SPECIAL MEETING
OCTOBER 1, 1982
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 1:30:'
P.M. on Friday, October 1, 1982, with the following members of
the Court present:
R. J. Holmgreen, County Judge, presiding:
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Billy E. Beard, Commissioner of Precinct 3;
W. A. Stasny, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

The first matter to come before the Court was a Notice
of Proposed Installation in County-Right-Of-Way, submitted by
Ferguson Crossing Pipeline Company for installation of a nat-
ural gas pipeline within the r-o-w of Mumford Road in Precinct
4, along with their draft in the amount of $1,301.50. After
considerable discussion Commissioner Beard moved to approve
the Notification subject to negotiations between the Comm-
issioner of Precinct 4 and Ferguson Crossing as to the proper
installation of the line and proper notification of his approv-
al to the County Judge to sign the permit. The motion was sec-'
onded by Commissioner Cooley and carried unanimously.
On motion by Commissioner Stasny, seconded by Commissioner
Wilcox the Court voted unanimously to approve an application for
Soil Conservation work to be done on the Joe C. Patranella prop-'

erty on FM 50 and Nigglasio Lane in Precinct 4.
The Court next considered bids and the award of contracts
as follows:
1. Election supplies and services.
(a) Hart Graphics bid - $8,900 for splies only
(b) Computer Election Services bid -15,000 for
all supplies except ballot cards.
(c) Texas Voting Systems, Inc, bid - $13,000 for
supplies and services.
On motion by Commissioner Beard, seconded by Commissioner'
Wilcox the Court voted unanimously to accept the bid of Texas
Voting Systems, Inc. for all services and supplies. `
2. Electronic mail processing equipment including
scales and interface:
(a) Pitney Bowes bid - $13,215.00 total for
all necessary equipment except the Post-
age Meter that has to be leased from the
Postal Service.
On motion by Commissioner Stasny seconded by Commissioner
Beard the Court voted unanimously to accept the bid of Pitney
Bowes, it being the only bid received and to authorize the lease
of the Postage Meter from the Postal Service for $32.00 a month
and to amend the budget if necessary.
3. Two-way Radio for the Sheriff°s Department:
(a) Motorola bid - $1,720.00
(b) General Electric bid - $1,709.00
Oft•-raeommendation of the Sheriff due to excellent local ser-
vice, Commissioner Beard moved to accept the bid of Motorola in
the amount of $1,720.00. Motion was seconded by Commissioner
Wilcox and carried unanimously.

The Court next considered the repeat of a portion of Brazos
County Industrial Park in Precinct 4. On motion by Commissioner
Stasny, seconded by Commissioner Cooley the Court voted to approve
the Plat as submitted.

The Court next discussed the use of State Lateral Road Funds
for improving various roads in the County. After discussion and
on motion by Commissioner Cooley, seconded by Commissioner Stasny
the Court unanimously voted to allow the expenditure,of $25,000:00
by each Precinct for road repairs.,-,

of the amendment for the Tax Office. The motion was seconded by
Commissioner Beard and carried unanimously. A copy of such amend-
ment is attached to and made a part of these minutes.
On motion by Commissioner Cooley, seconded by Commissioner
Stasny, the Court voted unanimously to approve the Change of
Status for the following employees:

On motion by Commissioner Stasny, seconded by the County
Judge the Court voted unanimously to approve the claims as
submitted.

The Court next considered the appointments of Election

Judges to fill vacancies created by the resignation of previous- F
ly appointed Election Judges. On motion by Commissioner Cooley, ,
seconded by Commissioner Beard the Court voted unanimously to r:
make the following appointments:
Jo Jo Coyle as Election Judge in Precinct 12 to fill the
vacancy created by the resignation of Brooks Cofer. ,
Dennis Shun O'Grady as Election Judge in Precinct 20 to
fill the vacancy created by the resignation of Roy Dejoie.

Pamela T. Stovall as Election Judge in Precinct 21 to fill ;
the vacancy created by the resignation of Tommy Tucker.

Formal notice is hereby given that Ferguson CrossingLPipe LineC? Q01Xcant,
proposes to place a Natural Gas Pipeline within the right-of-way
of_ Humford Road an Brazos County, Texas a:; follows:
The location or description of the proposed installation is more fully
shown by three (3) copies of the drawings attached to this notice.-
I understand and agree that:
1. The Commissioner of the Precinct in which the right-of-way lies
must be notified prior to the beginning of construction in order
that the Commissioner might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repairer]
to their original condition to the satisfaction of the Commissioner
in which the roadway or right-of-way lies.
3. That BRAZOS COUNTY reserves the right to require ]Applicant to re-
locate or lower any such line at no cost to BRlAZUS COUN'T'Y, uhvuld
same become necessary due to widening or lowering, or other alter-
ation of the roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for,any damaye that
might occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right
of-way in accordance with governing laws.
6. That the line or lines will be constructed no less than forty-eight
inches (48") lower than the lowest part of the drainage or bar ditch
and the drainage is to be considered at least two feet W) below
the center of the roadway.
7. That all roads be bored to forty feet (401) on either side of the
right-of-way or cased for such distance.,
8. That all sites will be barracaded during the construction period.
Construction of this line will begin on or after the 4th clay of October
