COMMISSIONERS' COURT REGULAR MEETING JUNE 10, 1985 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, June 10, 1985, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4 - Absent Frank Boriskie, County Clerk. T. Sistrunk, County Extension Agent; Mike McKinney, County Extension Agent; Dale A. Fritz, County Extension Agent; Mable Walker, County Extension Agent; Kathleen McDonald, County Extension Agent. The Court received, considered and approved reports from County and Precinct officers showing revenue collected and re- mitted to the County Treasurer. On motion by- Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to adopt the Resolution. A full copy of the Resolution is attached hereto and made a part of these minutes. The County Judge laid before the Court a certified copy of the Order of the District Court appointing Sharon Fairchild as the County Auditor. Such appointment is to be for a two year term beginning June 4, 1985 through June 3, 1987. On motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to accept the Order and ordered same to be recorded as part of these minutes. Next to be considered was the sale of four (4) vehicles for the Sheriff's Department. Having previously published for bids the Court reviewed the following bids received: 1. Richard Laster - $ 720.00 2. Bryan Auto Salvage - $1,568.00 3. Audie Hunter $ 385.00 On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to sell the vehicles to the highest bidder, Bryan Auto Salvage and authorized the County Judge to sign the titles of the vehicles transferring ownership. The Court proceeded to consider the following bids: 1. Bid No. 221 - Eight (8) Printers for the Tax Office: a.Mistovich Citizen MSP10 $395.00; MSP15 -$495.00 b.Central Texas Word Processor C.Itoh 7500AP $289.00; 1550P -$600.00 c.Executive Business Equipment Epson RX80 F/T $331.10; RX100 -$447.00 d.Loonam Okidata ML192 $440.00; ML93 -$629.00 e.Small Business Epson LX80 F/T $350.00; Okidata ML93A-$700.00 f.Tandy RS DMP-120 $299.95; RS DMP-430 $719.20 g.Personal Computer Okidata ML182P $289.00; ML193 $580.00 M.J. Deen, Data Processing Manager recommended purchasing the printers from the low bidder. Bid No. 219 - Mobil Radios for the County Attorney's Department. a. South Texas Communications - Midland-Unit 1-909.50 Unit 2-877.50 b. Skyline Communications - Fujitsu-Unit 1-663.50 Unit 2 c. General Electric - Phoenix-Unit 1-748.00 Unit 2-949.00 On motion by Commissioner Cooley, seconded by Commissioner Beard, ithe Court voted unanimously to accept the bid of General Electric and to purchase the Phoenix in the amount of $748.00. 3. Bid No. 222 - Annual sign contract for Road and Bridge Department. After discussion Commissioner Beard moved that all bids be rejected and that new bids be taken. The motion was seconded by Commissioner Wilcox and carried unanimously. 4. Bid No. 225 - Initial and annual contract for pest con- trol for county buildings. After discussion, Commissio- ner Beard moved that all bids be rejected and new bids be taken after clearifying the specifications. The motion was seconded by Commissioner Cooley and carried unanimously. 5. Bid No. 226 - One (1) plain paper copier for the Health Department. 3. Savin Sales - Savin 7025 - $3,795.00 L. A.B. Dick Products - Toshiba 7816 - $4,100.00 c. Marklin - Ricoh FT4085 - $3,975.00 d. WINN, TAX ASSESSOR/COLLECTOR: APRIL 1985 x Ad Valorem 87,£56.09 Fees 32,175.85 Miscellaneous TOTAL TAX ASSESSOR/COLLECTOR 120,031.94 r' r t r I 1 V®L _PAGE L + , ' - ~ St1:i,.. ~•!7~e:l.i li:-S'k~fr+.'' ~~+7'-y~a.a 's:*_'...~'^~~+:Mw=uv i .1 a , , fi THE STATE OF TEXASI COUNTY OF BRAZOS I a RESOLUTION WHEREAS, certain areas of Brazos County are subject to periodic flooding, causing serious damages to properties within these areas; and WHEREAS, under the National Flood Insurance Act of 1968, as amend- ed, residents of Brazos County can purchase Federally subsidized flood insurance if the County qualifies for, and participates in the National Flood Insurance Progam; and WHEREAS, it is the intent of this Commissioners Court to qualify for participation in the National Flood Insurance Program and to re- quire the recognition and evaluation of flood hazards for all proposed developments within the identified flood plains of Brazos County; and WHEREAS, the Commissioners Court of Brazos County has the legal authority to adopt and enforce flood plain management criteria to re- duce future flood losses pursuant to Subchapter I, Section 16.315 of the Texas Water Code: NOW, THEREFORE, BE IT RESOLVED, that this Commissioners Court hereby: 1. Assures the Federal Emergency Management Agency it will enact as necessary, and maintain in force in those areas having flood hazards, adequate flood plain management standards with effective enforcement provisions consistant with the minimum criteria set forth in Section 60.3(b) of the National Flood Insurance Program Regulations; and 2. Vestathe County Judge with the responsibility, authority, and meants too a. Assist the Administrator, at his request, in his delineation of the limits of the areas having special flood hazards. b. Provide such information as the Administrator may request concerning present uses and occupancy of the flood plain. C. Cooperate with Federal, State, and local agencies and private firms which undertake to study, survey, map, and identify flood plain areas, and cooperate with neighboring political subdivisions with respect to management of adjoining flood plain areas in order to pre- vent aggravation of existing flood hazards. v I r r~ e, 3 r i l d. Submit on the anniversary date of the County's initial eligiblity an annual report to the Administrator on the progress made during the past year within the County in the development and implemen- tation of flood Plain managment measures. e. Upon occurance, notify the Administrator in writing when- ever a community incorporates and the County no longer has authority to enforce flood plain management measures within the newly established corporate limits. If possible, include within such notification a copy of the County's flood hazard boundry map clearly delineating the new corporate limits and provide a mailing address for the newly incorporated city. 3• Appoints County Judge to maintain for public inspection and to furnish upon request, any certificates of flood-proofing, and information on the elevation (in relation to mean sea level) of the level of the low- est habitalbe floor of all new and substantially improved structures located within the identified flood plain of Brazos County. The infor- mation should include whether or not such structures contain a basement, the elevation of the basement, and if the structure has been flood-proofed the elevation to which the structure was flood-oroofed. Fairchild, County Auditor, for a term of two years from June 4, 1985 to June 4, 1987, and the Court hereby sets her compensation for her services at an annual salary from the County General Fund in the sum of Thirty-one Thou3and Three Hundred and Sixty-Six ($31,366.00) Dollars, said salary to be paid monthly in equal installments to said acting County Auditor. IT IS FURTHER ORDERED that this Order shall be recorded in the Minutes of the District Court, and that the Clerk of the District Court shall certify the same for observance to the Commissioners' Court, which shall cause same to be recorded in its Minutes.
