L r r y h f~ A special meeting of the Commissioners' Court of Brazos County Texas was held in the Lecture Rehearsal Room of the i' Brazos Center, 3232 Briarcrest Drive Bryan Brazos County Texas beginning at 10 00 A M on Monday February 28, 1983, with the following members of the Court present t3 R J Holmgreen County Judge presiding ti Bill J Cooley Commissioner of Precinct 1 Walter Wilcox Commissioner of Precinct 2 Billy E Beard Commissioner of Precinct 3 Milton Turner Commissioner of Precinct 4 Frank Boriskie County Clerk The following citizens and officials were in attendance Carol Snedeker County Judge's Secretary Vernon Newland U S Postal Service Mervin Peters First City National Mike Nickell Nickell Distributing Greg Moses KTAM/KORA Diane Macfarland Intern - County Judge's Office Van Kinerd Auditor Arnold Dittfurth Auditor s Office B V Elkins County Treasurer Connie Hutter Observer Sharon Fairchild Auditor's Office Jann Snell The Eagle James Brock Advanced Specialties Oil r Rodney King Advanced Specialties Oil t r P f The first matter to come before the Court was a presentation by Vernon Newland with the Postal Service regarding rural mail deliveries and neighborhood box units Newland advised the Court t` s of the new method for delivery in high density subdivisions re- ferred to as the neighborhood box units whereby mail would be f delivered to locked boxes that were clustered in one location Such a boxes would be installed by the Postal Service at the request of the developer Delivery would still be made to the conventional ~ It type rural boxes also ~l The Court next considered a request from Ernie Wentrcek Chief Juvenile Probation Officer for educational aids in the form of a 9 16 millimeter projector to be utilized by all County Offices On ~ t j V l r YOL,~P~AG{E~J M THE FOLLOWING DOCUMENT IS THE BEST IMAGE POSSIBLE DUE TO THE POOR QUALITY OF ORIGINAL 1 L + 1 R a t N I} N V } motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to authorize the purchase of a 16 millimeter Bell & Howell projector model 2585 in the amount of I $956 00 and to amend the Non-Departmental Budget to cover the cost of the equipment A copy of such budget amendment is attach- i ed hereto ~I The Court next considered revisions of the By-Laws of the Brazos County Child Welfare Board After having the proposed revisions explained,Commissioner Beard moved to approve the revisions mo- tion was seconded by Commissioner Turner and carried unanimously 4 y A copy of the revised By-Laws are attached hereto and made a part., of these minutes 11 L, Next to be considered were requests to install pipelines in County rights-of-way as follows 1 City of College Station proposed to cross Graham Road, Barron Road and Greens Prairie Road in Precinct 1 with a water transmission line 2 Ferguson Crossing Pipeline Company proposed to install a 4 inch natural gas line in the right-of-way of Dilly Shaw Tap Road in Precinct 2 3 Producers Gas Company proposed to install a 4 inch un- cased pipeline across the right-of-way of Weedon Loop Road in Precinct 3 On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to grant the requests and authorize the installations 4 Advanced Specialties Oil Corporation proposed to install a gas pipeline in the rights-of-way of Rabbit Lane and Thurmond Road in Precinct 4 After discussion and on motion by Commissioner { Turner, seconded by Commissioner Beard the Court voted unanimously to approve the installation subject to the submission of the fee for crossing both roads A copy of all requests are attached hereto C The Court next considered the following bids that had been pre- viously received and opened 1 Used farm tractor for Precinct 3' 4 (a) Twin City Equipment, Inc - $7,950 00 (b) Fountain Tractor Rental & Sales, Inc - $25,359 78 1 tt Zit~rF'iC! I J ARTICLE II% PURPOSE AND RESPONSIBLITIM, The purpose of the Board is to know the needs of dependent, neglected* abused# and handicapped children of Brazos County, The responsibilities are to familiarize the citizens of Brazos County with the needs of these children and the program of the Brazos County Social Service Units to stimulate families and the community towards acceptance of the responsibilty for adequate planning for children in need of servicest to interpret needs of the community to the Brazos County Social Service Units and to perform such specific duties in the field of Child Welfare as the Commissioner's Court or the State Division of Child Welfare may require of it. ARTICLE IIIt MEMBERSHIP The Board shall consist of 7 (seven) and not more than 15 (fifteen) members appointed by the Commissioner's Court of Brazos County. The County Judge and the Judge of the Juvenile Court shall serve as ex-officio members of the Board. Board members must be residents of Brazos County. Each member shall be appointed for a term of 3 years, Members may be reappointed at the discretion of the County Jude and Commissioner's Court, J 5 Y i t Members who fail to attend, without excuse, three consecutive meetings are automatically relieved of their position on the Board, f If an attorney is appointed as a Board member, he/she must agree not to take cases involving child welfare conservatorship suits, ARTICLE Will OFFICERS AND DUTIES The Board shall elect a chairmanp a vice chairman# a second vice chairman, and a financial chairman. Each officer shall hold his term of office for two years. New officers shall be elected bi-annually r j in August. The chairman shall be an ex-officio member of each committee of the Board, VICE CHAIRXOA The vice-chairman shall` in the event of the absence of the chairman, perform the duties of the chairman. In addition, the rice chairman shall perform such other duties pertaining to said office as delegated by the Board. SECOND VICE PRESIDENTS Shall, in the event of the absence of the chairman and the vice chairman, perform the duties of the chairman. In addition the 2nd vice chairman shall perform such other duties j pertaining to said office as delegated by the Board, FINANCIALS Child Protective Services Board fund cheeks shall be signed by Department of Human Resources Supervisor and any other one member of the Board, i BOOK KEEPER (DHR) shall write and sign all checks for petty cash with approval of DHR Supervisor, ARTICLE Vi MEETINGS The Board shall have at least ld meetings a year or as called the Chairman or Vice Chairman. The members present shall constitute a quorum for the transaction of business. ARTICLE VIQ COMMITTEES A Finance Committee shall be selected by the Financial Chairman, They shall be responsible for preparation of the budget and the securing of necessary funds. The Chairman may appoint other committees as deemed necessary, i ARTICLE YIIk j Written notice of any proposed amendments to the Bylaws shall be submitted to each member of the Board at least twenty five (25) days before any action is taken.
