' ter l' ::7`.. _ ~ (1i .f , - ~ COMMISSIONERS' COURT REGULAR MEETING OCTOBER 14, 1985 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, October 14, 1985, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3 - Absent Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Joyce R. Carol Snedeker County Judge's Secretary The Court received, approved and ordered filed as submitted the following reports for September, 1985: 1. r E + W. T. Sistrunk, County Extension Agent; Mike McKinney, County Extension Agent; Dale A. Fritz, County Extension Agent; Mable Walker, County Extension Agent; Kathleen McDonald, County Extension Agent. The Court received, considered and approved reports from County and Precinct Officers showing revenue collected and re- mitted to the County Treasurer. A copy of the reports are attached hereto. VO L -S PAG E 3O- w-7" r -n'K"• G r • •1- . ir, i ry ,7 /I r r i 1 I Mike Mahoney, owner and developer of Forest Lakes Subdi- vision addressed the Court concerning the acceptance of the roads in the subdivision for maintenance by the county. The 1 1 1 t - i subdivision was approved by the Commissioners Court August 8, 1977. Mr. Mahoney told the Court that the roads were con- structed under the direction of the Commissioner who was in office at that time. Mr. Mahoney advised the Court that Mort- gage Companies will not finance construction on roads that are not county maintained. After considerable discussion the Court recommended the County Engineer inspect the roads in the sub- division and return with a finding regarding the acceptance to be reported to Mr. Mahoney. The Court proceeded to consider the following bids and the payment thereof: 1. Bid No. 240 - Annual contract for election supplies and services for 1985-86. The only bid received was from Texas Voting Systems, Inc. l~ f I i ~ i r r s `,f 1 F ~ t r r ~qq a J' a) 50,000 numbered and printed official ballot cards; supplies for 38 voting precincts and 300 assembled voting devices $40.00 each. b) 60,000 numbered and printed official ballot cards; supplies for 40 voting precincts and 400 assembled voting devices $40.00 each. On motion by Commissio- ner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to accept the only bid re- ceived and award the contract to Texas Voting Sys- tems, Inc. 2. Bid No. 242 - Contract to reroof shed for Maintenance Department. a) CCC Contractors - $5,000.00 b) Commerical & Industrial Applicators - $6,011.00 Ed Dobbins, Director of Maintenance recommended the contract be awarded to CCC Contractors. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to award the contract to CCC Contractors with the project to be completed in 30 days. 3. Bid No. 241 - Contract to remove structure at County Shop. No bids were received, whereupon discussion was had as to what could be done about removing the structure No decision was reached. VO L PAG 3 • A b 4. Bid No. 247 - Annual Contract to supply concrete to the Road and Bridge Department. a) Bryco, Inc. - $42.50-3000 PSI - $35.00 hr. Demurrage b) S&S Concrete Company - NO BID On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to accept the only bid received and that being from Bryco, Inc. 5. Bid No. 246 - Annual Lime Slurry Contract for Road and Bridge Department. Unit Price Demurrage a) Limeco, Inc. $ 85.00 $50.00 hr. b) R.T.Montgomery $110.00 $35.00 hr. On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to accept the bid of Limeco, Inc. and to award the annual contract to them. 6. Bid No. 245 - Annual Contract for Corrugated Metal Culverts for Road and Bridge Department. a)Metal Warm and c)Farm and Culverts,Inc. The motion died for lack of a second, whereupon the County Judge instructed the County Engineer to investigate the bids further and make a recommendation at the t, f' E pp~ next Court meeting. 7. Bid No. 244 - Annual Contract for supplying Asphalt Oil Paving Products to the Road and Bridge Department. No bids were received, whereupon the Purchasing Agent was instructed to call all prospective bidders to determine why no bids were received. i M 8. Downing Bros.Inc. $29.74 $1.75 V®L PPG; r 39, r. i a i i 'r t I t I I Commissioner Cooley moved to award the bid to R. T. Montgomery, with Downing Brothers, Inc. being the 1st. Alternate, and Young Brothers being the second alternate. The motion was seconded by Commissioner Turner and carried unanimously. The Court proceeded to consider amendments to the County's Retirement System, however no action was taken until after the Commissioners Could attend a meeting on November 6, 1985, on the matter. Next to be considered were amendments to the 1985 budget for various county departments. On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to approve the amendments as submitted. A copy of the amendments are attached hereto. After review and on motion by Commissioner Turner, seconded by Commissioner Cooley, the Court voted unanimously to waive the requirements and authorized Clement Industries to repair the Mack Truck.
