HomeMy WebLinkAbout1983-01-24-1000AM-SpecialI L 1 COMMISSIONERS COURT SPECIAL MEETING JANUARY 24 1983 A special meeting of the Commissioners Court of Brazos County Texas was held in the Lecture Rehearsal Room of the Brazos Center 3232 Briarcrest Drive Bryan Brazos County Texas beginning at 10 00 A M on Monday January 24 1983 with the following members of the Court present R. J Holmgreen County Judge presiding Bill J Cooley Commissioner of Precinct 1 Walter Wilcox Commissioner of Precinct 2 Billy E Beard Commissioner of Precinct 3 Milton Turner Commissioner of Precinct 4 Frank Boriskie County Clerk The following citizens and officials were in attendance r r t ~p S Carol Snedeker Secretary County Judge Norman Godwin Citizen Phyllis Dozier Brazos Center Van Kinerd Auditor A R. Dittfurth Auditor s Office Mark Smith KBTX Mark Meadors KBTX Ross Nethery KAGC Buddy [jinn Tax Assessor Collector Jann Snell The Eagle If The first matter to come before the Court was the considera- tion of Lease Agreements between Brazos County and Brazos Valley Art League Brazos Valley Museum of Natural Science and the Arts Council of Brazos Valley providing for utilization of space at the Brazos Center On motion by Commissioner Cooley seconded by Commissioner Beard the Court voted unanimously to authorize the County Judge to enter into contract with each of the organizations A copy of each Lease Agreement is attached hereto and made a part of these minutes On motion by Commissioner Cooley seconded by Commissioner Beard the Court voted unanimously to appoint Commissioner Wilcox as alternate member to the Board of Directors of Brazos Beautiful Inc i I s VOLQ PAGE - Y I ' S ~ { t t ~f i, On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to authorize the County Judge to enter into contract with the Retired Senior Volunteer Program for Volunteer Services A copy of such contract is attached The County Judge next laid before the Court a letter from the Texas Justice Court Training Center acknowledging that Judge Tom Lyons, Justice of Peace, Precinct 1 had successfully com- pleted the required course in the duties of the office of Justice of the Peace The Court next considered a variance from the Salary Struc- ture for the part-time employees, classified as Laborers at the Brazos Center and Pavillion After much discussion and on motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to grant the variance and to authorize the Dir- ector of the Brazos Center to have discretionary control over the i Salary Budget of the laboring force subject to approval by the Commissioners Court through means of the Change of Status All II permanent employees would remain classified as outlined in the ~I salary structure The Court further considered the salaries of the employees of the County Agent°s Office, Veterans Administrator and the Civil Defense Office, who did not receive the 8 5% increase over their 1982 salaries On motion by Commissioner Beard, seconded by Com- missioner Cooley the Court voted unanimously to allow the 8 5% in- crease as budgeted 1 The Court next considered a request from the Bryan Industrial Foundation for authorization to lay a railroad spur across the i right-of-way of Mumford Road in Precinct 4 After discussion and on motion by Commissioner Beard, seconded by Commissioner Turner the Court voted unanimously to authorize the County Judge to mail a letter of intent`to allow the spur' { f, Is. t YOLQ-PAGEil T Y r I 0 l~ H { A I {~l f 1~ f 3 t i f a s I 1 , I 1 r } { { ~C 4 SSSS l{ J 1R t_ sr ~R 1 i >t t~ is I q ub { I A 1 c ~4~ i ~ ay I I 1 t} 4 3~ i t 47 t t i ( y` a a r f i 7 1 ~ f ~ h L 1~ t t / ~ The Court next discussed an Amendment to the Audit Agreement with Martin, Slovacek and Thompson with no action being taken The Court next considered a Resolution and Order for a con- tract for the collection of Deliquent Taxes for Brazos County Such contract to be between Brazos County and Gates Steen After discussion and on motion by Commissioner Beard, seconded by Com- missioner Wilcox the Court voted unanimously to adopt such Resolu- tion A copy of which is attached hereto The Court next considered bids for re-roofing the BLD Build- ing on 24th Street Bids previously received and opened were as follows 1 All American Enterprises, Inc 17,900 2 