J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. Stasny, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Van Kinerd County Auditor John Rogers RSVP Jamin Uelasquez RSVP Tom Sistrunk County Extension Agent W. D. Wentrcek, Jr. Juvenile Probation Buddy Winn Tax Assessor Collector Mike Kennedy KTAM-KORA Jane Brust KAMU/TV/FM Marlene Muse League of Women Voters Edwin Dobbins Maintenance The County Judge announced the Public Hearing on the planned use of Revenue Sharing Fund open and asked for any comments from the audience. Receiving none the County Judge moved to transfer $100,000 to the Road and Bridge Fund to be divided equally between the 4 Commissioner Precincts. The motion was seconded by Commiss- ioner Beard and carried unanimously, The County Judge then asked for comments from members of the Court and receiving none, asked for a motion to approve the Revenue Sharing Budget as amended. Mo- tion was made by Commissioner Wilcox to approve the Revenue Sharing Budget with the amendment. to transfer $100,000 to the Road and Bridge Fund. The motion was seconded by Commissioner Beard and carried unanimously. At this time the County Judge announced the Public Hearing on the Revenue Sharing Budget closed, 1 VOLP PAGE-jg5 Ii 1 The County Judge next announced the Public Hearing on the County's Proposed Budget for 1983, open and asked for comments from the audience. Receiving no comments the Court moved on to review the expenditures portion of the Budget by departments. The County Judge advised the Court that he had interviewed with all Department Heads prior to the making and filing of the pro- posed Budget and had tried to grant most of the requests. It- was agreed that the personnel portion of the budget would be taken up after reviewing the various departments. The County Judge requested that the following amendments be considered: 1. Commissioners Court - increase the unemployment line item to $120.00 2. Civil Defense - retirement be increased to $360.00 3. Non Departmental - printing and filming increased to $1,500 Commissioner Cooley pointed out that the Precinct 1, Vol- unteer Fire Department now had 3 fire trucks and requested that the amount budgeted under Fire Protection for the Volunteer Fire Departments be increased to $4,500 for Precinct 1, representing $1,500 per truck. Commissioner Cooley recommended the budget for the Sheriff's Department be increased by $21,179 to accomodate the salary for 1 additional Deputy and the equipment portion be increased by $20,000 for the purchase of a van for transporting inmates for work on county roads, and transporting prisioners to Texas Depart- ment of Corrections. Sheriff Bobby Yeager requested the Courts s consideration for an additional Permit/License and Weight Deputy. The County Judge clarified- the requests for the Sheriff's Depart- ment for 2 additional Deputies and a-van for the transportation of prisioners: . Commissioner Beard requested that the Court consider the fund- ing of a Sanitary Landfill for Precinct 3. IM U get., Central Appraisal line item be reduced to $112,000, Justice of Peace, Precinct 4, Place 2 requested the Court"" I to increase the salary portion of that budget to accomodate the" I employment of a fulltime bookkeeperlto work for Justice of Peace," Precinct 4, Place 1 and 2 or a half time Clerk for Place 2, Commissioner Cooley recommended that the Budget for Justice of Peace, Precincts 1-2-3 and 5 be increased as follows: 1. Travel increased to $500 2, Office supplies increased by $900 Commissioner Wilcox recommended that the Budget for Const- ables of Precinct 1-2-3 and 5 be amended as follows: 1. Equipment increased to $3,380.00 for radios, vehicle identification decals, lights and siren. 2. Firearms Readiness increased to $420.00 The action taken on the Revenue Sharing Budget to transfer •$100,000 to the Road and Bridge Fund to be divided equally among the four Precincts necessitated amendments to the Road and Bridge Budget as follows: 1. Revenue - Governmental Transferred increased to $100,000. 2. Expenditures of the four Precincts: (a) Precinct 1 - equipment increased by $25,000 (b) Precinct 2 - equipment increased by $25,000 (c) Precinct 3 - equipment increased by $25,000 (d) Precinct 4 - equipment increased by $25,000 The County Judge recommended the Capitol Projects Debt Service Fund, Agents Fees line item be increased to $750.00. The County Judge recommended the Road and Bridge Debt Service Fund, Agents Fees line item be increased to $250.00. The County Judge recommended the Non Departmental, Rental of equipment be increased to $15,000 for rental and maintenance of r, duplicating equipment. K ` - VOL .PAGE71-7 - rl ~i- Ilf f j % Marlene Muse, representing the League of Women Voters, com- e mended the Commissioner Court on the creation of a Personnel De- partment for Brazos County and in modernizing the County functions. She expressed the concern of the League on the creation of an addi- tional landfill and the duplication of efforts in the possibility of having a landfill in each Precinct as well as the 2 City land- fills, that it should be a combined effort of the Court to operate the landfills. Mrs. Muse stated that an additional concern of the League was the types of materials disposed of in the landfills. The League voiced some concern that Revenue Sharing Funds are being used to fund Road and Bridge Budgets. The League urged the Court to think in next years Budget along the lines of an Engineer to super- vise the Road and Bridge Budgets and the creation of a Planning Department for the County. The County Judge asked for additional comments from the audi- ence, and receiving none ask if the Court was ready to vote on the Budget. The question of salaries was brought up by Commissioner Cooley, whereby the County Judge advised the Court that the pro- posed salaries were based on the recommendation of the Salary Study Committee, and that a further in-house Salary Study had been done and recommendations,had been given to the Commissioners for their consideration. Commissioner Wilcox proposed that 2 elected offici- als salaries in the second study be equaled to the first study pro- posal and everything else be accepted and the proposal of the second study be incorporated in the budget. To-clarify: the statement Com- missioner Wilcox moved to set the salary for the County Attorney and Sheriff at $30,204 annually and be incorporated into the second pro- posal and the second proposal be accepted in its entirety, and to submit a proposal to the State to set the salary of the Judge of the County Court at Law to a salary tied to the District Judge's salary with support funds to be received from the State. Commissioner Beard seconded the motion. The vote on the amendment to the motion, to reduce the Commissioners salary to $29,000 and incorporated into the second study carried with four members voting "Aye". Commissioner Stasny abstained. Commissioner Cooley moved to approve the County Budget for 1983 as amended. The motion was seconded by Commissioner Cooley and carried unanimously.
