COMMISSIONERS' COURT REGULAR MEETING JANUARY 9, 1984 A regular meeting of the Commissioners' Court of Brazos County, Texas, was held in the Lecture Rehearsal Room of the Brazos Center, 3232 Briarcrest Drive, Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, January 9, 1984, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. On motion by Commissioner j Wilcox, seconded by Commissioner Beard the Court voted unanimously i, to set the amount at $.23 per mile. di The Court proceeded to select the Salary Grievence Committee from names supplied by the District Clerk, of persons who served on the-Grand Jury for the previous twelve months. The following names were randomly drawn: 1. Albett E. Newcomb 2. Edith Anderson 3. Ron Hart Ann McMullin - Alternate Lela M. Lane - Alternate On motion by Commissioner Wilcox, seconded by Commissioner Turner the Court voted unanimously to appoint the foregoing persons as the Salary Grievence Committee for 1984. .i On motion by Commissioner Wilcox, seconded by Commissioner ' Cooley, the Court voted unanimously to waive the signature of the County Judge on all purchase orders to be paid out of the Road and Bridge Fund. The next matter to come before the Court was the adoption of the Revenue Sharing Budget for 1984. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the Budget as submitted, and to be filed in the office of the County Clerk to be the Official Revenue Sharing Budget for 1984. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to set the following dates as 11 . ~ the official holidays to be observed by Brazos County: May 25, 1984 - Memorial Day . July 4, 1984 _ Independence Day September 3, 1984 Labor Day November 22 & 23, 1984 - Thanksgiving Day and the Friday following December 24 & 25, 1984 - Christmas Eve and ;r Christmas Day January 1, 1985 - New Years Day 1 .I The Court next discussed the proposed 1984 Salary Study recommendations presented by the Personnel Director. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to adopt the proposed salary structure, and directed that it be used as the salary structure for all county employees during the year. A copy of the salary structure is attached. Next to be discussed were amendments to the 1984 Budget for various departments. After discussion and on motion by Commissio- ner Cooley, seconded by Commissioner Beard, the Court voted un- animously to approve the amendments. A copy of such amendments are attached hereto. One color video camera for closed circuit TV, and one 8 mm lens for video camera for the Sheriff's Department: (a) Video Systems, Inc. $1,397.00 (b) Gray Electronic Contractors, Inc. $1,398.60 On recommendation by the Sheriff and motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to purchase the equipment from Video Systems, Inc., it being the low bid, and authorized the payment thereof. h S ' i f f E~ , f 2. One microfilm reader-printer for Adult Probation: (a) 3M Business Products - $2,355.24 On recommendation by Dan Beto, Chief Adult Probation Officer, and motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to purchase the equipment from 3M Business Products, and authorized the payment thereof. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court unanimously certified the total county road miles at 449.9. The County'Judge laid before the Court a certification by the Juvenile Probation Board of the Juvenile Dentention and 1 ,F L~7p, n ~ E • Holding Facilities in Brazos County, and requested that it be entered into the official minutes of the Court, as required by ~I law. On motion by Commissioner Turner, seconded by Commissioner Beard the Court unanimously acknowledged receipt of the certi- fication and ordered it entered into the minutes of the Court. A copy of such certification is attached. The County Judge next presented a copy of the District Court for the appointment of Rhonda T. Seaton as Assistant County Auditor. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court unanimously.acknowledged receipt of the Order, and orderd it entered into the minutes of the Court. A copy of such order is attached and made a part of-.these minutes. i ' i i f iI The Court next considered the Replat of a portion of Deer- field Estates Subdivision in Precinct 3. After much discussion Commissioner Beard moved to accept the plat, as a Preliminary Plat, as submitted, provided it is not in violation of the County Subdivision Regulations or State Law. The motion was seconded by Commissioner Cooley and carried unanimously. Under other business, Commissioner Cooley moved to authorize payment of overtime for Precinct and Landfill employees at the regular hourly rate. Motion was seconded by Commissioner Turner and carried unanimously. On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted to abide by the State Statutes as outlined specifically, in regards to the job description for the County Engineer, and to proceed with properly advertising in area newspapers and trade journals for hiring a County Engineer, as specified in the State Statutes. , Commissioner Wilcox next suggested the Court advertise the open position of Personnel Director and that the advertisement include the current salary of the Personnel Director. On motion by Commissioner Cooley, seconded by Commissioner Beard the Per- sonnel Director was authorized to proceed with the securing of a replacement for the Personnel Director position. The two levels of entry are provided to allow starting an employee at an entry level salary (A-1) that remains locally comparable and competitive, and to allow for an increase within the first six months of employment. When the employee satisfactorily completes the 90 day Probationary Period, he/ she may be raised to "Step A-2". However, if the supervisor or department head feels that the employee's performance does not merit the increase at that time, he can recommend termination or grant an extension of the probationary period not to exceed an additional 30 days. With the Court's approval a department head may hire an employee at "Step A-2" when an applicant's qualifications and experience justify their entry at that higher level. STEP "B" "STEP B" i • s indicative of an employee who has satisfactorily completed at least one year of continuous service form his/her date of employment with Brazos County. If the employee has worked and been classified in more than one position within that year consideration must be given to the duties and responsibilities of each position held. Transfer to another position and/or department should not affect an increase unless the transfer is a demotion. STEP "C" "STEP C" is indicative of an employee who has satisfactorily performed his/her job in such a manner as to merit this advanced level of pay. Advancement to "Step C" must have the approval of the Commissioners' Court to its being granted. We hereby find that: 1. Children.in detention or holding.are not detained in or committed to a compartment of a jail in which adults are detained or committed; 2. Children in detention are not permitted contact with adults detained or committed to a jail; 3. The detention facilities meet the require- ments of Article 5115, Revised Civil Stat- utes of Texas, 1925, as amended, defining "safe and suitable jails"; 4. KINERD, Brazos County Auditor, has submitted the name of Rhonda T.