Coating Specialist - Claims 20 through 23 Road and Bridge Precinct 1 - Claims 16 through 19 Road and Bridge Precinct 2 - Claims 21 through 34 Road and Bridge Precinct 3 - Claims 24 through 38 Road and Bridge Precinct 4 - Claims 11 through 16 On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the claims as submitted Commissioner Cooley advised the Court of his desire to resign from the Board of Directors of the Brazos Valley Development Council The County Judge moved to accept the resignation and to appoint Milton Turner to fill the vacancy The motion was duly seconded and carried unanimously Commissioner Cooley inquired about the possibility of the crea- tion of an additional District Court in Brazos County and a Resolu- tion from the Court in support of it No action was taken r There being no further business the Court adjourned ) r a + / k! III t'N 4,r~ ~ ~ ~ ~ ..J «,a~ i~,,~l, - •t Tt Jn 1 I ~ I ~ Yr s' rrt~ J ~ t } h d L ~ l STATE OF TEXAS COUNTY OF BRAZOS h F " .1 c LEASE AGREEMENT This agreement, made this the ~V41yI. day of 1083, by and between BRAZOS COUNTY, TEXAS, hereinafter lled Les r, itid BRAZOS VALLEY MUSEUM OF NATURAL SCIENCE, hereinafter called Lessee, X, , as follows Lessor the Owner of the Brazos Center, a multi-use building and the adjacent grounds has agreed and does hereby agree, to lease and devise unto Lessee a portion of the Brazos Center, hereinafter described tipon the following terms and conditions 1, Lessee shall be entitled to the space allocated to it by the Director of the Center for a term beginning January 1, 1983 and ending, on December 31 1983 The space allocated is de- scribed in Attachment "A" hereto, which has been signed by the Director of Lessee and the Judge of the Brazos County Com- missioner's Court Lessor agrees to provide space designated in Attachment "A" for Lessee's use during the term of this agreement 2 In consideration therefor, Lessee agrees to pay to Lessor, on the first day of each month beginning quarterly periods (January, April July October) $250 in advance for the three month period to follow 3 Lessor shall furnish all utilities, including gas, water and electricity 4 Lessee will pay the regular User fees for space used by it, other than space allocated to it under this agreement 5 Lessor does not Provide and will not provide furnishings, custodial care or maintenance of the space allocated to Lessee under this agreement 6 Lessee will be responsible for having an individual and/or an automatic answering device to answer the telephone during the announced business or visiting hours 7 In addition to the quarterly rental, Lessee agrees to pay the lessor the following A a single copy price of 5 cents each for all copies, made on the Brazos Center copier B two dollars ($2) per camper per week for day camp sessions 8 Lessee agrees that it will be open on Saturdays and Sundays at hours agreed to by the Center Director and Lessee, and if specifically requested, will serve as the Center authority on those days 9 Lessee shall take good care of the space allocated to it,reason- able wear and tear only excepted, and shall surrender the premises at the termination of this agreement if Lessee fails to meet ; obligations delineated in this contract t y,/OLq_PAGE.n.~ 4 i c ~ 5 C R } ~ f A "i t^- T-uw isr r w i r' h I :a i d -r J ~r w, r r~ " F U, ! h 4a' r { r a ! r 4 ATTACHMENT "B" _ r 1 S I ANIMALS--GENERAL RULES 1 1 No venomous animals 1 2 All snakes should be housed in locked cages 1 3 Bird must not be maintained on a permanent basis, no birds will be free-flying, any cages being used will be cleaned daily 1 4 No large animals will be allowed "Large" is defined as those requiring more than 10 cubic feet of space in order to be properly maintained 1 5 All live animals will be used for educational purposes only y No exotic animals will be permitted 7 II CONTAINMENT AND MAINTENANCE 1 Y s 9 2 1 All animals will be kept in maximum sanitary conditions r 2 2 A rigid cleaning schedule will be maintained 1 2 3 Feeding schedule will be followed aj 2 4 All foods must be stored in tightly covered containers t 2 5 Numbers of animals kept shall be permitted as space allows t i 2 6 Animals will be checked regularly ( at least once per month) and on schedule for parasites and diseases !
