TOTAL I • t I R 'R/GLlp-AGE a The Court first considered the creation of a branch office for absentee voting by personal appearance at College Station for the Special Election to be held March 10, 1984. Joe Jordan, President of the Student Body at TAMU and Mark Stubbs, President of the Young Democrats at TAMU who spoke'in support of the branch office. After much discussion Commissioner Wilcox moved to es- tablish a branch office for absentee voting at College Station to be located at the City Hall, which is the normal place for absentee voting for College Station, subject to approval of the Justice Department. The motion was seconded by Commissioner Cooley and carried. Commissioners Cooley, Wilcox, and Beard voted "Aye". Commissioner Turner voted "No" whereupon the County Judge announced the motion carried. Commissioner Beard moved to establish a second location for absentee voting at the MSC on the TAMU campus. The motion died for lack of a second. The Court next considered a request from Winfred Pittman, Constable of Precinct 7 for the appointment•of Paul Yandell as Reserve Deputy Constable and Louis Koronka and Matthew Huber as Deputy Constable. On motion by Commissioner Beard, seconded by Commissioner Cooley the Court voted unanimously to approve the appointments. The Court considered a second request from Constable Pittman to increase the total number of Deputy Constables for Precinct 7 and to decrease the -total--nuinber.bf -Reserve -Depui:y=Constables for Precinct 7. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to increase the total number of Deputy Constables to fifteen and to set the total number of Reserve Deputy Constables at ten. A copy of both orders are attached. On motion by Commissioner Turner, seconded by Commissioner, Beard, the Court voted unanimously to approve for payment the 5 ~r 9. i J i statement of Utley James of Texas, Inc, in the amount of $275,817.40 for work completed on modifications and additions to the courthouse. ~ The Court next considered change order number seven to the contract of Utley James of Texas, Inc, for modifications and additions to the courthouse. Such change order was in the a- mount of $3,400. After discussion and on motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimous- ly to approve the change order, s The Court proceeded to consider change order number one to the contract of LCT Communications for telephone services for the county. Such change order included an additional 58 pre- wires for a total cost of $4,350. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unani- mously to approve the change order. The Court proceeded to consider the following notices of i~ proposed installation in county rights-of-way: 1. Producer's Gas Company proposed to install a four inch natural gas pipeline within the right-of-way of Long Trussel Road in Precinct 3. On motion by Commissioner Beard, seconded by Commissioner Turner the court voted unanimously to approve the application and to authorize the installation. A copy of the application is attached. 2. Kurten Gathering Company proposed to install a pipeline within the right-of-way of Dilly Shaw Tap Road in Pre- cinct 2. 3. Bryan Pipeline Company proposed to install an oil line within the right-of-way of Collette Road in Precinct 2 t for the oil site of the Butler No.l well. 4. Bryan Pipeline Company proposed to install an oil line within the right-of-way of Collette Road in Precinct 2 for the oil site of the Ribardo No.l well. 5. Ferguson Crossing Pipeline Company proposed a four inch gas line within the right-of-way of Alexander Road in Precinct 2 for the oil site of the Lewis No. 1 well. 6. Ferguson Crossing Pipeline Company proposed to install a three inch gas line withing the right-of-way of Harris Road. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve applications 2,3,4,5 and VOL-O"AGE 607 t ` t 6 and to authorize the installation of the lines. The Court proceeded to consider the following bids and the payment thereof: One half ton pickup truck for Precinct 3: o ~ (a) Bossier Chrysler Dodge, D150-1/2 ton - $9,234.00 (b) Bossier Chrysler Dodge, D250-3/4 ton - $9,207.00 (c) Beal Ford Sales F150 - $8,967.50 On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to accept the low bid of Beal Ford ' i and the payment thereof out of Precinct 3 funds. t 2. Removal and replacement of a damaged timber bridge locat- ed on Saxon Road at the crossing of Bowman Creek in Precinct 3: (a) Southwest Bridge Contractor $42,350.00 (b) Joe Lee Thomason $47,000.00 on motion by Commissioner Beard seconded by Commissioner Turner the Court voted unanimously to accept the low bid of $42,350.00 and authorized the payment thereof, 3. Purchase of Pit-run gravel to be used on County roads, one year contract: (a) Young Brothers, Inc. - 1.50 per cubic yd. (b) Glenn Hyden - 1.50 per cubic yd. (c) William C. Gray - 1.50 per cubic yd. The minimum training standard and minimum physical, mental, educational, and moral standards for all deputy constables shall be the standards established for deputy law enforcement officers as provided by the Commis- sion on Law Enforcement Officer Standards and Education. The Constable will certify to the Commissioners' Court that the appointee has achieved minimum standards. The Constable may appoint, subject to confirmation by the Commissioners' Court, not more than 15 deputy constables. No person appointed to the position ol- eputy constable may carry a weapon or otherwise act as a peace officer until confirmed by the Commis- sioners' Court. After confirmation he may carry a weapon only when discharging official duties as a duly contituted peace officer. He serves at the discretion of the Constable and may be called into service at any time the Constable considers it necessary to have additional officers to preserve the peace and enforce the law. Before he enters upon the duties of his office, he must take and subscribe to the official oath, which shall be endorsed on his appointment. The appointment, the oath, and the certificate of the officer administering the oath shall be recorded and deposited in the office of the County Clerk of Brazos County, Texas. Deputy constables will wear an emblem or a badge at all times while on active duty. The emblem or badge will bear the words "Deputy Constable". The County of Brazos and the Constable shall not incur any liability by reason of appointment of any deputy constable, sustaining any personal injury while serving in such capacity, however, Commissioners' Court may provide hospital and medi- cal assistance to a deputy constable who sustains injury in the course of performing official duties as a peace officer in the same manner as provided for a full time deputy constable.
