Other Business i , + J J [L - VOLI' GI: COMMISSIONERS' COURT SPECIAL MEET ING FEBRUARY 25, 1985 A special meeting of the Commi ssioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, February 25, 1985, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Bryan Auto Salvage - $ 918.00 2. Keith Hale $1,200.00 On motion by Commissioner Beard, seconded by Commissioner Wilcox t the Court voted unanimously to accept the high bid of Keith Hale. The Court proceeded to consider a request from Ferguson Cross- , ;s ing Pipeline Company to install a 4 inch pipeline across the right- , , of-way of Fountain Switch Road in Precinct 4. On motion by Com- missioner Turner, seconded by Commissioner Beard, the Court voted unanimously to grant the request and authorized the installation. A copy of the permit is attached. Stephens,Jr.Inc. 15.55 3,110.00 On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to accept the low bid of Sutton Wholesale in the total amount of $2,290.00. 4. Bid No. 192 - Heavy Duty Washer/Dryer for Sheriff's Department. At the request of the County Sheriff the bids were withdrawn. 5. Bid No. 193 - Cold Mix for the Road and Bridge Dept: i a. Whites' Mine $13.98 per ton - loaded only On motion by Commissioner Wilcox, the Court voted unanimously i to accept the bid of Whites' Mine, being the only bid received. 6. Bid No. 194 - Annual contract for gravel for the Road and Bridge Department: a. C&C Crushed Stone $1.25 per cu.yd.-clay 1.50 per cu.yd.-sand b. William C. Gray 1.50 per cu.yd. c. Prico Building Systems, Inc. 3,390.00 After discussion Commissioner Cooley moved to purchase the building. The Court having received bids for the County Depository for the 1985-86 Biennium at an earlier meeting, proceeded to a- ward the bid. Sharon Fairchild, Acting Auditor advised the r Court that the analysis revealed the bid of the First City Nation- al Bank to be the best bid. On motion by Commissioner Turner, N seconded by Commissioner Beard, the Court voted unanimously to 8'r ' `i award the Depository bid to the First City National Bank. Other bids received were from First Bank & Trust, Bank of A&M and United ' Bank. Next to be considered were amendments to the 1985 Budget for t the following Departments: 1. Road & Bridge Department - On motion by Commissioner : Beard, seconded by Commissioner Wilcox, the Court voted to approve the amendment. 2. Data Processing 3. County Attorney's Department On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to approve the amend- ments for the Data Processing Department and County Attor- ney's Department. A copy of all the amendments are attach- ed. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to pay for the telephone line. I The Court proceeded to consider the Change of Status for the following employees: Gloria Espino Tax Office Philip E. Brown, Jr. Sheriff's Department Laura M. Hubert County Attorney Donald Terry Anderson Landfill On motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to approve the Change of Status as f submitted. , Jim Jett, Developer of the Quail Run Estates Subdivision, Phase I, Reserved Tract, once again requested a variance of the I I Subdivision Regulations in relation to the width of the right- of-way. Mr. Jett advised the Court that he had been granted a variance by the City of College Station. Such variance request- ed was subject to granting of a drainage easement of 5 feet on either side of the right-of-way by deed dedication. After dis- cussion Commissioner Wilcox moved to grant the variance subject to the City of College Station signing the plat. The motion was seconded by Commissioner Beard and carried unanimously. I The County Judge advised the Court of a letter from the I County Judge of Fayette County regarding a Resolution in support of taxation of lignite mined within the County. Applicant, proposes to place a 4" polyethylene pipeline within the right-of-way of Fountain Switch Road in Brazos County. Texas as follows: X Road crossing only. _ Installation paralleling the roadway a distance of feet. The location or discription of the proposed installation is more fully shown by three (3) copies of the drawings attached to this notice. I understand and agree that: I 1. The Commissioner of the Precinct in which the right-of-way lies must be notified prior to the beginning of construction in order that the Comm- issioner might be on hand to designate the actual location of the instal- l lation. 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the Commissioner in which 1 the roadway or right-of-way lies. 3. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no cost to BRAZOS COUNTY, should same become neces- sary due to widening or lowering, or other alteration of the roadway or right-of-way. 4. That BRAZOS COUNTY is in no way responsible for any damage that might occur to any existing utility lines in the right-of-way. E i , i I 5. That the line will be constructed and maintained on the county right-of- way in accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight inches (48") lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. 7. That all roads be bored to forty feet (40') on either side of the centerline of the right-of-way or cased for such distance. 8. That all sites will be barricaded during construction period. 9.
