I I I ,I COMMISSIONERS' COURT REGULAR MEETING AUGUST 12,;1985 A regular meeting of the Commissioners' Court of Brazos t County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning'at 10:00 A.M. on Monday, August 12, 1985, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. J 'r r•~'I, ,r ( , s• •s,r rv } r: ~ n- - ,.s J II The County Judge announced the meeting closed to discuss personnel and excused all unauthorized visitors. The meeting was opened to the public at 10:20 A.M. at which time the Court heard from the following persons regard- ing the creation of a prenatal clinic for the indigent. Dan Bragg, church member and volunteer offered to help with the project in any way. Arthur W. Godfrey, Associate Administrator of St. Joseph Hospital requested the program be started as soon as possible. Edna Benavides, concerned citizen and social work- er encouraged the creation of the prenatal clinic and described situations in which the services would help. Gardner Osborne advised the Court that St. Anthony's church would be willing to contribute $3,000.00, the City of Bryan would pledge $30,000.00 from a HUD Grant and requested each member of the Court to re- duce their salary by 10%, and dedicate it toward funding the project. She proceeded to request authorization to raise addi- tional funds for'equipment. The County Judge advised the group that progress wa's being made toward the recommendations of the State Health Department, and that Indigent Health Care is the primary concern of the Court at this time. No action was taken on the request at this time. The Court next discussed the use of Road and Bridge No. 2 Funds. On motion by Commissioner Beard, seconded by Commissioner ,Cooley, the Court voted unanimously to authorize the expenditure of funds where designated. Next to be considered was the creation of two additional election precincts pursuant to Sec.42.006 of the Election Code i of the State of Texas; and the reformation of election precinct No. 2 and No. 1 pursuant to Sec 42.064 of the election code. After discussion, Commissioner Cooley moved to adopt an Order establishing the two additional election precincts and the legal descriptions. The Court having been notified that the VFW Hall on FM2818 would no longer be available to be used as a polling place, pro- ceeded to discuss the relocation of Precinct 36. The Judge ad- vised the Court that the City of Bryan had designated the First i Freewill Baptist Church on Villa Maria Road as the polling place for voting precinct number 36 for Municipal Elections, and that the location had been precleared by the Justice Department. He further suggested that the County designate the same location i to avoid confusion for the voters. Milton Turner, Commissioner I I of Precinct 4, in whose Commissioner precinct the voting precinct lies, posed no objection to the location. On motion by Commissio- ner Cooley, seconded by the County Judge, the Court voted unani- mously to designate the First Freewill Baptist Church, 1228 West Villa Maria Road, Bryan, Texas as the polling place for voting precinct 36. 1 O- , f . I r~ i Next to be considered were the following requests to install pipelines within county rights-of-way: 1. Wixon Water Supply Corporation requested authorization to install a one inch water pipeline across the right- of-way of Golden Nugget in Rainbow Acres subdivision in Precinct 3. 2. The City of College Station requested authorization to install a twelve inch waterline and an eighteen inch sewer line within the right-of-way of Graham Road in Precinct 1. 3. Brazos Valley Utilities requested authorization to in- stall a 3 inch PVC waterline across the right-of-way of Jones Road in Precinct 4. on motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to grant the requests and authorized the installations. The amendment to the original Ordinance enables Veterinarians to participate in a county wide animal licensing program, and allow animal owners to purchse one tag instead of two. After discussion Commissioner Beard moved to adopt the revised Animal Control Ordinance. The motion was se- conded by Commissioner Cooley and carried unanimously. After discussion Commissioner Cooley moved to establish a forty hour work week for all County employees with the work week beginning for the various departments as follows: 1. Office Personnel - for all non-exempt employees the work week shall begin at 5:01 P.M. on Friday. 2. Road & Bridge Crews - for all non-exempt employees the work week shall begin at 3:31 P.M. on Friday. 3. Building and Yard Personnel - for all non-exempt employees the work week will begin at 9:01 P.M. on Friday. 4. Law Enforcement Personnel - for all non-exempt employees the work week will begin at 5:01 P.M. on Friday. The motion was seconded by Commissioner Beard and carried unanimous- ly. j The Court proceeded to discuss the appointment of the Judge {i{y of the County Court At Law No. 1 to fill the vacancy created by ,i the appointment of Carolyn Ruffino as Judge of the 361st. District Court. Commissioner Turner moved to appoint Claude Davis as the "l Judge of the County Court At Law No. 1 of Brazos County, Texas. WINN, TAX ASSESSOR/COLLECTOR: Ad Valorem $54,105.16 B Fees 34,175.88 Miscellaneous TOTAL TAX ASSESSOR/COLLECTOR $88.281.04 4, 1 r ~ i TOT, 1 1 ®L voa.~._PAGE 72z- r "r ~ . ~ r !l' ~ j- l; ~^y f • - • • . ~ . l ~ } l 1 `V \ I l `a ~F 'r{ THE STATE OF TEXAS k COUNTY OF BRAZOS I ORDER ADOPTING VOTING PRECINCTS WHEREAS, there exists at the present time two certain election precincts which contain numbers of registered voters in excess of the maximum allowable by State Law; and WHEREAS, the Commissioners Court has considered the re- formation of such precincts as thereinafter set forth and finds that such precincts are for the convenience of the people of Brazos County; and WHEREAS, election precincts 10 and 32 may be reformed to create additional election precincts without effecting the repre- sentative strength of any group;in any County or Precinct office; and WHEREAS, the Commissioners Court is desirous of reforming I election precincts 1 and 2 to conform to the boundry lines of the College Station Independent School District; Now, therefore BE IT ORDERED ADJUDGED AND DECREEED BY THE COMMISSIONERS COURT OF BRAZOS COUNTY, TEXAS, that election precinct 10 be reformed to create election precinct 40, election precinct 32 be reformed to create election precinct 39, and that election precincts 1 and 2 be reformed to conform to the College Station Independent School District lines effective the first day of the voting year next, following to wit, the First day of March, 1986.
