Elkins County Treasurer ' Sandy Tucker League of Women Voters Ruth McLeod Commissioners Court { I ► The County Judge laid before the Court, for acknowledgment, ' V a letter from the Texas Justice Court Training Center advising i ' that Judge Ray M. Truelove, Justice of Peace, Precinct 3, had f• successfully completed a forty hour course in the duties of the office of Justice of the Peace. The Court next considered a request from Carolyn Ruffino, Judge of the County Court at Law for the appointment of James A. Amis, Jr , to sit as Special Judge of the County Court at Law on the 30th day of January 1984. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to appoint Judge Pmis as Special Judge on January 30, 1984. 'i S. y; z The next matter to come before the Court were amendments to the 1983 and 1984 Budgets. On motion by Commissioner Wilcox, se- conded by Commissioner Beard the Court voted unanimously to approve the amendments as presented. A copy of the amendments are attached hereto. Gail Brown, Personnel Director presented an Equal Employment Opportunity - Affirmative Action Plan for consideration by the Court. After discussion Commissioner Beard moved for the adoption of the Affirmative Action Plan which would update the Affirmative Action Plan adopted by the Court in 1976. The motion was seconded by Commissioner Turner and carried unanimously. A copy of the Affirmative Action Plan is attached to and made a part of these minutes. The Court next discussed increasing the life insurance for all county employees to $20,000. After discussion Commissioner Beard moved to let the coverage remain at the present rate of $10,000. The motion was seconded by Commissioner Cooley and carried unanimously. The Court next considered the final plat of the Resubdivision of Deerfield Estates in Precinct 3. After discussion Commissioner Beard moved that the Plat be tabled until it meets county regula- tions. The motion was seconded by Commissioner Turner and carried unanimously. The Court next listened to a report on the County Landfill at Millican, presented by Christopher C. Mathewson, County Consultant for this landfill. Dr. Mathewson reported that the present landfill would service the county through 1984. Dr. Mathewson recommended a site selection study be made of the entire county and a county wide landfill program controlled by one manager. No action was required and no action was taken. I to discuss acquistion of land adjacent to the County Landfill at Millican. ~I • ~I The meeting was opened to the Public at 11:45 A.M. and the County Judge moved to authorize Commissioner Cooley to negotiate for the purchase of property to expand the county landfill. J. Holmgreen, County Judge Bill Cooley, County Commissioner, Precinct No. 1 Walter Wilcox, County Commissioner, Precinct No. 2 Billy Beard, County Commissioner, Precinct No. 3 Milton Turner, County Commissioner, Precinct No. 4 Among other proceedings had, the following proposed order was submitted: WHEREAS, The Honorable Carolyn Ruffino, Judge of the County Court at Law of Brazos County, Texas, having made known to the Commissioners Court of Brazos County, Texas, that she has recused herself from hearing the cases of the State of Texas vs. James Wise, Cause No. 9490; and the State of Texas vs. Edward Williams, Cause No. C10,993 because she represented the State of Texas in the capacity of Assistant District Attorney in prior prosecution cases brought against 0 each of these individuals; and WHEREAS, she has requested the appointment of James A. Amis, Jr. to sit as Special Judge of the County Court at Law of Brazos County, Texas, on the 30th day of January 1984, which are docketed on the Court's dockets for that day, and to have and exercise all powers of a Special Judge in relation to the matters involved in the disposition of these two cases; it is, therefore, ORDERED, ADJUDGED AND DECREED, pursuant to authority of Article 30.03, Section 2, Code of Criminal Procedure, that James A. Development and Implementation of New Personnel Administration System In 1983 the county adopted and implemented this Affirmative Action Plan which (1) continues and operates the county's EEO record keep- ing procedures; and (2) updates the future EEO goals and objectives for the organization.
