Other Business t a a i 1 r _ I t { r t t 3 ~t COMMISSIONERS' COURT REGULAR MEETING FEBRUARY 10, 1986 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, February 10, 1986, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. T. Sistrunk, County Extension Agent; Mike McKinney, County Extension Agent; Dale A. Fritz, County Extension Agent; Mable Walker, County Extension Agent; Kathleen McDonald, County Extension Agent. The Court received, considered and approved reports from County and Precinct Officers showing revenue collected and re- mitted to the County Treasurer. A copy of the reports are attached hereto. i @~~ P The first matter to come before the Court was approval of the minutes of the Commissioners Court meetings held January 6, 1986, January 13, 1986 and January 27, 1986. On motion by Com- missioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as submitted. i The County Judge next recognized Clara Mounce and Tommy Lyons who represented the citizens group "Don't Mess With Milli- can" of Brazos Beautiful. Mrs. Mounce gave a brief overview of Millican and the purpose of their organization. Tommy Lyons assisted in presenting the County Judge and each Commissioner with a unique trash gig to help control the amount of litter in } the county, and invited them to attend the next clean-up day at Millican on March lst. Judge Holmgreen commended the group on their activities and encouraged the creation of more groups in r other parts of the county. He complemented Tommy Lyons for being an active organizer. i i The Court next considered the statement of Utley James of Texas, Inc. in the amount of $107,532.00 for work completed on modifications and additions to the courthouse. On motion by Com- missioner Turner, seconded by Commissioner Beard, the Court voted t unanimously to approve payment of the statement. t The Court proceeded to consider an amendment to the 1986 bud- get for fire protection for the Precinct 1 Volunteer Fire Depart- ment. On motion by Commissioner Cooley, seconded by Commissioner I~ Wilcox, the Court voted unanimously to approve the amendment. A J copy is attached to and made a part of these minutes. l The Court next considered a request for the county to aban- don any interest it may have to a small tract of land in the John Williams Survey, currently owned by Victoria Sramek. An official I survey of a 2.19 acre tract shows remanents of an old road cross- ing the property. Commissioner Cooley questioned if this was the same type of request that the Court had previously denied in another part of the county. Commissioner Turner confirmed that there had in fact been a road in that area some years ago, prior to the construction of State Highway 21. Commissioner Turner further questioned if the entire area that was once used as a roadway was to be abandoned. After discussion, Commissio- ner Beard moved to grant the request and to abandon the road crossing. The motion was seconded by Commissioner Wilcox, with Commissioners Beard, Wilcox and Turner voting "Aye". Commissio- ner Cooley voted "No", whereupon the County Judge announced the motion carried. The Court proceeded to consider the following bids received: 1. Bid No. 259 - 4 vehicles for Sheriff's Department. (a) Beal Ford - Crown Victoria S $12,218.49 (b) Tom Light Chevrolet - Caprice 4 door $12,030.33 (c) Bossier Chrysler - Dodge-Diplomat Police Pkg.$11,931.48 (d) Quality Pontiac/Buick/GMC - No Bid Jim Beamer, Chief Deputy for the Sheriff's Department stated that the Sheriff's Department recommended the bid of Tom Light Chevrolet, noting that it was the lowest bid that met specifi- cations. On motion by Commissioner Cooley, seconded by Com- missioner Turner, the Court voted unanimously to accept the bid of Tom Light Chevrolet in the amount of $12,030.33 each or a total amount of $48,873.96. 2. Bid No. 260 - Dictation and recording system for the District Attorney's Office, two District Courts and one County Court At Law. 1 (a) 7 dictation system recording consoles (b) 7 dictation recording system foot controls (c) 7 dictation recording system head sets (d) 14 remote dictation stations (e) 5 bulk cassette erasers (f) 25 microcassettes 1. Todd Jermstad with the District Attorney's Of- fice recommended the bid of Lanier Business Products, noting that it was the only bid that met specifications. Commissioner Beard moved to accept the bid of Lanier Business Products for all items. He further moved to pay for the equipment out of Capital Project funds and to reduce the equipment line of the District Attorney's budget accordingly. 3. Bid No. 261 - Three (3) heavy pickup trucks for the Road and Bridge Department. 4. Bid No. 262 - One (1) utility truck for the Road and Bridge Department. 5. Bid No. 263 - One (1) compact pickup truck for the Road and Bridge Department. 6. Bid No. 264 - Five (5) standard pickup trucks for the Road and Bridge Department. 7. Bid No. 265 - Two (2) motor graders for the Road and Bridge Department. The County Engineer requested that bid numbers 261, 262, 263, 264 and 265 be considered at the meeting on February 27, 1986 to allow him additional time to analyze the bids in more detail. It was the consensus of the Court'to table the bids until the next meeting on February 27, 1986. