County, Texas, was held in the Commissioners' Courtroom in
the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, November 8, 1982 with the following
members of the Court present:

The Court heard a presentation by Barbara Vance who re-
quested the Court adopt a Resolution endorsing the Clean Com-
munity Committee for Brazos County, the approval of the Bylaws
and the proposed Budget for the committee in the amount of
$31,950.00. After discussion and on motion by Commissioner
Beard, seconded by Commissioner Stasny the Court voted unani-
mously to adopt a Resolution in support of the Clean Community
System, and approve financial support in the amount of $10,650,
representing one-third of the total budget, the balance to be
funded equally by the Cities of Bryan and College Station.
The Court next considered requests to utilize county rights-
of-way as follows:
1. Ferguson Crossing Pipe Line Company:
- (a) Proposed to install an eight inch (8")
natural gas pipeline in the right of
way of Dilly Shaw Tap Road in Precinct 2.
(b) Proposed to install an eight inch (8")
natural gas pipeline in the right of way
of Rabbit Lane in Precinct 4.
(c) Proposed to install a natural gas pipe-
line in a second location in the right
of way of Rabbit Lane in Precinct 4.
2. Bryan Pipeline Company:
(a) Proposed to install a six inch (6") oil
line in the right of way of Dilly Shaw
Tap Road in Precinct 2.
(b) Proposed to install a six inch (6") oil
line in the right of way of Rabbit Lane
in Precinct 4.
3. • Clayj on Gas Company :
(a) Proposed to install a four and one-half
inch (4k") gas pipeline in the right of
way of Straub Road in Precinct 1.
On motion by Commissioner Stasny, seconded by Commissioner
Cooley, the Court voted unanimously to approve the requests
and to authorize the installation. All applications were
accompanied by the $500.00 right of way crossing fee. A copy
of all road crossings are attached.
The Court proceeded to the award of the bid for resurfac-
ing, new curbs and striping of the County Parking Lot on the
south side of the Courthouse across 26th, Street,

Beard the Court voted unanimously to accept the low bid of R.B.
Butler, Inc. in the amount of $8,530.00 and to award the contract
for the construction, such contract to be paid out of the Capital
Projects and Improvements Fund - Proposition II.
The Court proceeded to canvass the results of the General
Election held November 2, 1982, and accepted as true the cumu-
lative county-wide totals prepared by the Central Counting Station,
together with write-in votes tabulated therewith. On motion by
Commissioner Stasny, seconded by Commissioner Cooley the Court
voted unanimously to accept the printout as true and correct and
ordered the results certified to the Secretary of State of the
State of Texas and recorded in the Official Election Records of
Brazos County, Texas. A copy of such printout is attached to
these minutes.
The Court next considered amending the County Subdivision
Regulations adopted in 1977 for subdividing property in the un-
incorporated area of Brazos County. Sections of the Regulations
discussed was the elimination of culdesaes:sitt-_rural,..subdivigions.
or the implementation of a 250 foot road frontage per lot. After
discussion of other sections of the Regulations that need to be
amended Commissioner's Wilcox, Beard and Cooley were designated
as a committee to study the Regulations and bring their recom-
mendations to the first meeting in December.
On motion by Commissioner Stasny, seconded by Commissioner
Beard the Court voted unanimously to approve Change of Status for
the following employees:

Patricia R. Reed Brazos Center
Charles D. Balanga County Shop
Donnie White County Shop
Donna Kay Rowan Juvenile Probation:

The County Judge announced at 10:50 A.M. that the Court
would retire into closed executive session.to discuss personnel.
The Court opened to public session at 12:00 Noon to discuss

a contract to incorporate the Brazos Central Appraisal District
and the Brazos County Tax Office. Mr. Winn, Tax Assessor Collector
advised the Court that he had been contacted by the Appraisal
r
Board for this action. After much discussion Commissioner Beard
moved to authorize the negotiation of a contract with the Brazos
Central Appraisal District for services. The motion was seconded
by Commissioner Cooley and carried unanimously.
The Court was recessed and scheduled to reconvene the follow-
ing day, November 9, 1982, at 3:00 P.M. to receive and open bids
for modification and additions to the Brazos County Courthouse.

Formal notice is hereby given that BRYAN PIPELIN Applicant,
proposes to place a 6" 011 Line within the right-of-way
of Dilly Shaw Tap Road in Brazos County, Texas as follows:
The location or description of the proposed installation is more fully
shown by three (3) copies of the drawings attached to this notice..
I understand and agree that:
1. The Commissioner of the Precinct in which the right-of-way lies
must be notified prior to the beginning of construction in order
that the Commissioner might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired
to their original condition to the satisfaction of the Commissioner
in which the roadway or right-of-way lies.
3e That BRAZOS COUNTY reserves the right to require Applicant to re-
locato or lower any such line at no cost to BRAZOS COU14TY, should'
same become necessary due to widening or lowering, or other alter-
ation of the roadway or right-of-way. j
6. That BRAZOS COUNTY is in no way responsible for any damage that

INC., AND ENDORSING THE CLEAN COUNTY C0124ITTEE o
WHEREAS, the County of Brazos desires to improve the physical
quality of community life; and
WHEREAS, the expense of collecting and disposing of loose refuse
is an ever-increasing expense to the County; and
1 WHEREAS, a clean environment contributes to the emotional, phy-
sical and economic well-being of our citizens; and
WHEREAS, the Clean Community System, developed by Keep America
Beautiful, Inc., will assist greatly in reducing the
improper handling of waste in our County, and thereby
reduce litter:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT OF
BRAZOS COUNTY that the Commissioners Court hereby
endorses the Clean Community System, and supports the t
participation of the County of Brazos in the System;

SUBJECT: Items to be Considered for Clean Cammnity System
DATE: October 20, 1982
BUDGET:
The proposed budget represents estimates made by the Project Team with
advice from various local business people and Keep America Beautiful. The
Project Team respectfully requests ooze-third of the total cash budget,
$10,650.00, from each of the participating governmental bodies. The Project
Team expects to secure cash as well as in-kind contributions from other
sources, so the cash budget requested should be a maxuman figure.
BYLAWS:
Beautify Brazos County Association, a non-profit corporation, has agreed
to merge with the Clean Cammnity System organization, eliminating the need
for the CCS to apply for non-profit status with the State of Texas or for
tax-exempt status with the I.R.S. The proposed bylaws will amend the bylaws
of the BBCA to include information essential to the development and operation
of the Clean Caminity System. Beautify Brazos County Association will con-
sider approval of the amended bylaws at its annual meeting on November 16, 1982.

A formal resolution of participation in the Clean CamTmity System should
