A epecial meeting of the Commissioners' Court of Brazos
r County, Texas, was held in the Lecture Rehearsal Room of the
Brazos Center, 3232 Briarcrest Drive,, Bryan, Brazos County,
Texas, beginning at 10:00 A.M. on Tuesday. May 29, 1984, with
` the following members of the Court present:

Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, presiding
Billy E. Beard, Commissioner of Predinct 3
Milton Turner, Commissionar of Precinct 4,
Frank Boriskie, County Clerk.

The County Judge was ungble to preside over the meeting due to
recent surgery on his throat.
The following citizens and officials were in attendance:

The first matter to come before the Court was a Resolution
in support of the adoption'of a one cent fuel tax to provide
funding for the maintenance and construction of county roads
e
r along with state highways., On motion by Commissioner Beard,
seconded by Commissioner Turner, the Court voted unanimously to
adopt the Resolution and to forward a copy to the State Legisla-
ture and Governor. A copy of the Resolution is attached.

On motion by Commissioner Cooley, seconded by Commissioner Beard
the Court voted unanimously to approve both applications and
authorized the installation. A copy of the applications are
attached.

I' The Court proceeded to consider the appointment of Dr. J.
Russell Bradley to the Brazos County Historical Commission. On
motion by Commissioner Beard, seconded by Commissioner Turner,
the Court voted unanimously to appoint Dr. Russell to the Com-
mission.
The Court next considered the following bids:'
1. One year contract for uniforms for the Sheriff's Dept.
Short Sleeve Long Sleeve
Shirt Shirt Trousers
Tyler Uniforms $18.89 $21.14 $16.50

On motion by Commissioner Beard, seconded by Commissioner Cooley
the Court voted unanimously to accept the low bid of Tyler Uniforms
and the payment thereof.
2° Five (5) 4-door police sedans for the Sheriff's Office.
Beal Ford - $53,950.00
Bossier Chrysler - no bid
Tom Light Chevrolet - no bid
On motion by Commissioner Beard, seconded by Commissioner Turner
the Court voted unanimously to accept the only bid received, that
being from Beal Ford, and authorized the payment thereof.

General Electrodynamics - $4,880.00
LODEC, Inc. - no bid
On motion by Commissioner Beard, seconded by Commissioner Cooley,
the Court voted unanimously to accept the low bid of General
Electrodynamics and authorized the payment out of the Revenue
Sharing Fund.

POSSIBLE RESOLUTION ON COUNTY ROADS AND BRIDGES
KM CH, 1984
WHEREAS, Counties in Texas carry the responsibility for over 165,428 exiles of f
the state's public roadwaysl and,
WHEREAS, 60% of these roadways are unpaved and require constant maintenances
and,
WHEREAS, 6,940 bridges maintained by counties and cities in Texas ace
designated as structurally deficient by federal inspection standardal and,
WHEREAS, another 4,674 county and municipal bridges ace classified as functionP.
ally obsolete; and
WHEREAS, proposals calling for a special session of the Texas Legislaturo to
consider additional funding for Texas' roads fall short of providing °
assistance to counties in maintaining county roads and bridges; and,
VREREA.S, Texas Counties cannot continue to seek resolution for this problem
through demands an the limited property tax basal and
WHEREAS, prudent public policy dictates that planning and decision-awaking in
this regard incorporate the needs of the entire statewide
transportation network, whether it fall within the jurisdiction !
of the state highway department or the county or the city/ and,
WHEREAS, It is the belief of this County Commissioner's Court that State
revenue should be directed toward the construction and maintenance of all
roads and bridges in Texas, not just the interstate system and state i
highways; {

recognise that counties cannot continue to depend on the limited propsrty
tax base to resolve this most pressing problem; and
BE IT FURTHER RESOLVED, that the Texas Legislaturo meeting in speciag session
adopt a 1 cent fuel tax for county roads$ and,
THBREFORB, The County Commissioner's Court of ,J4?t9 County requests that
the Legislature adopt and the Governor sign legislation to provide funding
' for the maintenance and construction of county roads along with state
highways.

of Valley Ridge Dr, and V Brazos County, Texas as follows:

The location or description of the proposed installation is more fully
shown by three (3) -copies of the drawings attached to this notice.

I understand and agree that:
1. The Commissioner of the Precinct in which the right-of-way lies

must be notified prior to the beginning of construction in order
that the Commissioner might be on hand to designate the actual

location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired
to their original condition to the satisfaction of the Commissioner
in which the roadway or right-of-way-lies.
That BRAZOS COUNTY reserves the right to require Applicant to re-
locate or lower any such line at no cost to BRAZOS COUNTY, should
same become necessary due to widening or•lowering, or other alter-
ation of the roadway or right-of-way.

4. That BRAZOS COUNTY is in no way responsible for any damage that
might occur to any existing utility lines in the right-of-way.

NOTICE OF PROPOSED INSTALLATION IN COUNTY RIGHT-OF-WAY
To the Commissioners' Court of BRAZOS County, Texas

Formal notice is hereby given that FERCUSON CROSSING PIPE LINE COMPANY
922 Isom Road. San Antonio. Texas 78216 , Applicant,
proposes to place a 6" Gas Line within
the right-of-way of Hones Creek Road an Brazos
County, Texas as follows:
The location or description of the proposed installation is ,
more fully shown by three (3) copies of the drawings attached
to this notice.
I understand and agree that:
1.
The Commissioner of the Precinct in which the right-of-
way lies must be notified prior to the beginning of con-
struction in order that the Commissioner might be on
hand to designate the actual location of the installation.
2.
That all damage to the roadways and rights-of-way will be
repaired to their original condition to the satisfaction
of the Commissioner in which the roadway or right-of-way
lies.
3.
That BRAZOS COUNTY reserves the right to require Applicant
to relocate or lower any such line at no cost to BRAZOS

4.
That BRAZOS COUNTY is in no way responsible for any damage
that might occur to any existing utility lines in the
right-of-way.

That the line will be constructed and maintained on the
county right-of-way in accordance with governing laws.
6.
That the line or lines will be constructed no less than
forty-eight inches (48") lower than the lowest part of the
drainage or bar ditch and the drainage is to be considered
at least two feet (20) below the center of-the roadway.
7.
That all roads be bored to forty feet (40') on either side
of the right-of-way or cased for such distance.
8.
That all sites will be barricaded during the construction
period.
