A special meeting of the Commissioners' Court of,Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, December 27, 1982, with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; W. A. Stasny, Commissioner of Precinct'4; Frank Boriskie, County Clerk The following citizens and officials were in attendance: Mike O'Brian KAGC Del Warren KAMU Larry Baggs KAMU Jann Snell Eagle Van Kinerd Auditor Greg Moses KTAM/KORA Sharon Fairchild Auditor's Office Arnold Dittfurth Auditor's Office B. V. Elkins County Treasurer The first matter to come before the Court was the considera- tion of requests to install pipelines in County rights-of-way as follows: 1. Ferguson Crossing Pipeline Company proposed to install a 6 inch natural gas piepline across the right-of-way of Thurmond Road in Precinct 4. 2. Bryan Pipeline Company proposed to install a 6 inch oil pipeline across the right-of-way of Thurmond Road in Precinct 4. 3. Bryan Pipeline Company proposed to install an oil line across the right-of-way of Boatcallie Road in Precinct 2, On motion by,Commissioner Wilcox, seconded by Commissioner Stasny, the Court voted unanimously to grant the request and authorized the installaion. A copy of all requests are attached. The Court next considered adoption of a Resolution concerning "Texas Good Roads/Transportation for Brazos County and the State of Texas. After discussion and on motion by Commissioner Stasny, sec- onded by Commissioner Cooley, the Court voted unanimously to adopt roc. P PAGE ~ t ~ S , .r I ~ the Resolution. A copy of such Resolution is attached to and made a part of these minutes. The Court next considered authorization for accrued vacation time for certain employees within the following offices: 1. Treasurer°s Office 2. Data Processing 3. Justice of Peace, Precinct 4, Place 2 On motion by Commissioner Cooley, seconded by Commissioner Wilcox the Court voted unanimously to approve the payments as requested. The Court next considered the authorization to utilize the Road and Bridge Number II funds by all four Commissioner Precincts as needed. On motion by Commissioner Wilcox, seconded by Commissio- ner Stasny the Court voted unanimously to approve the utilization of the funds. The Court next considered the following claims as submitted by the Treasurer for payment: General Fund - Claims 5848 through 5950 On motion by Commissioner Cooley, seconded by Commissioner Wilcox the Court voted unanimously to approve the claims as submitted. Next to be considered were Change of Status for the follow- ing employees: Douglas Graves Brazos Center Jeffrey Kuhl Brazos Center Mrs. Wanda Pope Extension Office Susan L. Breedlove J. P. Pct. 7, Place 2 On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to approve the Change of Status as submitted. Under other business the County Judge requested each Commissio- ner to think about requesting the State Legislature to create an additional County Court at Law for Brazos County. f l There being no further business to come before the Court, the meeting was recessed until Thursday, December 30 at 1:30 P.M. I understand and agree that: 1. The Commissioner of the Precinct in which the right-of- way lies must be notified prior to the beginning of con- struction in order that the Commissioner might be on hand to designate the actual location of the installation, 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the Commissioner in which the roadway or right-of-way lies. f I e 3. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no cost to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of- way. 4. According to studies of the Federal Highway Administra- tion, Texas has 17,200 deficient bridges and 7,740 miles of highway rated in poor condition. Motorists in all parts of the state are suffering a continuing loss of mobility. Major problems have been observed on Farm to Market roads, rural primary highways, Interstate routes, and urban freeways. Current funding sources available to the State Department of Highways and Public Transportation are inadequate to maintain the existing highway { system and to improve the system to keep up with the growth of the state. It is + I estimated that the state's population will increase 50% by the year 2000. This I i anticipated growth will place substantially higher demands on the state's trans- portation facilities and services. We urge the 68th Texas Legislature to act expeditiously to provide addi- tional funding for highway construction and maintenance. We recommend that the level of state funding for highways be at least equivalent to defined state highway user fees and taxes.
