moved for the approval of the Plat as submitted. The motion was
seconded by Commissioner Beard and carried unanimously.
Winfred Pittman, Constable of Precinct 7, requested the a-
doption of a Resolution authorizing the submission of a grant re-
quest to the Criminal Justice Division for funding of an Infor-
mation Systems Program for the Constables Office. The program
would be funded 508 by Brazos County not to exceed $2,315.00.

The Program would provide equipment that would tie into the tele-
type equipment in the Sheriff's Department and provide immediate
response to inquires for information concerning civil and criminal
proce$s received by Constables. Commissioner Beard moved to adopt
the Resolution with funds to be paid with Bond funds, only after
review of all Constable's budgets for funding. The motion was se-
conded by Commissioner Cooley and carried unanimously. A full copy
of the Resolution is attached hereto.
Next to be considered was a request from Eastern Energy, Inc.
for authorization to install a gas pipeline across Weedon Loop in
Precinct 3. On motion by Commissioner Beard, seconded by Commissio-
ner Cooley, the Court voted unanimously to grant the request and
authorized the installation. A full copy of the application is
attached hereto.

Under other business the Court considered approval of the
invoices of LCT in the amount of $111,921.30 as final payment for
the County's telephone system. On motion by Commissioner Turner,
seconded by Commissioner Beard, the Court voted unanimously to
approve the payment of the invoice.

nesday, March 26, 1986 with all members of the Court present.

The Court first discussed Bid No. 271 - Purchase of 2 dump
trucks for the Road and Bridge Department. The two bids discussed
were:
1. Hendrix GMC Trucks, Inc.
2. Trucks Unlimited
$29,829.00
$31,214.19
The delivery date quoted by Hendrix GMC Trucks was 120 days. The
' delivery date quoted by Trucks Unlimited was 90 days. Commissioner
Cooley stated that time was critical and that the cost of time'lost
would outweigh the $1,385.19 difference in the bids.
Charles Wilhite representive of Hendrix Trucks stated that
there was nothing in the specs regarding the urgency of the deliv-
ery date, and indicated he could have rushed the order had he known
of the urgency. He indicated he would contact the Company and re-
quest them to expedite the order.
Gene Hogan representing Trucks Unlimited stated that it would

take the full 90 days to deliver his trucks.
Commissioner Cooley moved to accept the bid of Hendrix GMC
Trucks, Inc., based on the expedited delivery date. The motion
was seconded by Commissioner Beard and carried unanimously.

The Court next considered a Resolution authorizing the County
' Judge to make application to the Criminal Justice Division for
grant funds for continuation of the Brazos County Rape Crisis Cen-
ter, Inc. On motion by Commissioner Cooley, seconded by Commissio-
Beard the Court voted unanimously to adopt the resolution. A full

The meeting continued by the County Judge advising the
Court that the smoke detectors in the jail were damaged when
removing paint in the jail area and are defective and need to
be replaced. He advised the Court that the cost to replace
them would be $2,933.25. On motion by Commissioner Beard, se-
conded by Commissioner Wilcox, the Court voted unanimously to
authorize the County Judge to execute an agreement with Comcast
to replace the smoke detectors for $2,933.25.
On motion by Commissioner Turner, seconded by Commissioner
Beard, the Court voted unanimously to purchase pictures to hang
throughout the Courthouse.
On motion by Commissioner Wilcox, seconded by Commissioner
Beard, the Court voted unanimously to purchase a Judicial Robe
for Judge Delaney in the amount of $210.00.

The Court next reviewed a preliminary plat of lots 1 through
5, Block 3, Freeman Subdivision and the vacating plat of Blocks
1 and 3, Benjamin Graham Subdivision, (a portion of the old town-
site of Wellborn). Commissioner Cooley advised that the plat will
allow for the widening of Koppe Bridge Road. After a thorough re-
view of the plat, Commissioner Beard moved to accept the prelimin-
ary plat as submitted. The motion was seconded by Commissioner
Cooley and carried unanimously.
There being no further business to come before the Court, the
meeting was adjourned.

