On motion by Commissioner Turner, seconded by Commissioner Beard the Court voted unanimously to approve the Minutes as submitted. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to appoint Mrs. Neville Clark to the Child Custody Board for a two year term. The Court next considered an Order appointing James A. Amis, Jr. former Judge of the County Court at Law to a Special Judge of the • County Court at Law,to sit in all matters that are, or may be,•doc- keted on the Court's dockets for September 15, 16, 29 and 30, 1983, during which time the Honorable Carolyn Ruffino, Judge of the County Court at Law will be absent from the bench. After discussion and on motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to adopt such order and to appoint James A. Amis, Jr. as Special Judge for the County Court at Law. A full copy of such order is attached. The next matter to come before the Court were amendments to the 1983 budget as follows: t Road & Bridge, Precinct 2 Justice of Peace, Precinct 7, Place 1 Capitol Projects & Improvements, Prop. I and II Road & Bridge, Precincts 1,2,3, and 4 Revenue Sharing On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to approve the above amendments as sub- mitted. A copy of all amendments are attached hereto. Welfare Department for Brazos Animal Shelter in the amount of $4,500.00 On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to approve this Budget Amendment and to pay the statement of the Animal Shelter in the amount of $3,748,79. Wixon Water Supply: (a) 1 inch PVC water line in the right-of-way of Carrabba Road in Precinct 3. On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to approve the request and authorize the installation. A copy of all requests are attached. The Court next discussed the proposed tax rate for 1983. After discussion, Commissioner Beard moved to set the proposed tax rate for all property in Brazos County at $.31 per $100 valuation, re- presenting a 26% increase over the effective rate as set by the Tax Assessor Collector, and to authorize the publication of the necessary notice of Public Nearing to be set on Wednesday, September 21, 1983, at 5:00 P. M. at the Brazos Center, 3232 Briarcrest Drive, Bryan, Texas. The motion was seconded by Commissioner Cooley and carried unanimously. On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the statement of Utley James of Texas, Inc. in the amount of $404,101.00 for modifications and additions to the Brazos County Courthouse. 1 1 r~ The Court next considered the change in status of the following employees: Vicky L.
