REGULAR MEETING
JULY 8, 1985
A regular meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
A.M. on Monday, July 8, 1985, with the following members of
the Court present:
R. J. Holmgreen, County Judge, presiding:
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Billy E. Beard, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.

The Court received, considered and approved reports from
County and Precinct officers showing revenue collected and
remitted to the County Treasurer. A copy of the reports are
attached hereto.

The County Judge laid before the Court a letter from the

Texas Justice Court Training Center advising the Court that i
Judge Carolyn Hensarling had successfully completed a twenty
hour course in the duties of the office of Justice of the Peace:

The Court proceeded to consider the following bids:
1. Bid No. 227 - Video Camera for the MPO.

JVC-GXS-700U - $2,013.00
b. Gray Electronic Contractors, Inc.

After discussion it was the consensus of the Court that award
of the bid be delayed pending clearification by a representative
of the MPO.

On motion by Commissioner Cooley, seconded by Commissioner Beard,

the Court voted unanimously to accept the low bid of Young Brothers

Equipment Company and to purchase the 1985 Clements for $13995.00

and authorized the payment thereof.

Mrs. Gardner Osborne addressed the Court, requesting con-
a' 1
sideration be given to the implementation of a prenatal clinic
for indigent mothers. Mrs. Osborne was advised that the Court
was awaiting a report from the State Department of Health before
addressing the creation of a prenatal clinic.
The Court next considered the Preliminary Plat of Nantuckett,
Phase II. After thorough review, Commissioner Wilcox moved to

;i approve the Preliminary Plat as submitted. The motion was seconded
by Commissioner Beard and carried unanimously.

' On motion by Commissioner Cooley, seconded by Commissioner
< Turner the Court voted unanimously to approve the statement of
Jack Cumpton in the amount of $9,141.59 for architectural services

for construction and modification of the Courthouse.
The Court next considered Change Order No. 14 for modifica-
tion and additions to the the County Courthouse in the amount of
$12,300.00. Other items to be approved were additional speakers
for one of the Courtrooms in the amount of $1,350.00 and addition
of a rail in the Grand Jury Room in the amount of $1,350.00, mak-
ing the total addition to the contract $15,000.00. On motion by
Commissioner Beard, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the additions.
The Court next discussed the preservation of the historical
bridge on Bird Pond Road. The County Engineer advised the Court
that the cost to relocate the bridge would be $7,500.00 with the
County's portion being 20%. This amount would not cover the cost
to reset the bridge once it was moved. On motion by Commissioner
Cooley, seconded by Commissioner Beard, the Court voted unani-
mously authorized the payment of funds to relocate the bridge.

The Court next considered amendments to the 1985 budget for
various departments in the County. On motion by Commissioner
Wilcox, seconded by Commissioner Beard, the Court voted unanimous-
ly to approve the budget amendments as submitted. A copy of the
amendments are attached hereto.
Next to be considered were change of status for the following
employees:
Shirley Ann Mareno Building & Yards
Lauretta Joann Wilson County Attorney's Office
Diann Elizabeth Sprinz Extension Service
Lionel Cobos Building & Yards
Katherine Irene Anding Justice of the Peace,Pct.7
On motion by Commissioner Turner, seconded by Commissioner Beard,
the Court voted unanimously to approve the changes as submitted.
The Court next considered a request from the County Attorney
for a variance from the procedure for hiring new employees at the
entry level, and authorization to hire a secretary at Step 4 for
the probationary period. No action was taken on the request.

Next to be considered was a request from Unibanc Asset
Administration for refund of ad valorem taxes on lot IA and
x
77 feet of lot 1, block 3, Southwood Subdivision in the amount
of $513.82. Such request having been approved by the Tax
Collector on April 22, 1985, due to double payment of the taxes.
On motion by Commissioner Wilcox, seconded by Commissioner Turner,
the Court voted unanimously to grant the request and authorized
the refund.
