J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. $8,495 00 (b) C J Porterfield Construction Co - $2,500 00 (c) Palasota Dozer & Backhoe - $3,995 00 (d) Blasienz-Wipke Construction Co - $4,500 00 (e) A P Boegner - $2,800 00 (f) Robert Ryan - $5,000 00 On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to award the contract to C J Porter- field Construction Company and to remind the contractor that the clearing would be completed within 90 days 2 Oil and Gas lease of lots 1,2 and \3, Block 9 and Lot 8 Block 25, City of Bryan (a) McMurrey Petroleum - lots 1,2 and 3 Block 9 a total of $703 50 with 40% royalty for 2'years Lot 8, Block 25 $2,989 00 with 40% royalty for 2 years (b) MCZ, Inc - lots 1,2 and 3, Block 9, $595 00 with 33 33% royalty for 2 years Lot 8, Block 25, $195 00 with 33 33% royalty for 2 years On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to accept the high bid of McMurrey Petroleum, Inc The next matter to come before the Court were amendments to the 1983 Budget as follows 1 Health Department, increase by $2,870 00 to correct an error in computing the car allowances On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to approve the amendment 2 District Clerk, increase by $3,000 00 to accomodate the purchase of supplies for the duplicating equipment On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the amend- ment 3 Adult Probation, reallocation of funds from equipment to repair of equipment On motion by Commissioner Wilcox, seconded by Commissioner Turner the Court voted unanimous- ly to approve the amendment 4 Juvenile Probation Department, salary and fringe benefits for one additional employee for a total of $9,733 00 On motion by Commissioner Turner, seconded by Commissioner Cooley the Court voted unanimously to approve the amend- ment A copy of all amendments are attached VOL.SPAG~r ~ - 1 f 1 Next to be considered were 2 applications from McMurrey Petroleum for authorization to lay pipelines across the follow- ing County rights-of-way Broach Road in Precinct 2 Scott Lane in Precinct 4 On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the application and to authorize the construction A copy of both applications are at- tached 1 1 The Court proceeded to consider for approval the By-laws for the Brazos County Recreational Facilities Advisory Committee Af- ter discussion and on motion by Commissioner Beard, seconded by i Commissioner Turner, the Court voted unanimously to approve the By- 4 laws, a copy of which is attached Next to be considered were Final Plats of Subdivisions as i follows 1 Deer Trail Subdivision in Precinct 4 2 Deer Crossing Subdivision in Precinct 4 After reviewing both Plats Commissioner Beard moved to approve the Plats subject to the addition of topo elevations and drainage easements and the submission of the construction bond for the roads 1 ti The motion was seconded by Commissioner Turner and carried unani- mously 3 Seven-Eleven Ranch in Precinct 1 After discussion and on motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted to approve the Plat and to grant the necessary varia- tions from the Subdivision Regulations f~ Next to be discussed was the closing of Deerfield Road to through truck traffic between State Highway 30 and Jones Road in Precinct 3 On motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to close the road to through truck traffic as described above. f I I I~ voL !'AGE r ` F Tae, • r , »~t~'~-„ ~ \ 4 ti The Court proceeded to consider bids received for the sale i of a Yazoo Master Mower as follows 1 Audie Hunter - The meeting was closed for Executive Session at 10:45 A.M. to discuss legal matters. At 11:00 A.M. the meeting was opened to the Public, whereupon Commissioner Beard moved to hire legal council to assist in recover- ing cost to the County for the replacement of a bridge on Elmo Weedon Road. The motion was seconded by Commissioner Cooley and carried unanimously. The Court next heard a presentation by Tom W. Slack with Risk Funding Alternatives, Inc. regarding the County's Health Insurance. After considerable discussion Commissioner Beard moved to appoint Risk Funding Alternatives, Inc. as Agent of Record in the manage- ment of the group employee benefits for the County. The motion was seconded by Commissioner Wilcox, with Commissioners Beard, Wilcox, and Turner voting "Aye." Commissioner Cooley voted "No." A copy of such appointment is attached. A chairman of the Committee shall be elected by the Committee members for each calendar year prior to Jan 1 of the year to be served .1 II MEETINGS ' 1.