THAT WHEREAS, On March 24, 1986, the Court heard and approved a budget
amendment for the 1985 budget year for Brazos County, Texas.
WHEREAS, an emergency expenditure is necaessary due to grave public
necessity to meet unusual and unforseen conditions which could, not be
...reasonably included in the original budget adopted November 19, 1985,the
"following amendment(s) to the original are hereby authorized, as described
in the attached 2 pages.

A RESOLUTION BY THE COUNTY COMMISSIONERS OF THE COUNTY
..OF BRAZOS, TEXAS,-AUTHORIZING THE SUBMISSION OF A GRANT
REQUEST TO THE GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR
FUNDING TO THE COUNTY OF BRAZOS, TEXAS FOR-A PROGRAM -
KNOWN AS FY '87 F01 INFORMATION SYSTEMS-PROJECT FOR
CONSTABLE PRECINCT 7, BRAZOS COUNTY, TEXAS.
WHEREAS, THE COUNTY COMMISSIONERS OF THE COUNTY.OF BRAZOS, TEXAS,
have the-moral obligation to-the citizens-and-taxpayers of the. County of
Brazos, Texas, to ensure that the criminal justice system operates in the
most efficient and coordinated way possible; and
WHEREAS, the Commissioners are aware of logistic.limitations which .
'inhibits Brazos County Constables from access to immediate Tesponse to
inquiries of information requested concerning CIVIL. and CRIMINAL pYOCess•
received by said Constables; and
WHEREAS, the Commissioners•feel-the•addition of the INFORMATION
SYSTEM PROJECT will materially enhance the administration of justice in
the County of Brazos, Texas; and
WHEREAS, the opportunity exsists to fund this system through the
Office of the Governor of the State of Texas, Criminal Justice Division;
NOW, THEREFORE BE IT RESOLVED, by the Commissionerssof the County
of Brazos, Texas, that the County submit a grant request to the-Office of
the Governor of Texas, Criminal Justice Division, to assist in the
funding of the INFORMATION SYSTEM.

The location or description of the proposed installation is more fully shown by
copies of the drawings attached to this notice.
I understand and agree that:
1. The Commissioner of the Precinct in which the right-of-way lies must be notified

prior to the beginning of construction in order that the Commissioner might be on
hand to designate the actual location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to their original
condition to the satisfaction of the Commissioner in which the roadway or right-of-way

3. That Brazos County reserves the right to require Applicant to relocate or lower any
such line at no cost to Brazos County, should same become necessary due to widening
,
or lowering, or other alteration of the roadway or right-of-wiy.
4. That Brazos County will in no way be responsible for any damage that might occur to
'
any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right-of-ray in accor-
dance with governing laws.
6. That the line or lines will be constructed no less than forty-eight inches (48")
lower than the lowest part of the drainage or bar ditch and the drainage is to be
considered at least two feet (21) below the center of the roadway.
7. That all sites will be barracaded during the construction period.
Construction of this line will begin on or after the L3- day of 19

BRAZOS COUNTY RAPE CRISIS CENTER
FAiFRFAS, the Criminal Justice Division, Office of the Governor, has
indicated, that metropolitan areas of population over 50,000 should have a
rape crisis center and has thereby supported such; and
W}BMM, among the several programs included in The 1987 Criminal
Justice Plan for Texas is one which provides crisis intervention, referrals,
and support services to adult and juvenile crime victim, which includes semi
assault victims; and
WHEREAS, improved reporting of sexual assaults in recent years has been
attributed to increased public awareness of the seriousness of the crime and
to the assistance offered to rape victim in Brazos County; and
WHMEAS, unlike the victims of other crimes, the rape victim my be
relutant to report the offense to the police because of embarrassment, the
fear of social stigma, and arnd.ety over the rigors of a lengthy investigation and
trial and the Brazos County Rape Crisis Canter offers support services to these
victims;

COUNTY, TPXAS, at its meeting on the o 4 day of rn4~Y u21, 1986, thatt
1. The County Judge is authorized to make application on behalf
of Brazos County to the Criminal Justice Division for grant
grant funds for the continuation of the Brazos County Rape
Crisis Center, Inc.;
2. That the County Judge is authorized to accept on behalf of
Brazos County such grant funds as my be tendered by the
Criminal Justice Division;
3. This Resolution becomes effective upon adoption and its
recording in the Minutes of the commissioners' Court is
ordered.
