HomeMy WebLinkAbout1984-12-27-1000AM-SpecialCOMMISSIONERS' COURT SPECIAL MEETING DECEMBER 27, 1984 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, December 27, 1984, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Carol Snedeker Eldon L. Sanders 0. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously the approval of the minutes as submitted. The Court proceeded to consider the following applications for tax refund submitted by the Tax Assessor: 1. Culpepper-Moore in the amount of $4,681.67 for lot 1.1 Manor East Mall. 2. Travis House Apartments in the amount of $1,715.55 for Lots 1 and 6, Block 2 University Oaks. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to approve the refunds as requested. M ~kZ II ; ki r - - - The Court next considered a waiver of competitive bidding E requirements of Articles 1659a and 6702-1 Sec.3.211 for the purchase of Road and Bridge materials. On motion by Commissioner Beard, seconded by Commissioner Wilcox the Court unanimously voted to waive the requirement and authorized the purchase of materials in the amount of $10,928.97 from Downing Brothers, Inc. to repair flood damage. The Court next considered the following bids and the payment i t 7 , , i t thereof: 1. Bid No. 181 for the purchase of one 4 door vehicle for the Sheriff's Department. a. Beal Ford - 1985 Crown Victoria - $12,124.00 b. Tom Light Chevrolet - 1985 Chevrolet Caprice - $11,199.44 C. Jentsch Chevrolet - No Bid d. Allen Olds - Cadillac - 1985 Olds Delta - $11,692.00 e. Quality Pontiac/Buick - 1985 Pontiac Brougham - $12,255.00 On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to accept the low bid of $11,199.44. 2. Bid No. 175 for the purchase of 5 seven tier open faced filing cabinets for the County Attorney's Office. At the suggestion of the County Judge the bids were tabled until the next meeting. 3. Bid No. 180 for moving of various offices to Courthouse addition. On motion by Commissioner Beard, seconded by Commissioner r 1 ~ Turner the Court voted unanimously to authorize the expenditure of Road and Bridge No. 2 funds. The proposed extension to be an 80 foot right-of-way with two 16 foot utility easements from the curve in Barron Road to Wellborn Road. After discussion Commissioner's Beard, Cooley and Turner voting "Aye." Commissio- ner Wilcox voted "No." Commissioner Cooley next moved to approve the Final Plat to straighten Barron Road and extend it to I & GN Road and to build 2 fences. The motion was seconded by Commissio- ner Beard with Commissioner's Cooley, Beard and Turner voting "Aye." Commissioner Wilcox abstained. Zalmanek Road & Bridge a t ti i On motion by Commissioner Beard, seconded by Commissioner Cooley i the Court voted unanimously to approve the Change of Status as submitted. , i I On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to pay the statement of Ut- ley James of Texas, in the amount of $114,673.00 for modifica- tions and additions to the Courthouse; and the statement of Jack Cumpton, Architect for Architectural Services. i I The County Judge laid before the Court an Order of the Dis- trict Judges for the appointment of Sharon Fairchild as acting County Auditor. A copy of such Order is attached to and rlade a part of these minutes. 1 r ! The Court next discussed a request from the Brazos County Firefighters Association for the purchase of 13 air packs for i the Precinct Volunteer Fire Departments and 4 composite II cylin- ders complete with valve. After discussion Commissioner Beard moved to authorize the purchase of 12 air packs and 4 composite cylinders, for a total cost of $11,992.00. The motion was se- conded by Commissioner Wilcox and carried unanimously. The Pre- cincts for which the air packs were requested were Precinct 1, 2, 3 and 4. II 1i a Commissioner Beard next presented a proposal that the County purchase the Bomag road tiller which was previously leased. The cost of the equipment would be $105,000. After discussion Com- missioner Beard moved to purchase the equipment. The motion was seconded by Commissioner Cooley with Commissioner's Beard and Cooley voting "Aye.". Commissioner's Wilcox, Turner, and the County Judge voted "No", whereupon the County Judge announced the motion failed. The Court proceeded to consider the purchase of a vibratory compactor for the Road & Bridge Department. On motion by Com- missioner Wilcox, seconded by Commissioner Turner the Court voted unanimously to purchase the vibratory compactor. i i d I ' v . vOL-L-PAGE 315- i 0 N~ There being no further business the County Judge announced the Court would retire into Executive Closed Session to discuss Personnel and would then recess until 9:00 A.M. on Monday, Dec- ember 31st. MONDAY, DECEMBER 31, 1984 9:00 A.M. The Commissioners Court reconvened at 9:00 A.M. on Monday, December 31, 1984 with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Walter Wilcox, Commissioner of Precinct 2; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Other persons present were: Carol Snedeker County Judge's Secretary Sandy Lange Treasurer's Office Sharon Fairchild Acting County Auditor The first matter to come before the Court was a budget amend- ment for the County Attorney's Office in the amount of $7,531.00. On motion by Commissioner Wilcox, seconded by Commissioner Turner e) the Court voted unanimously to approve the budget amendment. A copy of which is attached. The Court proceeded to consider the following bid% 1. Bid No. 175 for 5 - seven tier open faced filing system for the County Attorney's Office: a. Engineering & Office Supplies $1,890.00 b. Safeguard $2,000.00 c. Maniord Office Furniture $1,425.00 d. News Office Supply $1,991.00 On the recommendation of Jim Kuboviak, County Attorney elect, Commissioner Wilcox moved to award the contract to Safeguard. The motion was seconded by Commissioner Turner and carried unanimously. The Court next considered a Resolution allowing the consumption or possession of alcholic beverages between 12:01 A.M. and 1:15 A.M. on January 1. On motion by Commissioner Turner, seconded by Com- missioner Wilcox the Court voted unanimously to adopt the Resolu- tion. Fairchild, as acting County Auditor, for a period from December 31, 1984, until further order of the Court, and the Court hereby sets her compensation for her services at an annual salary from the County General Fund in the sum of Twenty-nine Thousand Four Hundred and Thirty Five (`;29,435.00) Dollars, said salary to be paid monthly in equal installments to said acting County Auditor. IT IS FURTHER ORDERED that this Order shall be recorded in the Minutes of the District Court, and that the Clerk of the District Court shall certify the same for observance to the Commissioners' Court, which shall cause same to be recorded in its Minutes. ON JANUARY 1 AND ALLOWING THE SALE OF ALCOHOLIC BEVERAGES IN ANY PUBLIC PLACE OUTSIDE THE CITY LIMITS OF THE TWO INCORPOR- ATED CITIES BETWEEN THE HOURS OF 12:01 A.M. and 1:15 A.M. ON JANUARY 1.