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to enter into contract with the Retired Senior Volunteer Program for services, and authorized the County Judge to execute the contract on behalf of Brazos County. Under other business, Commissioner Cooley stated that he had had requests from the Sheriff's Department, Adult Probation, and Justice of Peace, Precinct 7, Place 2 for plain paper copiers for their departments. Commissioner Cooley further stated that the Auditor had verbally authorized amending bid request number 255 under which the County had previously purchased three (3) Cannon plain paper copiers in the amount of $8,895.00 each. Af- ter discussion concerning relocating existing equipment, Com- missioner Cooley moved to purchase two additional copiers, and to pay for the equipment with Capital Project funds. The motion was seconded by Commissioner Beard and carried unanimously. Com- missioner Cooley was directed to investigate the cost to repair the machine currently located in Adult Probation and moving it to the offices of Justice of Peace, Precinct 7 to be used by both Justices of the Peace. The two new machines are to be located in the Sher'iff's Department and Adult Probation. The County Judge next appointed Commissioner Beard, Commissio- ner Wilcox, Jack Bengs from the Tax Office, Jim Beamer from the Sheriff's Department, and Ernie Wentreck from Juvenile Probation to study the remarks received on the proposed personnel policies and make recommendations to the Court for consideration of adop- tion. The County Judge further reported that he had received a letter requesting the County 'to transfer $100,000.00 to the Easter- A. VO. The funds had previously been approved Coun- and budgeted to assist in improvements to the airport. The ty Judge stated that he would transfer $50,000.00 at this time and $50,000.00 at a later date. No one voiced opposition to this action. A copy of the Memorandum of Agreement is attached to and made a part of these minutes. The County Judge continued by advising the Court that Travis Nelson, representing the Central Appraisal Board had requested a joint meeting of the Appraisal Board and Commissioners Court to discuss real estate. It was agreed that the meeting would be on Monday, February 27, 1986 after the public meeting of the Com- missioners Court. Commissioner Cooley next displayed two drawings for the Courts observation. One drawing showed the property recently pur- chased for the expansion of the County landfill at Millican with a privately owned property located on the outer side of the three tracts of land. He advised the Court of the possibility of trad- ing county property for the privately owned property on an even trade basis. He asked for direction in pursuing the matter. It was the consensus of the Court that Commissioner Cooley pursue the option to trade; however, no monies were to be expended in doing so. Minutes Copy - Budge Amendment Fide PAP P' , I\1 CONTRAur FOR VOLUN'rElilt SERVICE Brazos County, 'T'exas hereinafter referred to as Volunteer Station and the Re- tired Senior Volunteer Program of Brazos County Community Council, hereinafter referred to as RSVP for the convenants and consideration herein expressed, mu- tually agree to the following terms and conditions: I The Volunteer Station agreeS to pay the total sum of $2000.00 to RSVP in semi- annual payments, the second semi-annual payment of $1000.00 will be due six (6) months after the first payment. All payments will be payable to Retired Senior Volunteer Program and Mailed to their current address. it RSVP agrees to provide rile service to its program to the Volunteer Station. There is not established any definite program of assignments. But, the number of volunteers and assignments can be changed throughout the term of this con- tract by agreement of all parties. RSVP does agree to make every effort to ar- range for the number of volunteers and assignments which are being performed or contemplated at the time: of thiS agreement. A. Volunteers assistance to all residents of Brazos County with tax preparations. B. Volunteer assisting where needed in the schools. C. Senior Volunteers serving as active members of the county Extentilon Aging Committee. 1). Senior Volunteers aSSTsting at Bryan Library E. Senior Volunteers assisting with youth activities P. Senior Volunteers assisting with commodities distribution throughout the community. C. Senior Volunteers assist with clearical needs. The terms of this contract will be January 1986 to December 31, 198b. I I1 Any invention or literacy or arti%tic production arising out an assignment shall be the exclusive property of the Volunteer Station, and the Volunteer shall have the right to produce additional copies and distribute to the general public. Volunteer Station may c•onSCent to other uses by the Volunteer. IV Volunteer shall comply with all of the rules and standards exercised bye the employees In the department to which she or he is assigned. V The County Judge or his delegate shall have the authority to represent the Volun- teer Station and to mike whatever further agreements necessary to administer and effectuate the terms and conditions set forth herein. Vi 'T'ile Volunteers will not recieve any pay from the Volunteer Station for their ser- vices, and they will not be considered an employee and this service will be con- side•ed as a voluntary contribution to tiie betterment of the community and the public purpose of the County. It is understood that this contribution represents a commitment for one year, and does not constitute an additional obligation by Brazos County for similar contributions in future years. Requests for additional funds will be considered on a case-by-case basis. It is further understood and agreed that these funds, plus any accrued interest on these funds, will be deposited into TAMU Account 59994, Reserve for Airport Expansion - Governmental Entities, and may be appropriated only or capita improvements contained in the Airport Master Plan (1984), and then only after review of their intended use by the Intergovernmental Liaison Committee.
