M. on Monday, October 11, 1982 with the following members of the Court present: R. J. Holmgreen, County Judge, presiding: Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; W. A. BRYAN III, DISTRICT ATTORNEY: Hot Check Fees-----------------------------------$ 420.00 VO , P pAGE"N" ,4, i' 1 ~ r lI The County Judge opened the meeting and called for the approval of the Minutes of the Meetings held June 25, 1982, July 7, 1982, July 12, 1982,'July 26, 1982, August 9, 1982, August 23, 1982, September 13, 1982, September 17, 1982, and September 27, 1982. On motion by Commissioner Stasny, second- ed by Commissioner Beard the Court voted unanimously to approve the above Minutes without change. i A 4 3 ,F All members being present as required by law, the Court proceeded to set the tax rate for the year 1982, to be applied to the collection of taxes due on October 1, 1982, After dis- cussion Commissioner Beard moved that the ad-valerom tax-rate for all property on the tax rolls of Brazos County, Texas, be set at $.27 per $100 valuation. Motion was seconded by Comm- issioner Wilcox. All members of the Court voted Aye, where- upon the County Judge announced the motion had carried and the tax rate is hereby adopted for the year 1982 and hereby levied against all property in Brazos County, Texas. Wilson Howard representing Business Machines Sales and Services, inquired as to why the contract for copying equipment was not awarded to the lowest bidder, and why the successful bidder was allowed to negotiate the bid. Mr. Howard was advis- ed that the Court was not required to award the bid to the low- eat bidder, but to the bidder that could provide the needed ser- vices and equipment. Mr. Howard was further advised that the negotiations were merely clearification of bid and manner in which payment could be made and that the bid was awarded at the recommendation of the Committee appointed to evaluate the differ- ent equipment. The Court agreed to mail a copy of the Committee's recommendation to Mr. Howard. The Court next considered a request for the establishment of a County Bail Bond Board, signed by J. Bradley Smith, Judge of the 272nd District Court, J. A. Amis, Judge of the County Court at Law, Travis B. Bryan, III, District Attorney, Jeffrey,Brown, County Attorney, Bobby H. Yeager, Sheriff and Carolyn H. Hensarling, ,VotS -105 raw, ~ Justice,of the Peace, Precinct 4, Place 2. Such board would be a member board and have authority over those persons who are to act as bail bondsmen in the County and would have au- thority to sanction those bondsmen who act improperly or fail to fulfill their obligation. After discussion and on motion by Commissioner Beard, seconded by Commissioner Wilcox the Court voted unanimously to create the BRAZOS COUNTY BAIL BOND BOARD. Commissioner Wilcox further moved for the appointment of the County Judge to serve as the Court's representative on the Board. Motion was seconded by Commissioner Stasny and carried unanimously. The Court next considered for approval the following Bud- get Amendments: 1. Road & Bridge - Pct. 4 - reallocation of funds 2. F.M. & Lateral Road - reallocation of funds 3. State Lateral Road - reallocation of funds 4. Road & Bridge - Pct. 2 - reallocation of funds 5. Removal of restrictions of equipment funds from Rev- enue Sharing Fund to allow the use of those funds for road materials. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to authorize the Commissio- ners to spend the Road and Bridge No.II funds for the-respective precincts as they see fit. The Court next considered the Final Plat of LAKE MILLICAN ESTATES in Precinct 1. After considerable discussion and on motion by Commissioner Cooley, seconded by Commissioner Beard the Court voted unanimously to approve the Final Plat, subject,- to the addition of a 25 foot turning radius line on lot 42, and the north side of lot 27, and to grant a variance from the sub-. division regulations on those 2 lots. On motion by Commissioner Cooley, seconded by Commissioner f Wilcox the Court voted unanimously to approve the Change of a 1 •r + -a If , 1 7 rr, i i a On motion by Commissioner Beard, seconded by Commissioner Cooley the Court voted unanimously to approve certificate of cancellations numbered 19657 through 19665 as presented by the Tax Assessor Collector for approval. The Court next considered the following claims submitted by the County Treasurer for payment: General Fund - Claims 4846 through 4949 F.M. & Lateral Road Fund - Claims 1 through 2 State Lateral Road Fund - Claims 1 through 4 Juvenile Commi ssion Grant - Claims 6 through 7 Road & Bridge Shop - Claims 230 through 241 Road & Bridge - Precinct 1 - Claims 243 through 260 Road & Bridge - Precinct 2 - Claims 254 through 268 Road & Bridge - Precinct 3 - Claims 270 through 284 Road & Bridge - Precinct 4 - Claims 215 through 224 On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Wilcox, seconded by Commissioner Stasny the Court unanimously authorized the publication of a notice to close Dilly Shaw Tap Road and Marino Road in Precinct 2, to thru truck traffic for vehicles in excess of 24,000 pounds gross vehicle weight. The Court next heard a presentation from Clyde Freeman, Chairman of the Salary Study Committee, a Committee appointed to study the salary structure of the County and make recommendations for improvements. The following recommendations were made by the Committee: 1. Creation of a professional Personnel Department. 2. Appoint a qualified Personnel Officer who would be responsible to the Commissioners Court, and to report to the County Judge. Such persons duties would be: a. b. C. d. e. f. , formulate job descriptions. establish criteria for a job. establish wage survey. create salary ranges. make recommendations for compensation, formulate hiring procedures. 5 ~ Q:i E ~a c a 3 Non elected personnel be classified in distinct lI r catagorties. 4. Court to be responsible for approval of procedures to be followed by personnel officer. 5. Specific salary recommendations for 10 employees. All other employees to receive 8.5% increase ef- fective January 1, 1983. 6. Travel allowances to be paid on mileage basis only. 7. Adoption of the Unit System for maintaining County Road and employment of a County Engineer. After discussion of the report and recommendations, Commissioner ? r Wilcox moved to accept the basic recommendations of the Committee and the creation of a Personnel Department and requested the assistance of the Committee in selection of a qualified personnel officer. Motion was seconded by Commissioner Cooley and carried unanimously.
