On motion by Commissio- ner Beard, seconded by Commissioner Turner the Court voted unani- mously to sign the Proclamation. i On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to proclaim August as Child j Support Month" to emphasise the financial aspects of parental responsibility. Next to be considered were two appointments to the Board of Directors of the Child Protective Services Board of Brazos County.'' On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to appoint Frances Kimbrough and Ann ,j Hazen to the Board. I ~s 1 t f i The Court next considered a request from Louis Garcia, Jr. for the appointments of Robert Lee Hickman and Roy Veracruz as a Reserve Deputy Constables and Conrad Rhea Pauling and Macon M. Whiteley as Deputy Constables for Precinct 4. On motion by Com- missioner Wilcox, seconded by Commissioner Beard, the Court voted ; unanimously to approve the appointments. The Court next considered the appointment of Antone Dobrovalny as Justice of the Peace of Precinct 5. The Court noted that Mr. Dobrovalny had been certified as the Democratic Nominee for the November 6th. General Election and th4t there was no candidate from any other party for the position. On motion by Commissioner Beard, seconded by Commissioner Turnet the Court voted unanimously t ' to appoint Antone Dobrovalny to the p sition of Justice of Peace,' r Precinct 5. j The Court proceeded to consider requests to utilize County rights-of-way as follows; 1. ' Iti P Commissioner Wilcox announced that the Brazos County Jail had been inspected on August 8, 1984, and found to meet compliance i- !-.with minimum Jail Standards of the Texas Commission on Jail Stand- i arils and Art 5115.1 Vernon's Annotated Civil Statutes. ' D. D. Williamson was present to discuss the Federal Off Sys- tem Bridge Replacement Program in connection with the Carter Creek flood plain - Bird Pond Project in Precincts 1 and 3. Mr. Williamson continued by indicating that the total proj,ect could be completed s at a total cost of $450,000 with a 20%/80% match. After discussion, Commissioner Beard moved that the County proceed with the total i 11 }rE i ,project and commit the 20% of the project. The motion was second- 1 I yl ed by Commissioner Cooley voting "Aye". Commissioner Wilcox voted "No", Commissioner Turner abstained.
