HomeMy WebLinkAbout1984-04-23-1000AM-SpecialI • COMMISSIONERS' COURT SPECIAL MEETING APRIL 23, 1984 ,I A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Lecture Rehearsal Room of the Brazos Center, 3232 Briarcrest Drive, Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, April 23, 1984, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy Beard, Commissioner of Precinct 3, Milton Turner, Commissioner of Precinct 4; The following citizens and officials were in attendance: Sandy Lange Don Ward Mark Meadors William R. Brazos-\Center The County Judge laid before the Court a letter from the Texas Justice Court Training Center advising the Commissioners that Judge Mary C. Horn had successfully completed a twenty course in the duties of the office of Justice of the Peace. A copy of the letter is attached. On behalf of the Commissioners' Court the County Judge commended the Barnes for having such a beautiful and well kept home and business. Next to be considered was the release of a utility easement between lots 1 and 2, Block 6, Fox Fire Phase II. Commissioner Cooley moved to authorize the County Judge to execute a Release of Easement between the lots 1 and 2 Block 6, Fox Fire Phase II, and that the Release of Easement be recorded in the Official Records of the County Clerk's Office. This action subject to approval of the Bryan REA, and the Planning Commission of the City of College Station. The motion was seconded by Commissioner j Wilcox and carried unanimously. The Court proceeded to consider the adoption of the follow- ing Resolutions. 1. Resolution designating the Civic Auditorium, Stephen F. Austin, as the official courtroom for the prupose of conducting a naturalization ceremony on May 4, 1984. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to adopt the Re- solution. 2. Resolution requesting the Governor to place State High- way Funding on call for the anticipated special session of the Legislature, 3. Resolution urging the local district to give top priori- ty and funding to the completion of Highway 6, On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to adopt the Resolution to the Governor for placing State Highway Funding on call for the special session of the Legislature and the Re- solution to the local district office for completion of State Highway 6, The Court proceeded to consider amendments to the 1984 budgets for the following departments: 1. Sheriff's Department - no increase 2. Road and Bridge, Precinct 1 - no increase 3. A copy of the amendments is attached. Next to be considered was a request from the Juvenile Proba- P ation Department for Brazos County to make application to the Criminal Justice Division of the Governor's Office for the follow- ing grants: 1. Fifth year funding for Purchase of Juvenile Services Grant. This grant being 100% funded by the State, and to be used for contract placement of Juveniles. On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County. 2. Diet and Behaviorial Grant. This grant is a 5 year de- cending grant in the amount of $18,472 with the first year being 100% funded by the State. On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County. The County Judge next recognized Barbara Vance, Vice Presi- dent of Brazos Beautiful, Inc., who introduced Diane Mills as the new coordinator for Brazos Beautiful, Inc. The Court next considered requests to install pipelines in county rights-of-way as follows: 1. Ferguson Crossing Pipeline Company proposed to install a four inch gas pipeline within the right-of-way of Mumford Road in Precinct 4. 2. Wixon Water Corporation proposes to install a one inch PVC water line in the following rights-of-way: (a) Golden Mist Road in Rainbow Acres in Precinct 3. (b) Andert Road in Precinct 3. (c) Broach Road in Precinct 2. On motion by Commissioner Turner, seconded by Commissioner Beard the Court voted unanimously to approve the applications and au- thorized the installation of the lines. A copy of each applica- tion is attached hereto. The Court proceeded to consider the following bids: 1 I~ ~I 1 I y .I 1. One year contract for purchase of Decking Timer. 2. One year contract for Brtdger-Pijings~ - 3. One year contract for Labor Only - drill or drive bridge pilings. t i 'Y 0 A F~ I r~ ~ ~ ~ _ Jlr On motion by Commissioner Beard, seconded by Commissioner Wilcox the award of bids for the above three items was tabled until the next meeting on May 14, 1984, 4. Two 4-door Police Sedans for Sheriff's Department. (a) Beal Ford Sales - $10,790 total $21,580. 'I On motion by Commissioner Beard, seconded by Commissioner Turner " the Court voted unanimously to accept the only bid received from Beal Ford and authorized the payment thereof. 5. Two hundred VHS, 60 minute, color video cassettes for the Sheriff's Department. (a) Technical Service Company - $8.94 each (b) Bryan Radio and TV - 6.95 each (c) Photo and Sound Company - 7.19 each (d) Video Systems, Inc. - 6.88 each I (e) Gray Electronic - 11.50 each (f) All Star Audio - 5.49 each (g) D/A Mid-South - 9.50 each i (h) Video King - 7 20 each (i) Mid-State Electronics - 7.40 each f On motion by Commissioner Beard, seconded by Commissioner Turner i the Court voted unanimously to accept the low bid of All Star . Audio for the purchase of the tapes and the payment thereof. The County Judge next recognized Bryan Mayor, Ron Blatchley who presented a map showing the major thoroughfare plan adopted by the City of Bryan Mayor Blatchley stated that the purpose of the presentation was to bring the plan to the attention of the public bodies, and asked their assistance in planning and development. Under Other Business, Commissioner Beard presented a pro- posed plan to improve the channel of Carter Creek from Old Re- + liance Road to the Navasota River. The project would include i {clearing the property adjacent to the creek and resoding, to reduce flooding in the Carter Creek watershed. Estimated cost of the project was $364,000 with an additional $100,000 plus ' for a three year maintenance program. Horn successfully completed a twenty hour course in the duties of the office of Justice of the Peace. Article 5972 of the Texas Revised Civil Statutes requires each newly elected/appointed Justice of the Peace to complete a forty hour course in the duties of the Justice of the Peace office and to also complete a twenty hour course each year thereafter. This article affects all justices who took office since August 30, 1963 and are not licensed attorneys. This training program is provided at virtually no cost to the county through a grant from the Governor°s Office, Criminal Justice Division. We at the Training Center realize how important it is to you and the people you serve to insure that your county Justices of the Peace are properly trained and equipped to carry out the duties and obligations of the office. As almost ninety percent of our citizenry have their one and only contact with a lower court judge, it is imperative that this contact be as judicious as possible. You may wish to enter this letter in the minutes of your next commissioners court meeting in order that it may become a permanent record.
