On motion by Commissioner Wilcox, seconded by Commissioner Beard the Court voted unanimously to approve the minutes without change. On motion by Commissioner Cooley, seconded by Commissioner Stasny the Court voted unanimously to approve the Budget Amend- ments for the following Departments: 1. Civil Defense 2. Data Processing 3. District Attorney A copy of all amendments are attached. Lonnie Williams from the State Department of Highways and Public Transportation was present and advised the Court that the project to widen Highway 6 South was progressing and that apprai- sals of abutting property was being made by certified appraisers. The Court was advised that the County's share for the purchase of right of way would be approximately $4,000,000 with 90% re imburse- ment by the State Highway Commission after the receipt of title policies on all tracts for a total outlay by the County of approxi- mately $400,000. On motion by Commissioner Cooley, seconde(' by Commissioner Beard the Court voted unanimously to appoint Election Judges and Alternates for the 1982-1983 voting year as shown on the list attached to these minutes. On motion by Commissioner Stasny, seconded by Commissioner Cooley the Court voted unanimously to approve Change of Status for the following employees: Don Dyer Fegana F. Stevener Marcia M. T:• * . ~ - 1 ' •a P ~ w!k A ~a ' i I i The Court next considered for payment the following claims submitted by the County Treasurer: General Fund 4369 through 4627 Law Library 23 Revenue Sharing 31 through 32 Juvenile Community Resources 1 through 2 Capitol Projects & Improvements Prop II 11 Crime Control 36 through 37 Road and Bridge - Shop 194 through 211 Precinct 1 197 through 222 Precinct 2 209 through 229 Precinct 3 227 through 248 Precinct 4 - 178 through 197 On motion by Commissioner Stasny, seconded by Commissioner Beard the Court voted unanimously to approve the Claims for payment. Next to be considered was the Preliminary Master Plat of Nantucket in Precinct 1. After thorough review of the Plat Commissioner Cooley moved to approve the Master Plat subject to the most southerly cul-d-sac being extended to tap the Bewley property, and that the various phases of the Plat would be sub- mitted as final Plats. The motion was seconded by Commissioner Beard and carried unanimously. The County Judge laid before the Court an Audit Agreement from Martin, Slovacek and Thompson for the audit of all 1981, funds, and requested consideration of the agreement due to the time limit imposed by Revenue Sharing. After considerable dis- cussion Commissioner Beard moved to approve the agreement with the understanding that the Court request proposals for complete audit of all County funds for 1982. The motion was seconded by Commissioner Cooley with Commissioners Beard, Cooley and the County Judge voting "Aye." Commissioners Wilcox and Stasny voted "No" whereupon the County Judge announced the motion carried. A copy of such agreement is attached to and made a part of these minutes. 's Commissioner Beard read a portion of a new Tax Bill that would allow Counties to set tax exemptions by various per-centages and asked that members of the Court study the legislation for considera- tion at a later date. We will examine the various funds' balance sheets of Brazos County, Texas as of December 31, 1981, and the related statements of revenue and expenditures and changes in fund balances for the year then ended. Our examination will { be in accordance with generally accepted auditing standards and will include 1 such tests of the accounting records and such other auditing procedures as i we consider necessary in the circumstances. We will also prepare and submit } to the Commissioners Court a management letter containing evaluations and recommendations relating to the County's accounting system and operation procedures. In our report, we will outline our observations regarding compli- ance to established statutory and local regulations imposed on county finances. We are not considering a detailed examination of all transactions, nor do we I(, expect that we would necessarily discover fraud, should any exist. We will commence our examination procedures on or about the week of September 13, 1982. and barring any unforeseen circumstances,°'the report will be sub- muted to the Commissioners Court by no later than December' 31. 1982. Our charges for these services will be at standard rates and will be billed every four weeks as work progresses. Our invoices are due and payable upon , presentation. We estimate that our fees will range between $30,000 to $35,000, plus out-of-pocket expenses. If any extraordinary matters come to'our atten- tion during the engagement and an extension of services appears to be required, + we will consult with you about extending our services and its-effect upon our estimated fees. This fee estimate is based on our understanding that County r personnel will prepare audit schedules and locate supporting doc-.arents wet ; require.
