On motion by Com- missioner Beard, seconded by CommissioneriTurner, the Court vot- ed unanimously to approve the minutes as submitted. The Court next acknowledged receipt of the certification of the Juvenile Detention Facility by the Juvenile Board. A full copy of the certification is attached. The Court next considered a request from the Stepping Stone for funding in the amount of $7,500 per year for two years. These funds would be used to match funds to be received from the State. Commissioner Beard moved to commit the money and make it available at such time as the grant is approved. The motion was seconded by Commissioner Cooley and carried unanimously. The Court proceeded to consider limiting the speed of ve- hicles on Scasta Road in Precinct 3. Commissioner Beard recommend- ed 20 or 25 miles per hour. After discussion, Commissioner Beard moved to limit the speed of all vehicles on Scasta Road to a maxi- mum of 25 miles per hour and to enforce the speed limit. The mo- tion was seconded by Commissioner Turner and carried unanimously. The Court proceeded to consider the following bids and to authorize the payment thereof: 1. Bid No. 210 - Slurry Seal Coating of Brazos Center Parking Lot. a. Young Brothers $35,051.90 b. R. T. Montgomery, Inc. 50,665.78 c. Mid-Tex Construction Company 55,590.00 On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to accept the low bid of Young Brothers in the amount of $35,051.90, with monies to be paid from Revenue Sharing Funds, and that the job would be inspected by Howard Long. a ' 2. Everett & Company - new 1985 Etnyre Chip- spreader - $56,033.00. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to purchase a new spreader from R. B. Everett & Company in the amount of $56,033. The Court noted that only one bid was received. 3. Bid No. 212 - New or used 9 Wheel, self-propelled Tire Roller for the Road and Bridge Department. a. Plains Machinery Company - 1985 Bomag BW-12R $29,478.00 b. R. B. Everett & Company - New Ingram model 9-2800P $30,300.00 The County Engineer recommended the purchase of the Bomag equip- ment from Plains Machinery Company. Commissioner Beard moved to purchase the equipment from Plains Machinery Company in accordance with the Engineer's recommendation. The motion was seconded by Commissioner Cooley and carried unanimously. 4. Bid No. 213 - New or used self-propelled Road Sweeper for the Road and Bridge Department. ia. Plains Machinery Company - Used Waldon Versa Sweeper $14,999.00 b. R. B. Everett & Company - New Broce Model H-20 $22,719.00 The County Engineer recommended the purchase of the used Waldon Versa Sweeper from Plains Machinery Company. Commissioner Cooley moved to purchase the equipment from Plains Machinery Company in accordance with the Engineer's recommendation. The motion was seconded by Commissioner Beard and carried unanimously. 5. Bid No. 214 - New or used Hydraulic Excavator for the Road and Bridge Department. a. Plains Machinery Company - 1983 Badger 460 Hydro- Scopic - $79,500.00 b. Plains Machinery Company - 1985 Badger Hydro-Scopic- $109,624.00 c. R. B. Everett & Company - No Bid The County Engineer recommended the purchase of the used Badger Hydro-Scopic. After considerable discussion Commissioner Beard moved to purchase the used Badger Hydro-Scopic from Plains Machin- ery in the amount of $79,500.00. Commissioner Cooley moved to transfer two vehicles to the County Attorney's Department and that the other four be rebid. A copy of all amendments are attached. The Court proceeded to discuss the location of a tractor shed at the Pavilion/Arena. Commissioner Wilcox moved to construct the shed on the corner of the property next to Cal-Gas. The motion was seconded by Commissioner Turner, with Commissioners Wilcox, Turner, Beard voting "Aye." Commissioner Cooley voted "No", stating that the manager requested the shed be constructed behind the paviloin next to the restrooms.
