R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Billy E. Beard, Commissioner of Precinct 3, Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk's Office. The following citizens and officials were in attendance: A R.
