I COMMISSIONERS' COURT SPECIAL MEETING AUGUST 15, 1983 I ' I A special meeting of the Commissioners' Court of Brazos i County, Texas, was held in the Lecture Rehearsal Room of the Brazos Center, 3232 Briarcrest Drive, Bryan, Brazos County, Texas, beginning at 10 00 A M on Monday, August 15, 1983, with the following members of the Court present R J Holmgreen, County Judge, presiding 1 Bill J Cooley, Commissioner of Precinct 1, Walter Wilcox, Commissioner of Precinct 2, Billy E Beard, Commissioner of Precinct 3, Milton Turner, Commissioner of Precinct 4, The following citizens and officials were in attendance Van Kinerd Auditor's Office Gail Brown Personnel Director Buddy Winn Tax Assessor Collector Carol D Zeigler S D H& P T D L Andy Anderson Blue Cross Blue Shield Mary Ann Ward County Clerk's Office B V Elkins County Treasurer Ross Nethery KAGC Jimmy Patterson WTAW Diane Macfarlane Intern, County Judge's Ofc The first matter to come before the Court was the Health Insurance Program for the County employees The County Judge advised the Court that Blue Cross Blue Shield had agreed to extend the current coverage without an increase in rates for a period of six to twelve months, during which time the County could alter its coverage or rebid the insurance After discussion the County Judge recommended that the Order adopted August 8, 1983, appointing Risk Funding Alternatives, Inc as Agent of Record be rescinded and that the letter issued be revoked He further requested authorization to re-activate the Insurance Committee composed of County employees and to establish an advisory committee composed of three local ag- ents to study health insurance programs for the county employees Commissioner Wilcox moved to rescind the Order of August 8, 1983 appointing Risk Funding Alternatives, Inc as Agent of Record for Brazos County Health Insurance Program and to revoke the letter VOL.CPACEW1101" f e - f 1 issued to the company, and to authorize the County Judge to re- activate the Insurance Committee composed of County employees a and to establish an Advisory Committee composed of three local 1 j 1 agents, subject to the notification to the Court who the agents a are prior to their appointment The motion was seconded by ' Commissioner Beard and carried unanimously o On motion by Commissioner Beard, seconded by Commissioner 1 4 Cooley, the Court voted unanimously to re-appoint Mayor Gary 4 ~ Halter and Commissioner Milton Turner to the Board of Directors of the Brazos Valley Development Council for a three year term 6 ending September 30, 1986 On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to re-appoint R J Holmgreen, Walter Wilcox and Milton Turner to the Board of Directors of the i Brazos County Housing Finance Corporation Such term ending II March 1, 1985 The next matter to come before the Court were requests to t, install gas pipelines and water lines within the County rights- of-way as follows 1 Ferguson Crossing Pipeline Company proposed to install a 4 inch gas pipeline in the rights-of-way of (a) Abandoned section of FM 2776 in Precinct 2 (b) Collette Road in Precinct 2 On motion by Commissioner Wilcox, seconded by Commissioner Beard, the Court voted unanimously to approve the applications and author- j ize the installation of the lines i 2 Wixon Water Company proposed to install a one inch PVC, } steel encased water line within the rights-of-way of (a) Marino Road in Precinct 2 (b) Carrabba Road in Precinct 3 On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the application and authorize the installation subject to both roads being bored and no open ditches i~ i~ votPAGIC t i i l The Court next considered Change of Status for the follow- ing employees Peggy Gregg Tax Office Wayne Ray Blanford Sheriff's Office Genita Lynn Wallace Tax Office Mariam I Marks 85th District Court Irma Reece Cauley Juvenile Services Susan Wright Juvenile Services On motion by Commissioner Cooley, seconded by Commissioner Wilcox the Court voted unanimously to approve the changes as sub- mitted There being no further business the Court adjourned VOI..(' PAGCE ~ T -
