COMMISSIONERS' COURT
SPECIAL MEETING
NOVEMBER 19, 1985
The Commissioners Court met in Special Session on Tuesday,
November 19, 1985, for the purpose of holding a Public Hearing
on the County Budget and the Revenue Sharing Budget for 1986.
The following members of the Court were present:
R. J. Holmgreen, County Judge, presiding:
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Billy E. Beard, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.

The County Judge opened the meeting and announced the Public
Hearing and the Revenue Sharing Budget for 1986 was open for public
comment.
The County Judge reviewed the budget by line item and amount
and asked for comments from the audience. Receiving no comments
from the audience he called for comments from the Court. There
being no comments he called for a motion to approve the budget as
submitted. Commissioner Cooley moved to approve the Revenue Shar-
ing Budget for 1986. The motion was seconded by Commissioner

Beard and carried unanimously. The County Judge announced the 1986
Revenue Sharing Budget officially adopted, and ordered same filed ;I

in the County Clerks Office to be followed throughout the year.
The Judge then announced the Public Hearing closed.
The meeting continued with the County Judge announcing the
Public Hearing on the County Budget for 1986 open to the public
for comments.
The Judge stated that the Budget would be reviewed by De-
partment and stated that he had received a letter from Dan Beto,
Adult Probation Officer stating that he would not be present at
the meeting and found his budget satisfactory.
W. T. McDonald, Jr., Judge of the 85th. District Court
stated by letter that he would be unable to attend the Public Hear-
ing, and referred to his memo of September 20, 1985, in which he
requested the reclassification of a key employee in his department.
S. C. Dandridge stated in writing that he found his budget
to be satisfactory.
The County Attorney announced that he had no comments at this
time.

The District Attorney requested the addition of one Assistant
District Attorney and one Secretary for the District Attorney°s
office. On motion by Commissioner Turner, seconded by Commissioner
Wilcox the Court voted unanimously to approve the addition of an
Assistant District Attorney at a 15-3 pay grade and a Secretary at
6-2 pay grade,
The Tax Assessor stated that the Computer Programing for the
Motor Vehicle system would not be completed during 1985, and re-
quested that the funds be transferred to the 1986 budget for Data
Processing.
The Data PRocessing Department indicated that the budget for
that department was sufficient to complete the motor vehicle pro-
gram,
Commissioner Cooley stated that Mrs. Dozier from the Brazos
Center had contacted him and indicated that the salary for the
secretary for that department should be decreased by $3,000. He
also stated that expenses for the sculpture project were not cover-

ad in this budget. The County Judge stated that those expenses
would be considered when the sculpture was completed.
The Brazos County Volunteer Firefighters Association stated

that Precinct 1 Volunteer Department would have an additional
fire truck and requested that the budget be increased by $2,000.
Sheriff Miller stated that after opening the new portion of
the fail the Sheriff's Department was short by eight jailers, and
requested that the budget for the Sheriff's Department be increas-
ed to allow for eight additional hailers. Sheriff Miller also
stated that he felt that the salaries for all elected officials
should be set at the same amount.
The Juvenile Probation Department budget revealed a clerical

error in preparing the salaries of two Juvenile Probation Offic-
er's. The two salaries should be increased by $1,457.00 each.
Judge Hensarling, Justice of Peace, Precinct 4, Place 2, re-
quested an additonal Clerk for her department to do the additional
duties required by the Ciiminal Justice System. After discussion
Commissioner Wilcox moved to approve the additional full time
clerk at pay grade 5-2 or $11,606. The motion was seconded by
Commissioner Turner and carried unanimously.
Justice of Peace, Precinct 7, Place 1, requested the amount
budgeted for rental of office space be increased to $1800 annually.
Judge Lindsay, Justice of Peace, Precinct 7, Place 2, stated
that he felt all entry level salaries should be moved to Step 3
level and made the starting salary for all employees. Judge Lind-
say further requested an increase in salary for the Clerk in his
department.
Commissioner Cooley requested that the budget for the Justice
of Peace, Precinct 1 be increased to fund a half time clerk for
that department, and to fund rental of office space in the amount
of $3,000. He further requested that the budget for Justice of
Peace, Precinct 2 be decreased to fund the requests for Justice of
Peace, Precinct 1.
Bonnie Yarbrough, representing the Arts Council requested the

funding for the Arts Council be increased by $2,500.00 for a
total funding of $11,500.00. On motion by Commissioner Cooley,
seconded by Commissioner Beard, the Court voted unanimously to
approve the request of the Arts Council.
Winfred Pittman, Constable of Precinct 7, requested a car
allowance for the full time Deputy in his department.
Sam Fachorn, Constable of Precinct 5, requested the car
allowance for Deputy E. W. Sayers be increased to 150.00 per
month.
Jim Kuboviak, County Attorney requested the addition of a
Civil Attorney to the staff of the County Attorney's Office.
The County Judge presented a request to increase the Wel-
fare budget by $30,537.. to partially fund the cost of a Prenatal
Clinic in Brazos County. On motion by Commissioner Cooley, se-
conded by Commissioner Turner, the Court voted unanimously to
approve the funding.
The County Judge asked for more comments or requests from
the audience, and receiving none, announced the Public Hearing
closed.

Commissioner Turner moved to adopt the 1986 Budget for Brazos
County as previously voted on and including the increase to Fire
Protection by $2,000 for Precinct 1 Volunteer Fire Departments
addition of eight Jailer positions in the Sheriff's Departments
correction to the Juvenile Probation budget, and adjustments to
the budgets for the Justice of Peace Precinct 1 and 2. The motion
was seconded by Commissioner Wilcox, and carried unanimously, where-
upon the County Judge announced the motion carried and that the 1986
Budget for Brazos County was officially adopted and ordered same
filed in the office of the County Clerk to be followed during the
year.
There being no further business to come before the Court, the
meeting was adjourned.
