~ i1 G ,z ,w The Court next recognized Mr W A "Bill" Stasny, who had served Brazos County for 24 years as Commissioner of Precinct 4, and presented him with a Plaque in appreciation for his many years of dedicated service to the Citizens of Brazos County W R Vance, former County Judge was called on to further honor Mr Stasny W C Davis, Judge of the Court of Criminal Appeals, who was elect- ed County Judge the same year as Mr Stasny sent words expressing regret that he was unable to attend the ceremony due to a crowded Court docket Mr Stasny expressed his appreciation for the a- ward and extended a special thanks to his employees f On motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve for payment the state- ment of Utley James in the amount of $92,309 00 for work completed in modification and addition to the Courthouse On motion by Commissioner Beard, seconded by Commissioner Cooley the Court voted unanimously to appoint James Randy Barnett as Reserve Deputy Constable for Precinct 4 Such appointment to be taithout pay Next to be considered was a contract for services and supplies for the Special Election to be held February 12, 1983, to fill the vacancy in the 6th Congressional District Due to the circumstances and timeliness of the election the County Judge recommended that the contract with Texas Voting Systems, Inc for the 1982 General Elec- tion be extended to include this election On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously ` VOL,_Q_PAGE._4_ t i M1y 1 a - Y...~~_s_ ~ _.a~.~ ~.iWy •iF.+- Y i ~..~c-.n. vv [ 1 I~ I F ! Time Warrant for Commissioner Precinct 1 in the amount of $31?795~14 representing the balance owed on a Time Warr- ant authorized by the Commissioners Court on December 8, 1981 in the original amount of $50,000 for the purpose of purchasing/paying for a motor grader After discussion and on motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to grant the re- quests and authorized the issuance of three Time Warrants with monies to be paid out of the respective precinct budgets. The Court next discussed the advertisement for bids for the -1 County Depository for the 1983-84 biennium It was the consensus It of the Court that as well as the advertisement in the newspaper that a copy of the bid form be mailed to all local banks by Reg- istered Mail, Return Receipt Requested The County Judge next advised the Court of his desire to waive the requirement for his signature on purchase orders for materials and supplies purchased out of the Road and Bridge Fund On motion by Commissioner Cooley, seconded by Commissioner Wilcox t t t ) t t the Court voted unanimously to authorize the payment of all purchase YOLaPAGESQ._ s ~ 8-, ro a r t ) r r r J t.~ G# f r"°' ~a k , t w 3 d r , r ~ F t 1 , 4- S { r; f~ s 1 ly„ Y } E r1f ' '1rV .fie -d ytf; ~ .^~R'S 7J a- } 1 E~~ ~r f s i orders for the Road and Bridge Fund without the signature of the County Judge 1 { ►3 ' The Court next considered the reappointment of Jake Canglose as Civil Defense Coordinator for Brazos County, Texas On motion 1 by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to reappoint Jake Canglose as Civil Defense Co- ordinator for Brazos County Such term to be for a four year per- iod, beginning January 1, 1983, and ending December 31, 1986 The County Judge announced the appointment of the following as members of the Brazos County Historical Committee Mary Bess Young Billy E Beard James L Boone Mary Kaye Donahue Frances Henry Walter Carl Jones Eleanor Hanover Nance J Milton Nance Hazel Richardson Paul VanRiper Madge Wallace Each member to serve a 2 year term ending the 31st of December, 1984 The County Judge moved to approve such appointment The I i motion was seconded by Commissioner Cooley and carried unanimously i On motion by the County Judge, seconded by Commissioner Beard, the following days were set as official County Holidays for 1983 Memorial Day - May 30, 1983 Independence Day - July 4, 1983 Labor Day - September 5, 1983 Thanksgiving - November 24 & 25, 1983 Christmas - Dec 23rd ,24th 25th , 1983 New Years - Dec 31,1983, Jan lst & 2nd , 1984 f ~a The Court proceeded to set the salaries for all County employ- ees for 1983, and considered requests from the following Department ,f Heads 4 Richar Fronterhouse, Constable of Precinct 4 requested that the salaries for the Constable of Precinct 4 and Precinct 7, be ! equal to that of a Deputy Sheriff and be set at $21,179 annually Constable Pittman requested that the car allowance for Deputy Con- stables be increased After discussion Commissioner Cooley moved I S to allow the Constable for Pct 4 and 7 to hire a Clerk to work half time and that the salary be set at the entry level for Clerks, i r~ i t li i i I 1 VOLQ-PAC.F. - ' t _ -S no. « • .nom. v'w f V V'-° l r ~1 J 1 1 ~ i f~ i~ r# f~ I~ ~ I ~ I and to increase the salary for each Constable to $15,000 annually The motion was seconded by Commissioner Beard and carried unani- mously Commissioner Beard futher moved to increase the car allow- ance for the Constables of Precinct 4 and 7 to $400 each to be paid monthly Motion was seconded by Commissioner Cooley and carried unanimously M J Deen, Manager of Data Processing requested the salary of the Assistant Programer be increased by 8 5% over the 1982 sal- ary Action on this was deferred until a later date Hugh Lindsay, Justice of the Peach., Precinct 7, Place 2, re- quested the salary for the Clerk in his Department be increased to $11,948 due to her previous experience in another Justice of the Peace office On motion by Commissioner Cooley seconded by Comm- issioner Beard the Court voted unanimously to grant the request and set the salary for the Clerk at $11,948 annually Buddy Winn, Tax Assessor Collector requested the re-allocation of salary funds within the Tax Office as outlined in a memo to the members of the Court It was the consensus of the Court that the request would take further study and would be considered at a lat- er date B V Elkins, County Treasurer, requested an additional em- ployee, or an increase in the salaries of his present employees It was the consensus of the Court that this request be considered at a later date Ir Commissioner Cooley recommended that the salary for the Judge of the County Court at Law be set at $38,500 1 11 I Commissioner Cooley moved that the salaries for all County em- ployees be set at the rate approved at the Budget hearing for all Department Heads, and as outlined in the Personnel Classification Study, as well as those outlined above with the exception of the Data Processing, Triasurer's Office and the Tax Office The motion was seconded by Commissioner Wilcox, with Commissioners Cooley, 6 Wilcox, Beard and Turnerlvoting'"Aye" The County Judge voted "No", ' % L Y Fr, I ~ I V014-PAGE, s, r IN. h x` ti.~ r. y a >~S~ ~F y r° a~5±aa{ 41~,Ya ' t ' i H 1 t y y y!
