J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. The Court received, approved and ordered filed as submitted the following reports for October, 1985: W. T. Sistrunk, County Extension Agent; Mike McKinney, County Extension Agent; Dale A. Fritz, County Extension Agent; Mable Walker, County Extension Agent; Kathleen McDonald, County Extension Agent. ~i The Court received, considered and approved reports from County and Precinct Officers showing revenue collected and re- mitted to the County Treasurer. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to approve the totals as the official results of the Election and ordered the results recorded in the Official Election Records by the County Clerk. The Court further authorized the results certified to the Secretary of State. The Court proceeded to approve the Minutes of the Commissio- ners Court meetings held May 13, 1985, May 28, 1985, June 10, 1985, June 27, 1985, July 8, 1985, July 12, 1985, and July 22, 1985. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to approve the minutes as submitted. The Court next considered a request from Joatco Construction to install a one inch waterline within the right-of-way of Creekside VOL PAGES 1- 7- i k r I A i f p- - ` 1 r , t r Drive and Sandy Point Road in Precinct 4. On motion by Com- missioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to approve the application and authorized the installation, and instructed the Engineer to add the name of the water company responsible for the line. A full copy of the permit is attached hereto. Next to be considered were budget amendments for the Ses- quicentennial and Justice of Peace, Precinct 7, Place 1. On motion by Commissioner Cooley, seconded by Commissioner Beard, s the Court voted unanimously to approve the amendments. A copy e 3 of such is attached hereto, The Court proceeded to consider appointments to the Board of Directors of the Child Protective Services Board. On motion by the County Judge, seconded by Commissioner Beard, the Court voted unanimously to reappoint Topaz Hughes and Ken Lewis to the Board of Directors of the Child Protective Services Board, T I ,I I t' , Judge Davis requested the Commissioners Court to appoint James A. Amis, Jr. to sit as Special Judge of the County Court At Law No. 1 during his absence December 2, 3, 4, 5, and 6, 1985. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to appoint Judge Amis to serve in this capacity. A fully copy of the Order is attached to and made a part of these minutes. The Court proceeded to consider the following bids: 1. Bid No. 251 - Telecommunications Equipment for the Sheriff's Department. (a) Racal-Milgo $2,550.00 $115.00 mo.maintenance (b) RCA Service Co. $3,395.00 $ 89.00 mo.maintenance (c) Monroe Systems $5,926.00 $113.75 mo.maintenance (d) Monroe Systems $6,949.95 $113.75 mo.maintenance On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to accept the bid of Monroe Systems in the amount of $5,926,00 and maintenance of $113.75 per month. Bid No. 250 - Alternate Gravel Sites for Road and Bridge Department. (a) Rosas Trucking 1. Loaded and hauled by County - 8.00 per cubic yd. 2. Six (6) acres in pit. 3. Rosas will maintain, stockpile and haul out gravel for its company deliveries. After discussing the bid Commissioner Cooley moved to reject the bid. The motion was seconded by Commissioner Beard and carried unanimously. 4. Bid No. 249 - Annual Contract for Flexible Base for the Road and Bridge Department. G. Edwards, who presented a proposal for refinancing the Series 1980 Bonds and the Series 1981 Bonds for addition and modifications to the Courthouse. H+a» ~ -.r -r ...r.. the bonds at this time would reduce the due date of the bonds by approximately two years and could be refinanced at a lower rate of interest, which could represent a savings to Brazos County of $1.5 million dollars. Mr. McGill further advised the Court of a new law that may disallow refunding of tax free bonds after the first of the year. After discussion it was the consensus of the Court that Mr. McGill contact M. Paul Martin, Bond Council for the proper procedure and documents for the Courts consideration. The Court proceeded to consider a request from Mary Jo Minnox for refund of a Private Sewage Facility License Fee in the amount of $25.00. The request had been previously approved by the County Health Department, who had ascertained that there would be no residence constructed on the site. on motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to authorize the refund. .Q I~ I' . That all damage to the roadways and sights-of-way will be repaired to their original condition to the satisfaction of the Commissioner in which the roadway or right-of-way lies. 3. That Brazos County reserves the right to require Applicant to relocate or lower any such line at no cost to Brazos County, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-way. 1 4. That Brazos County will in no way be responsible for any damage that might occur to any existing utility lines in the right-of-way. 3. That the line will be constructed and maintained on the county right-of-way in accor- dance with governing laws. 6.
